QUESTIONS AND ANSWERS

N0016721Q0033 - Modular Barge Pontoons and Deck Cleats Procurement:

1. Regarding the solicitation provided, please let me know whether sample has to be submitted along with the bid.

Per the solicitation clause 52.212-2, the Quoter shall submit material for evaluation that demonstrates the quote meets the solicitation requirements. I take this to mean standard manufacture’s technical literature (appropriately amended if needed) to clearly support the vendor’s statement that the product(s) meets the specification requirements. I assume “sample” to mean photographs, test reports, procedures, previous government/commercial product deliveries, etc., to support the Quoter’s ability to meet the solicitation requirements. While such sample(s) are supporting material, the Quoter shall still specifically state the quote meets the specification.

2. Also please let me know whether leak test for pontoons has to be provided by the vendor.”

Per “PROCUREMENT SPECIFICATIONS, section 2.12, “All pontoons shall be leak-tested using the supplier’s standard product test method, such as soap bubble spray. The minimum leak check air pressure shall be 5 pounds per square inch gauge (psig). Certification of leak testing shall be provided for all pontoons and certification shall document the test pressure.”

The intent of this specification section is to provide the government quality control assure that the pontoon products are water tight, i.e., will not take on any water due either to either submergence or casual water exposure, such as, weather (rain deck pooling) or cleaning (water spray). Fabrication leak testing is considered an standard pontoon fabrication industry practice.

3. S-50 Flexi-float locking system- Is there another source other than the Robishaw Engineering Group that makes this system and is compatible with the Flexi-float system? Since it's not available for purchase.

Poseidon Barge has a locking system that is compatible with Flexifloat. Otherwise potential bidders will need to design their own mechanism.

4. Since the system seems to not be available for purchase. Is this perhaps destined to be a sole source request?

Answer: Market research conducted by the technical code identified this procurement would be competitive.

5. It states 20 cleats each - So I'm assuming that's 20 cleats per pontoon (A) - Do you've a particular size/version you'd like for these pontoons?

Answer: The delivery requirement is 20 total cleats.

6. I saw no mention of Cathodic Anodes - Are they needed for these pontoons? If so, what size/quantity do you want for each pontoon-A? Any for pontoon-B?

Answer: The work environment is a freshwater lake. End user experience is that a competent marine grade epoxy paint coating system should be adequate. However, if the supplier concludes anodes are required to adequately protect their product that decision is at their discretion.

Determination of anode size and location is the supplier technical responsibility.

7. Manholes or Hatches? Do you've a size/shape/material type you want for these?

Answer: The specification leaves these details to the supplier. Bolted hatches, if used, shall be a standard product and flush with the deck. Welded closed entry locations shall be provide in product documentation if not identified on the pontoons.

8. Section 2.10 Load Capacity lists a requirement for the Rakes to have a minimum load capacity of 4,000-lbs at 65% submergence. However, Flexi-float Series S-50 End Rakes have a published load capacity at 65% submergence of 1.8 short tons (3,600-lbs). In addition, the requirement for a 3/8” diamond plate deck for this bid will further reduce this capacity. Is this acceptable to fall below this minimum load capacity for the End Rakes?

Statement of Work has been changed to reflect the minimum load capacity requirement to 3000-lbs at 65% submergence vice 4000-lbs.

9. What is the anticipated award date/notice to proceed? February 24, 2021

10. Can the equipment be delivered before the August 2, 2021 delivery date called out in the RFQ?

YES

11. What form do we submit the quote on? Do we use the space provided on page 3-4 and if so where do we show freight charges? Or can we use our own quote?

You can do it either way. I would prefer using your own quote. Freight charges are included to CLIN and not separately priced.

12. What is a GSA number?

General Services Administration

13. The papers state “Each response must clearly indicate the capability of the quoter to meet all specifications and requirements” What are you looking for on this and is there a form to fill out for our qualifications?

Your quote needs to meet the minimum procurement specifications as specified in the solicitation. This can be done on your own form or spaces that are provided.

14. Do you want these markings on the equipment and if so is a painted stencil an approved method?

Painted stencil is acceptable.

The following have been modified:

PROCUREMENT SPECIFICATIONS

Modular Pontoons Procurement Specification

1. Introduction.

The Naval Surface Warfare Center, Carderock Division (NSWCCD), Acoustic Research Detachment (ARD) located in Bayview, Idaho conducts Navy hydro-acoustic and hydrodynamic testing at Lake Pend Oreille, Idaho. Pontoon barges are used at ARD to support test execution and test range modification and maintenance. The barges typically are deck-modified to allow attachment of welded or bolted test equipment, winches, power units, material handling equipment, and temporary mooring equipment.

