Performance Work Statement
Composite Sunshields For Ready Service Lockers Aboard DDG 65
1.0 DESCRIPTION OF SERVICES/INTRODUCTION:
The Naval Surface Warfare Center (NSWCCD), Code 619 requires the fabrication of composite sunshields to replace the metal sunshields currently installed on the Ready Service Lockers (RSLs) of the Navy’s DDG 65 ship.
This purchase supports the United States Naval Ship Repair Facility (SRF) and Japan Regional Maintenance Center
(JRMC) Yokosuka request for composite sunshield procurement for installation on USS Benfold, (DDG 65).
2.0 BACKGROUND:
The NSWCCD has spent several years developing RSL Composite Sunshield technology for the mitigation of corrosion-related maintenance on the current metallic sunshields for the fleet. During these years, and in conjunction with the Office of Navy Research’s (ONR’s) Manufacturing Technology (ManTech) Program, the NSWCCD worked to leverage their sunshield prototype effort and develop an efficient commercial manufacturing method that can be used to transition composite sunshield technology to the fleet. NSWCCD Code 619 serves as the In-Service
Engineering Agent (ISEA) for composite sunshields. In this purchase, Code 619 requires the contractor to produce composite sunshields for the RSLs of DDG 65.
3.0 OBJECTIVE: This procurement action is a singular task with each required sunshield being labeled both by its type, and sheet number on referenced NAVSEA drawing.
3.1 Minimum Specifications for Fabricated Composite Sunshields: The contractor shall fabricate seventy-five

3.1.1 All Composite Sunshields shall be marked “COMPOSITE” to identify them as composite versions, as shown in black 1-inch text on the outside face of the sunshield.
3.1.2 Each set of Sunshields shall include 1 label plate attached to the outside of the sunshield. The contents and details of the label plate shall be in accordance with Detail 2-B of NAVSEA DWG 710-8931716, para. 5.1, below.
3.1.3 All Composite Sunshields shall be powder coated with a MIL-PRF-24712B, Type I, II or IV, Class 1 primer and a MIL-PRF-24712B, Type III, Class 2 or 3 topcoat (Color No. 17875 per AMS-STD-595, Insignia White).3.2.5 The breakdown of the composite sunshields shall be as follows

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
(a) The Government intends to award a contract to the responsible quoter who (1) is the Lowest Price
Technically Acceptable quotation, (2) conforms to the solicitation, (3) proposes a price that is fair and reasonable, and (4) will be most advantageous to the Government, price and other factors considered.
The following factors shall be used to evaluate quotations:
Factor 1 Price
Quotes must include a proposed price for each Contract Line Item Number (CLIN). The Government will determine prices to be fair and reasonable in accordance with FAR Part 13.106-3 based on, but limited to, market research, current or previous purchases, prices for similar performance in a related industry, and comparison to an independent Government estimate.
Quoters responding to this solicitation are advised that, prior to award, the Government may request quoters to submit information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price list with effective date and/or copies of catalog pages along with any applicable discounts.
Factor 2 Technical Capability/Approach
The Government will evaluate the Quoter for acceptability of Technical Capability.
Minimum Requirements:
The following are the minimum requirements a quote must meet to be deemed acceptable for the Technical Capability factor:
https://www.sam.gov/
1) A quote is deemed acceptable for the Technical Capability factor if it meets all requirements as defined in the solicitation Performance Work Statement (PWS)/Statement of Work (SOW) and/or minimum specifications.
2) Technical Capability/Approach evaluations will result in one of the following ratings:
TABLE 1 - TECHNICAL RATINGS
Rating Description
Acceptable Quote clearly meets the minimum requirements of the solicitation.
Unacceptable Quote does not clearly meet the minimum requirements of the solicitation.
A quote must be rated "ACCEPTABLE" for the quote to be eligible for award. An "UNACCEPTABLE" rating for Technical Capability/Approach factor will result in the entire quote being rated "UNACCEPTABLE" overall; an overall rating of "UNACCEPTABLE" makes a quote ineligible for award. A quote must contain sufficient information to enable evaluators to determine acceptability; if there is insufficient information to determine acceptability of the quote, the quote will be rated “UNACCEPTABLE” overall.
QUESTIONS: Any questions in relation to this solicitation shall be submitted to Chris Rolince email at christopher.c.rolince.civ@us.navy.mil
The cut-off date for questions is 10:00 AM EST on August 21, 2023.
(b) Options. The Government will evaluate quotations for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quotation is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option (s).
(c) The Government shall mail or email a written notice of award to the successful quoter. Upon receipt, the quoter shall either commence performance, or have an authorized representative sign the award and return it to the Contracting Officer; a binding contract is formed upon the earlier of either of those actions.
