AMENDMENT 0001

Inquiry GOVERNMENT RESPONSE

The SAM.gov posting for this opportunity notes the response deadline for this procurement as Monday, August 15th, 2022 at 2PM EDT, however, SF 1442 Block 13. A. does not list a deadline for bidder submissions. Please confirm the deadline for bidder submissions for

Phase 1 of this procurement.

15 SEPTEMBER 202

Would the Government consider extending the response deadline if a high volume of bidder questions is received and the Government is as a result unable to provide answers in a timely manner?

YES

SF 1442 Block 13.A. notes that the Government would like two (2) copies of each file that bidders submit for this procurement response.

Please confirm that bidders should submit two (2) copies of each electronic file that is submitted for this procurement.

YES

SF 1442, Block 13.D. identifies proposal validity period as 120 days, but RFP Section 3.1.f. (pg. 26) identifies validity period as 180 days.

Please confirm which validity period is required.

PLEASE FOLLOW INSTRUCTON ON

SF 1442 BLOCK 13A

Mary K. Garren is listed under the "Ship To Address" on Solicitation

Page 3, which indicates that she will be the COR for this contract.

Howeer, Ronald Castillo is identified on Solicitation Pages 109 and

117 as the COR for this procurement. Please clarify whether Ms.

Garren or Mr. Castillo is considered the COR relevant to this procurement.

MARY GARREN

The paragraph states that work will take place at eight (8) different site. Are contractors required to have offices and staff at all sites at the time of our response to this RFP? in order to respond to this BID?

NO

The paragraph states that work will take place at eight (8) different site. Post Award, are all MATOC contractors required to BID ALL work at ALL sites?

NO, BUT HIGHLY RECOMMENDED

Total contract value is identified in Section 3 as NTE $44M, however, the SF 1442 identifies the total "aggregate" contract value as $44M.

Please clarify if maxium value of $44M applies to each individual contract, or the total value of all of the awarded contracts together.

APPLIES TO TOTAL VALUE OF ALL

OF THE AWARDED CONTRACTS

TOGETHER.

Section states that joint scoping meetings shall be conducted with the government and the contractor. Please confirm if all contractors are providing joint scoping services with the government on every task order or are contractors providing joint scoping support on task orders that have been awarded to a specific contractor?

THIS ITEM WILL ONLY EXIST AT

THE TASK ORDER LEVEL IF THE

TASK ORDER DEEMED SO.

Section 5.1 states that contractors "shall appoint a Facility

Security Officer (FSO), in a cleared facility, and a Contractor

Security Representative (CSR) in a non-cleared facility, to provide security support for this contract." and "Classified contracts. The prime vendor, and all subcontractors, are required to possess a

Facility Clearance Level of Secret or above." In prior work of this nature for this Government entity, bidders have not been required to possess any form of FSO, CSR, or facility clearance. Would the

Government consider removing this requirement for the work required for this procurement?

send to marry and adam possible removing

Paragraph states that contractor shall appoint a FSO in a cleared facility and The prime vendor, and all subcontractors, are required to possess a Facility Clearance Level of Secret or above. Is this MATOC only for contractors that already possess a facility clearance or level of secret or above clearance?

NO, THIS MATOC IS NOT FOR

CONTRACTORS THAT ALREADY

POSSSESS A FACILITY

CLEARANCE OR LEVEL OF

SECRET. IT IS ANTICIPATED THAT

SOME PROJECTS AT THE TASK

ORDER LEVEL WILL REQUIRE

SOME FORM OF SECURITY

CLEARANCE. IT IS HIGHLY

RECOMMENDED THAT YOUR

COMPANY CAN ATTAIN A

CLEARANCE AT AWARD OF

MATOC.

Paragraph states that contractor shall appoint a FSO in a cleared facility and The prime vendor, and all subcontractors, are required to possess a Facility Clearance Level of Secret or above. If a contractor isn't currently facility or secret cleared, will the government provide a clearance under this MATOC for qualified contractors?

YES, PROVIDE THAT ALL

REQUIRED DOCUMENTATION IS

SUBMITTED BY THE CONTRACTOR

PRIOR TO AWARD.

A prime vendor shall not perform duties on the contract without an

Active Secret or above Facility Clearance Level. Is this contract only for contractors with an active secret or above facility clearance?

NO, THIS MATOC IS NOT FOR

CONTRACTORS THAT ALREADY

POSSSESS A FACILITY

CLEARANCE OR LEVEL OF

SECRET. IT IS ANTICIPATED THAT

SOME PROJECTS AT THE TASK

ORDER LEVEL WILL REQUIRE

SOME FORM OF SECURITY

CLEARANCE. IT IS HIGHLY

MATOC.

Page 4 states that this RFP covers 8 sites, while page 20 states "The contract shall provide for accomplishment of construction projects that will primarily consist of general building type projects (various maintenance, repair, alteration, renovation, minor construction projects and site restoration of operations) for the Naval Surface

Warfare Center Carderock (NSWCCD)." Please confirm if this

MATOC relates to 8 sites or solely NSWCCD?

THE WORK ON THIS MATOC WILL

PERSPECTIVELY BE PERFORMED

ON ALL 8 AOR'S

Solicitation states, "Offerors shall submit proposals via email to

Ronald V. Smiley at ronald.v.smiley.civ@us.navy.mil via DOD Safe at https://safe.apps.mil/ " - is it the Government's intent that offerors submit both via email and via DOD Safe? Please clarify which submission method is required.

IF YOUR FILES EXCEEDS 25MB'S

FOR GOVERNMENT EMAIL, YOU

WILL BE ABLE TO SEND YOUR

FILES THROUGH DOD SAFE,

WHICH HAS A 8 GIGS CAPACITY.

PLEASE CONTACT Ronald V. Smiley at ronald.v.smiley.civ@us.navy.mil FOR

PRIOR TO DUE DATE OF PROPOSAL

OF 15 SEPTEMBER2022

The Government requires that at least one project used for experience references must have "a final construction cost of $4,000,000 or greater.". Would the Government consider revising this requirement to "$3,000,000 or greater"?

NO, $4,000,000.00 REMAINS THE

FINAL CONSTRUCTION COST OR

ATLEAST ONE PROJECT.

The Government requires that at least one project used for experience references must have been new construction. Would the Government consider allowing the substitution of the required one (1) new construction project for two (2) high value construction renovation or design-build projects?

PLEASE FOLLOW INSTRUCTON IN

PARAGRAPH 4.1.1

Please clarify what is meant by "..demonstrate specific capability and approach (both Prime and Subcontractors) to perform all requirements…". In what sense should bidders elucidate the capabilities and approach of our subcontractors, specifically? To detail specific capabilities for each subcontractor which bidders may utilize across each of the nine (9) locations required under this procurement with the current 3 page limit seems space-prohibitive.

PLEASE FOLLOW INSTRUCTION IN

PARAGRAPH 2.3.5 PAGE

LIMITATION

Section 4.3 states, "[...]Offerors shall submit information about one past effort for each major subcontractor, as defined in section 2.1. If no proposed subcontractors meet the threshold for major subcontractor at least one past effort shall be provided for each of the three subcontractors performing the largest portions of subcontracted work under this effort (or all subcontractors if fewer than three are proposed)." The term Major Subcontractor is indeed defined in

Section 2.1., but is not mentioned anywhere else in the Solicitation. Is it the Government's intention that bidders are to identify any major subcontractors that they might use over the nine (9) different locations in which work is to be performed as part of this contract and submit at least one past performance for each of those major subcontractors who will perform work at the nine (9) different locations? Conversely, is it the Government's intention that bidders are to instead identify any major subcontractors which might be used for the Seed Project which will be issued as part of Phase II (and which bidders have not yet been provided information for, and as such, would not be able to assess which subcontractors might be necessary)? In the event that none of bidders' identified subcontractors would be considered "major", how would bidders determine which subcontractors would qualify as

"performing the largest portions of subcontractor work under this effort", if bidders are not yet advised of specific work scopes? Please clarify.

PLEASE FOLLOW INSTRUCTION IN

PARAGRAPH 4.3 FACTOR 3 - PAST

PERFORMANCE.

Is it the Government's intention that bidders will have identified all subcontractors which might be required to perform work in each of the nine (9) locations required under this procurement, or does the

Government merely wish subcontractors to be mentioned in a general sense, to include anticipated responsibilities and contractual relationships, etc.?

YES, AT EACH TASK ORDER AND

OR AT EACT AOR

Is it the Government's intention that within this section bidders describe their "strategy for successful execution of work awarded under resulting contract, managing multiple concurrent projects, and managing the geographic coverage of the contract requirements." and

"plan for accomplishing both Design-Build and Design-Bid-Build projects under this CONTRACT." in a general sense, or specifically with regard to the Organizational Structure of the bidder's team, since this requirement is under the "Subfactor A - Organizational Structure" category?

IN GENERAL SENSE

Bullets a, d, and e seem to specify the same information, please clarify how each is different?

PLEASE FOLLOW INSTRUCTIOIN IN

PARAGRAPH 5.2 FACTOR 5 -

SAFETY.

Wording in this paragraph states, "Offerors shall ensure that all price information is contained within Volume III". Is it the Government's intention that pricing should be included within Volume III (Past

Performance), during Phase One of proposal submissions, or should this wording instead read "Volume VI"?

IT SHOULD STATES VOLUME VI IN

PHASE II

Please confirm which volume bidders should insert "Additional

Required Information" into (i.e. completed SF 1442, proof of bonding capacity, etc.).

VOLUME VI IN PHASE II

The following locations identify different email addresses for Mr.

Smiley (some say "ronald.smiley3@navy.mil" and some say

"ronald.v.smiley.civ@us.navy.mil"), please confirm which is the correct email address.

Pg. 1 (SF 1442, Blocks 7 and 10), Pg. 22 (Sec. 2.2), Pg. 116 (G-242-

H001, C, ii).

PLEASE UTILIZE

ronald.v.smiley.civ@us.navy.mil

The provided Attachment 2A (Past Performance Questionnaire) only includes the first part of the PPQ form, it doesn't include the assessment pages (i.e. where our clients can input their assessment / evaluation of our work). Please advise.

ATTACHED NEW PPQ

Sections 4.1.1. (Pg. 29), 4.1.2. (Pg. 31), and 4.3 (Pg. 33) state that past performance references must have been completed within the last five

(5) years. However, Section 3.3.(a) (Pg. 44) states that recency for past performance is within the past three (3) years. Please confirm whether submitted past performance must have occurred within the past five (5) years, or within the past three (3) years.

PAST PERFORMANCE WITHIN THE

LAST FIVE (5) YEARS

Both Sections 5.3 (Pg. 36) and 3.4 (Pgs. 45-46) mention that any

"inconsistency between promised performance - e.g., the technical or management volumes and the identified personnel resources - and the proposed price must be explained in the proposal". However, the technical and management volumes read as though they are supposed to be written from the standpoint of the entire contract scope, instead of the seed project scope. Are bidders supposed to write the Technical and Management volumes from the perspective of the entire contract scope, or just the seed project scope? If the Government intends that bidders write the technical and management volumes fromt the perspective of the seed project, please provide seed project SOW for this use.

PLEASE UNDERSTAND THAT THIS

IS PHASE I AND THIS APPLIES

FROM THE STANDPOINT OF THE

ENTIRE CONTRACT SCOPE NOT

THE SEED PROJECT, WHICH IS IN

PHASE II.

This section mentions "identified personnel resources". Are bidders supposed to proposed specific key personnel in our response volumes.

If so, which resources, and in which volumes should resumes be presented?

SUBMIT RESUMES IN VOLUME IV

UNDER FACTOR 4

The government notes that an EMR rating of 1.0 is considered high risk. Is this typical? In our experience, an EMR rating of 1.0 is considered neutral by most entities.

IF YOUR EMR RATING IS AT 1 AND

BELOW YOU ARE CONSIDERED

MODERATE RISK AND ANYTHING

ABOVE 1 IS HIGH RISK.

Bidders are required to identify "all subcontractors" in the cover letter.

Does this mean that every single subcontractor for all locations proposed as part of this contract, for any and all construction trades that might perform work for a particular bidder should be listed?

Please clarify.

PLEASE FOLLOW INSTRUCTION IN

PARAGRAPH 3.1 COVER LETTER

Does the Government require a cover letter to be submitted for both phases, or only as part of Phase I?

