MINIMUM REQUIREMENTS
PERFORMANCE WORK STATEMENT (PWS)
Carbon Fiber Panels
1.0 INTRODUCTION
Naval Surface Warfare Center Carderock Division Code 655 requires the manufacturing of carbon fiber panels. The carbon fiber panels shall be fabricated in accordance with the minimum requirements as stated in section 2.0.
2.0 MINIMUM REQUIREMENTS
The Contractor shall manufacture composite carbon fiber/epoxy panels with specific dimensions, layup schedules, material properties, and manufacturing methods. The following section lists the minimum requirements that shall be met by the Contractor.
2.1 Carbon Fiber Panels:
2.1.1 The Contractor shall manufacture twenty six (26) carbon fiber/epoxy panels with a dimension of 30.0”x30.0” and a tolerance of −0.00" and +0.125" . The carbon fiber panels shall have a nominal thickness of 0.50”.
2.1.2 The Contractor shall manufacture two (2) carbon fiber panels with a dimension of
24.0”x24.0” and a tolerance of −0.00" and +0.125" . The carbon fiber panels shall have a nominal thickness of 0.25”.
2.1.3 The Contractor shall manufacture two (2) carbon fiber panels with a dimension of
24.0”x24.0” and a tolerance of −0.00" and +0.125" . The carbon fiber panels shall have a nominal thickness of 0.156”.
2.1.4 The Contractor shall manufacture two (2) carbon fiber panels with a dimension of
24.0”x24.0” and a tolerance of −0.00" and +0.125" . The carbon fiber panels shall have a nominal thickness of 0.125”.
2.1.5 Deviations on the nominal thickness may be necessary based on layup schedule and material thickness constraints. Any deviation to the nominal thickness of the carbon panels shall be approved by the Government before the manufacturing of the panels. The Contractor shall provide adequate justification of thickness deviations. All justifications shall also be included in the OQE report.
2.1.6 All panels shall have a surface flatness tolerance of 0.015”.
2.1.7 All panels shall be trimmed to size by methods that do not damage the laminate.
2.2 Carbon Fiber Material Properties:
2.2.1 The carbon fiber used in the manufacturing of the panels shall be uni-directional non-stitched carbon fiber pre-impregnated with an epoxy resin system, i.e. uni-directional carbon fiber pre-preg.
2.2.2 The carbon fiber used shall either be a standard or intermediate modulus carbon fiber. The dry fiber modulus of elasticity for standard carbon fiber shall be in the range of 33-35 Msi. The dry fiber modulus of elasticity for intermediate carbon fiber shall be in the range of 40-45 Msi.
2.2.3 The epoxy system shall have a glass transition temperature greater than 250 F.
2.2.4 The cured ply thickness of the carbon fiber pre-preg shall be in the range of
0.005”-0.01”. A cured ply thickness on the thinner side of the acceptable range is more desirable.
2.2.5 The cured carbon fiber laminate shall have a fiber volume fraction in the range of
50-65%.
2.2.6 The cured carbon fiber laminate shall have a void volume content of less than 2%.
2.2.7 Mechanical properties of the dry carbon fiber shall be included the OQE report.
The manufacturer’s technical data sheet is acceptable.
2.2.8 Mechanical properties of the cured carbon fiber pre-preg shall be included in the
OQE report. The manufacturer’s technical data sheet is acceptable.
2.3 Ply Layup Schedule:
2.3.1 The carbon fiber panels shall have a ((+45/90/-45/0)n)s quasi-isotropic layup schedule, where “n” is an integer, and “s” signifies a symmetrical layup. Panels shall have 8n plies. Table 1 outlines the fiber layup schedule that shall be used in the panels. Multiplies of this ply layup schedule shall be used in order to meet the required panel thickness of the carbon fiber panels, or as close as possible given the constraints of the cured ply thickness. The ply layup schedule used on each panel shall be included in the OQE report.
2.3.2 The ply layup schedule outlined in Table 1 shall be applied symmetric to the mid-plane of the composite panels. i.e.. ((+45/90/-45/0)n)s

2.4 Manufacturing Method:
2.4.1 The carbon fiber panels shall be fabricated using a vacuum bag hot press cure method. All manufacturing conditions used shall be included in the OQE report such as temperature, cure time, pressure, etc…
2.4.2 A single layer of Performance Fabrics Group Code 60001 Style 56009 FIN 060 –
NAT Polyester Peel/Release Ply shall be used on both exterior surfaces of the panels during the manufacturing of the carbon fiber panels. The peel ply layers shall not be removed from the composite panel after cure. The Contractor shall ship the panels with the peel ply layer intact on both surfaces of the carbon fiber panels to the Government upon completion of fabrication. An equivalent peel ply may be used by the Contractor, however, the peel ply shall be approved by the
Government before the manufacturing of the panels.
2.4.3 The Contractor shall indicate the 0-degree orientation on each panel. If an ink marking is used directly on the panel, the Contractor shall use a Sharpie brand permanent silver ink marker.
2.4.4 The Contractor shall index each panel with a serial number for tracking. If an ink marking is used directly on the panel, the Contractor shall use a Sharpie brand permanent silver ink marker. Information pertaining to the panel(s) serial numbers shall be included in the OQE report.
2.4.5 The Contractor shall provide all material batch numbers and the manufacturer’s material certifications used in the fabrication of each panel in the OQE report.
2.5 Quality Assurance Measures:
2.5.1 The Contractor shall provide the objective quality evidence (OQE) used to verify that the carbon fiber panels meet all the minimum requirements as defined in
Section 2.0. The contractor shall submit the OQE report to the Government in accordance with CDRL-A001.
2.6 Shipment:
2.6.1 Multiple smaller shipments of completed carbon fiber/epoxy panels to the
Government is acceptable to meet the required timeline. A minimum of four (4) panels shall be delivered to the Government upon each shipment.
2.6.2 Upon completion of all quality inspections and Government acceptance of the
OQE Report, the contractor shall ship a minimum of four (4) panels in each shipment to:
