PROCUREMENT SPECIFICATIONS
Modular Pontoons Procurement Specification
1. Introduction.
The Naval Surface Warfare Center, Carderock Division (NSWCCD), Acoustic Research Detachment (ARD) located in Bayview, Idaho conducts Navy hydro-acoustic and hydrodynamic testing at Lake Pend Oreille, Idaho. Pontoon barges are used at ARD to support test execution and test range modification and maintenance. The barges typically are deck-modified to allow attachment of welded or bolted test equipment, winches, power units, material handling equipment, and temporary mooring equipment.
Additionally, the barges are reconfigured to provide specific required lengths and/or deck space. ARD owns a variety of sizes of Flexifloat brand modular pontoons to support its mission.
1.1. Purpose.
This specification provides procurement requirements for new (not used) reconfigurable floating steel pontoon modules and accessories.
2. Requirements/Salient Characteristic
2.1. General.
The vendor shall provide their standard (or modified) commercial off the shelf (COTS) pontoon product meeting these requirements and minimum salient characteristics. Two pontoon types are required: Pontoon Type-A is a rectangular shape with nominal dimensions of 40-ft long x 10-ft wide x 5-ft high. Pontoon Type-B is a triangular (raked) elevation profile 10-ft long x 10-ft wide x 5-ft high. Pontoon type shapes are shown in Figure 1.
The pontoon types shall be able to be configured into the shapes shown in Figures 2 and 3. The 50-ft x 20-ft nominal dimension barge assembly shall not have an overall width dimension greater than 252-inches at any point including all pontoon connection features.
Additionally, the pontoons shall be able to connect to existing ARD-owned Flexifloat brand S-50 Quadra-float model pontoons using the S-50 Quadra-float assembly locking units and not require any loose assembly parts, i.e., rods, bolts, nuts, etc. (i.e., all parts must be integral to the module, and non-removable).
Figure 1: Type-A and Type-B Pontoon Shapes
Figure 2: Type-A Pontoon Configurations
Figure 3: Types A & B Combined Configurations
2.2. Quantities.
Type-A: Provide four (4) modular barge/pontoon units, each unit to measure 10-ft
(width) x 40-ft (length) x 5-ft (height).
Type-B: Provide four (4) modular barge/pontoon (rake end) units, each unit to measure 10-ft (width) x 10-ft (length) x 5-ft (height).
Provide twenty (20) removable deck cleats.
2.3. Bulkheads.
Each Type-A pontoon shall have lateral internal watertight bulkheads located between 25-30% from each end.
2.4. Material and Thickness.
Pontoons shall be fabricated from weldable steel with a minimum tensile strength of 36,000 pounds per square inch (psi). The minimum plate thickness on bottom, deck and all sides for the Type-A pontoon shall be ¼-inch. The minimum plate thickness on the bottom and all sides for the Type-B pontoon shall be ¼-inch, and the deck shall be 3/8-inch.
2.5. Pontoon Access.
Each pontoon watertight compartment shall have a standard airtight fitting to allow visual inspection for flooding and a standard airtight fitting for air leak testing. The fitting types and sizes shall be the supplier’s standard product feature and shall be located on the deck for access. All pontoons shall have access fittings.
Each pontoon and watertight compartment shall be capable of personnel access through either the deck or sides. The access either can be by permanently installed watertight hatches or fully welded plate cutout. Access hatches or plate cutout shall be flush with the surrounding deck plate. Plate cutout access locations shall be clearly identified in the supplier’s maintenance documentation.
2.6. Lifting.
Each pontoon shall have a permanent built-in lifting feature that allows the pontoon unit to be crane-lifted. The feature shall be the supplier’s standard equipment (padeye and shackle), and shall be load-rated for the delivered pontoon unit weight for each type.
The lifting feature shall be flush with the deck when not in use.
2.7. Deck Cleat Attachment and Location.
Each Type-A pontoon module shall have deck cleat attachment points located around the deck perimeter. The attachment spacing and feature shall be the supplier’s standard product. The deck cleat feature shall allow deck cleats to be installed/removed around the assembled barge perimeter without requiring welding and shall support the full load cleat capacity. The cleat load capacity shall be the supplier’s standard product and have a minimum 8,000-lb load rating.
2.8. Interconnect Locking Mechanisms.
Modular barge pontoon units must connect both at the top and bottom to minimize flexing of the assembly. Lock capacity at 65% Yield (Tension or Shear) must be 90,000 lbs. minimum, and provide a rigid connection between modular pontoon units. Locking system shall be integral to modules with no separate pins, bolts or other loose parts (i.e., they must be non-removable), and designed for on-deck assembly operation.
Locking mechanisms shall be on all four sides of the modular barge unit to provide a high–strength integral locking system that enables the modular units to be interconnected side-by-side, end-to-end, or end-to-side. This flexibility in configuration of the modular barge units allows assembly of work platforms as illustrated in Figure 2 and 3 above. The locking mechanism must also be compatible with the Flexifloat S-50 Quadra-float pontoon locking mechanism.
2.9. Deck Loading Capacity.
Type-A pontoons: 5,000 pounds per square foot (psf) or greater.
Type-B pontoons: 2,600 pounds per square foot (psf) or greater.
2.10. Load Capacity.
Type-A: 50,000-lbs (minimum) at 65% submergence.
Type-B: 4,000-lbs (minimum) at 65% submergence.
2.11. Protective Coating.
Modular barge pontoon unit exterior surfaces shall be coated with the supplier’s standard marine grade epoxy coating system. No Anti-fouling paint.
2.12. Leak Test.
All pontoons shall be leak-tested using the supplier’s standard product test method, such as soap bubble spray. The minimum leak check air pressure shall be 5 pounds per square inch gauge (psig). Certification of leak testing shall be provided for all pontoons and certification shall document the test pressure.
2.13. Documentation.
Supplier shall provide the following documentation:
2.13.1. Structural drawings with load-bearing information to support future crane or structural placement on the modular pontoon assembly.
2.13.2. Warranty: Each modular barge unit to be free from defects in workmanship and materials for the period of one (1) year from date of shipment. Watertight certification of inspection for each pontoon module.
2.13.3. Certification of design or load test for each module lift attachment.
2.13.4. Documentation procedure for interconnecting pontoon modules, recommended inspections, maintenance, repair, cleat installation (bolt torque) and other product support documentation normally supplied and listed in the supplier quote.
3. Deliverables.
3.1. Type-A pontoon modules: four (4) each
3.2. Type-B pontoon modules: four (4) each
3.3. Deck Cleats: Twenty (20) each

(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or
(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or
(C) If this solicitation is a request for proposals, it was the only proposal received.
(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the
Government, will be considered at any time it is received and may be accepted.
(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.
(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent
Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.
Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.
(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.
(i) Availability of requirements documents cited in the solicitation. (j) Unique entity identifier. (Applies to all offers that exceed the micro-purchase threshold, and offers at or below the micro-purchase threshold if the solicitation requires the Contractor to be registered in the System for Award
Management (SAM).) The Offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation "Unique Entity Identifier" followed by the unique entity identifier that identifies the Offeror's name and address. The Offeror also shall enter its Electronic Funds Transfer (EFT) indicator, if applicable. The EFT indicator is a four-character suffix to the unique entity identifier. The suffix is assigned at the discretion of the
Offeror to establish additional SAM records for identifying alternative EFT accounts (see FAR subpart 32.11) for the same entity. If the Offeror does not have a unique entity identifier, it should contact the entity designated at www.sam.gov for unique entity identifier establishment directly to obtain one. The Offeror should indicate that it is an offeror for a Government contract when contacting the entity designated at www.sam.gov for establishing the unique entity identifier.

52.212-1 ADDENDUM
52.212-1 (ADDENDUM) ADDITIONAL INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS
The provision at FAR 52.212-1, Instructions to Offerors – Commercial applies to this acquisition and is incorporated by reference. The provision is amended as follows:
Interested vendors shall send the quotation to the Navy by email:
christopher.c.rolinc@navy.mil
The quotation shall consist of two parts: (1) a written technical submission and (2) price information.
http://www.sam.gov/ http://www.sam.gov/ mailto:george.delmoral@navy.mil
I. Technical
The quote shall contain all requirements as set forth in the procurement specifications.
II. Price
Quotes submitted shall be in accordance with the SUPPLIES/SERVICES contained in the solicitation, which identifies the requested item(s), unit price inclusive of shipping, extended price for each item, and total Firm Fixed
Price.
Quotes shall be held firm for sixty (60) days.
Any inconsistency between FAR Provision 52.212-1 and the Addendum to FAR 52.212-1 shall be solved by giving precedence to the Addendum to FAR 52.212-1.
52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) Basis for Award
The Government has determined that an award to the responsible Quoter that submits the Lowest-Priced, Technically Acceptable (LPTA) quote in response to this solicitation will represent the best value to the
Government. Quotes will be evaluated to determine the LPTA quote based on the following factors:
Factor 1 Price
Factor 2 Technical Capability/Approach
A quote must be rated "ACCEPTABLE" for each non-price factor to be eligible for award. An "UNACCEPTABLE" rating for any non-price factor will result in the entire quote being rated "UNACCEPTABLE" overall; an overall rating of "UNACCEPTABLE" makes a quote ineligible for award. A quote must contain sufficient information to enable evaluators to determine acceptability; if there is insufficient information to determine acceptability of the quote, the quote will be rated “UNACCEPTABLE” overall. Each of the evaluation factors will be rated as set forth below. Technical tradeoffs will not be made and no additional credit will be given for exceeding acceptability.
The Government will evaluate the lowest priced quote for technical acceptability. If it is not acceptable, the
Government will evaluate the next lowest quote for technical acceptability, and so forth, to determine the lowest-priced, technically acceptable quote, at which point all evaluations will stop.
(b) Evaluation Factors
Factor 1: Price
Quotes must include a price for each Contract Line Item Number (CLIN). The Government will determine prices by adding the total price quoted for all CLINS, including all options. Quotes will be ranked from lowest- to highest-priced.
Factor 2: Technical Capability
The Government will evaluate the lowest priced Quoter for acceptability of Technical Capability. If the quote is not found to be acceptable, the Government will evaluate the next lowest quote for acceptability of technical capability, and so forth, to determine the lowest-priced quote that is acceptable for Technical Capability
Technical Capability evaluations will result in one of the following ratings:
TABLE 1 - TECHNICAL RATINGS
Rating Description
Acceptable Quote clearly meets the minimum requirements of the solicitation.
Unacceptable Quote does not clearly meet the minimum requirements of the solicitation.
Minimum Requirements.
The following are the minimum requirements a quote must meet to be deemed acceptable for the Technical
Capability factor:
1) The quoted material shall meet the solicitation requirements including any required parts, delivery dates, and terms and conditions stated in the solicitation.
PRICE
The quoter priced will be evaluated on the basis of price reasonableness. The evaluation may include, but is not limited to:
a. Price comparison with other quoters;
b. Comparison with Independent Government Estimates (IGE).
Quoters responding to this solicitation are advised that, prior to award, the government may request quoters to submit information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price list with effective date and/or copies of catalog pages along with any applicable discounts.
QUESTIONS: Any questions in relation to this solicitation shall be submitted to Chris Rolince by email at
Christopher.c.rolinc@navy.mil. The cut-off date for questions is 2:00 pm on 28 January 2021.
(c) Contract Award
The Government shall mail or email a written notice of award to the successful quoter. Upon receipt, the quoter shall either commence performance, or have an authorized representative sign the award and return it to the Contracting Officer; a binding contract is formed upon the earlier of either of those actions. The
Government requests that the awardee return a signed copy, or notify the Contracting Officer by email that it will deliver the items, within 3 days of receiving the award notice.