PLEASE FOLLOW INSTRUCTION IN

PARAGRAPH 2.3.1 COVER PAGE

AND TABLE OF CONTENTS PAGE

Please advise if cover letter should be separate, or included in Volume

I. If the former, please provide your required naming convention for the file.

PLEASE FOLLOW INSTRUCTION IN

PARAGRAPH 2.3.1 COVER PAGE

AND TABLE OF CONTENTS PAGE

Please advise if our confirmation of SAM registration ("special notices") should be provided separately, or included within another

Volume. If the former, please provide your required naming convention for the file. We assume that a confirmation must be provided, because this item is given a 1 page limit noted in the Table in Section 2.3.5.

PLEASE FOLLOW INSTRUCTION IN

CLAUSE 252.204-7007 ON PAGE 95.

IT STATES IN PARAGRAPH E, The

The page limitation table notes a 3 page limit for "Proposal

Organization and Content". Please advise what is included in this requirement, and where it should be placed (separately as its own document, or within one of the volumes). If the former, please provide naming convention.

PLEASE FOLLOW INSTRUCTION IN

PARAGRAPH 2.3.5 PAGE

LIMITATION

Please confirm whether the "Additional Required Information" should be placed into its own document, or within one of the other volumes.

If the former, please provide required naming convention for the file.

PLACE IT IN VOLUME VI IN PHASE

II

The Government has provided a limit of 3 pages for "Additional

Required Information", however, the items listed in Section 6 (pg. 37) will require more than 3 pages to provide. Please advise if the

Government is willing to remove the page limit for these items.

PLEASE FOLLOW INSTRUCTION IN

PARAGRAPH 2.3.5 PAGE

Please clarify what is to be provided for "e) Names of All

Subcontractors" on the Cover Letter. Understanding how

Subcontractor is defined on pg 7 of 130, please further clarify

Subcontractor in relation to what exactly?

PLEASE FOLLOW INSTRUCTION IN

PARAGRAPH 3.1 COVER LETTER

The solicitation notes "The prime vendor, and all subcontractors, are required to possess a Facility

Clearance Level of Secret or above." Please clarify if this requirement is only for if a Classified Contract RFP should result from the awarded

MATOC, OR if companies may only respond to this MATOC

Solicitation if they possess a Secret Clearance.

NO, THIS MATOC IS NOT FOR

CONTRACTORS THAT ALREADY

POSSSESS A FACILITY

CLEARANCE OR LEVEL OF

SOME PROJECTS AT THE TASK

ORDER LEVEL WILL REQUIRE

SOME FORM OF SECURITY

CLEARANCE. IT IS HIGHLY

"PPQ+PAST+PERFORMANCE+QUESTIONNAIRE" has two (2) pages. Please provide additional pages with evaluation data.

ATTACHED NEW PPQ

Factor 3 Past Performance references Attachment 4. No attachment 4 has been provided to date. Please provide Attachment 4.

ATTACHED NEW PPQ

Factor 3 Past Performance does not appear to clarify how the

Solicitation is defining a past performance "effort" beyond duration of performance. Please clarify how solicitation defines these efforts ie:

final construction cost, scope of work, design-build/design-bid-build, etc.

The scope will provide for construction, revitalization, recapitalization

(restoration and modernization) and sustainment (maintenance and repairs) of systems and infrastructure

Factor 3 Past Performance continues to note providing experience of proposed subcontractors (major or not), however it does not explain what subcontractors related to what effort? How would this requirement be relevant and required by a General Contractor company (with no teaming arrangements, etc. with any subcontractors) that is submitting an offer on this solicitated MATOC?

See definiton in paragraph 2.1. Offerors are encouraged to provide contract reference information for efforts on which they are the Prime contract holder.

Offerors shall detail the extent to which they contributed as a subcontractor to the referenced contracts.

Depening how the Government responds to what Attachment 4 consists of, is the solicitation requesting 3 additional pages for each 3 submitted "past performance references"?

ATTACHED NEW PPQ

Given the solicitation's various references to proposed subcontractors

(major or not) is this solicitation suggesting that Offeror's must show a certain percentage or self-performance beyond what the requirements of FAR 125.6 state of 15% self-performance (236220)

No, Will offerors be required to hold a Secret or above facility clearance in order to perform on this contract?