Additionally, the barges are reconfigured to provide specific required lengths and/or deck space. ARD owns a variety of sizes of Flexifloat brand modular pontoons to support its mission.

1.1. Purpose.

This specification provides procurement requirements for new (not used) reconfigurable floating steel pontoon modules and accessories.

2. Requirements/Salient Characteristic

2.1. General.

The vendor shall provide their standard (or modified) commercial off the shelf (COTS) pontoon product meeting these requirements and minimum salient characteristics. Two pontoon types are required: Pontoon Type-A is a rectangular shape with nominal dimensions of 40-ft long x 10-ft wide x 5-ft high. Pontoon Type-B is a triangular (raked) elevation profile 10-ft long x 10-ft wide x 5-ft high. Pontoon type shapes are shown in Figure 1.

The pontoon types shall be able to be configured into the shapes shown in Figures 2 and 3. The 50-ft x 20-ft nominal dimension barge assembly shall not have an overall width dimension greater than 252-inches at any point including all pontoon connection features.

Additionally, the pontoons shall be able to connect to existing ARD-owned Flexifloat brand S-50 Quadra-float model pontoons using the S-50 Quadra-float assembly locking units and not require any loose assembly parts, i.e., rods, bolts, nuts, etc. (i.e., all parts must be integral to the module, and non-removable).

Figure 1: Type-A and Type-B Pontoon Shapes

Figure 2: Type-A Pontoon Configurations

Figure 3: Types A & B Combined Configurations

2.2. Quantities.

Type-A: Provide four (4) modular barge/pontoon units, each unit to measure 10-ft (width) x 40-ft (length) x 5-ft (height).

Type-B: Provide four (4) modular barge/pontoon (rake end) units, each unit to measure 10-ft (width) x 10-ft (length) x 5-ft (height).

Provide twenty (20) removable deck cleats.

2.3. Bulkheads.

Each Type-A pontoon shall have lateral internal watertight bulkheads located between 25-30% from each end.

2.4. Material and Thickness.

Pontoons shall be fabricated from weldable steel with a minimum tensile strength of 36,000 pounds per square inch (psi). The minimum plate thickness on bottom, deck and all sides for the Type-A pontoon shall be ¼-inch. The minimum plate thickness on the bottom and all sides for the Type-B pontoon shall be ¼-inch, and the deck shall be 3/8-inch.

2.5. Pontoon Access.

Each pontoon watertight compartment shall have a standard airtight fitting to allow visual inspection for flooding and a standard airtight fitting for air leak testing. The fitting types and sizes shall be the supplier’s standard product feature and shall be located on the deck for access. All pontoons shall have access fittings.

Each pontoon and watertight compartment shall be capable of personnel access through either the deck or sides. The access either can be by permanently installed watertight hatches or fully welded plate cutout. Access hatches or plate cutout shall be flush with the surrounding deck plate. Plate cutout access locations shall be clearly identified in the supplier’s maintenance documentation.

2.6. Lifting.

Each pontoon shall have a permanent built-in lifting feature that allows the pontoon unit to be crane-lifted. The feature shall be the supplier’s standard equipment (padeye and shackle), and shall be load-rated for the delivered pontoon unit weight for each type.

The lifting feature shall be flush with the deck when not in use.

2.7. Deck Cleat Attachment and Location.

Each Type-A pontoon module shall have deck cleat attachment points located around the deck perimeter. The attachment spacing and feature shall be the supplier’s standard product. The deck cleat feature shall allow deck cleats to be installed/removed around the assembled barge perimeter without requiring welding and shall support the full load cleat capacity. The cleat load capacity shall be the supplier’s standard product and have a minimum 8,000-lb load rating.

2.8. Interconnect Locking Mechanisms.

Modular barge pontoon units must connect both at the top and bottom to minimize flexing of the assembly. Lock capacity at 65% Yield (Tension or Shear) must be 90,000 lbs. minimum, and provide a rigid connection between modular pontoon units. Locking system shall be integral to modules with no separate pins, bolts or other loose parts (i.e., they must be non-removable), and designed for on-deck assembly operation.

Locking mechanisms shall be on all four sides of the modular barge unit to provide a high–strength integral locking system that enables the modular units to be interconnected side-by-side, end-to-end, or end-to-side. This flexibility in configuration of the modular barge units allows assembly of work platforms as illustrated in Figure 2 and 3 above. The locking mechanism must also be compatible with the Flexifloat S-50 Quadra-float pontoon locking mechanism.

2.9. Deck Loading Capacity.

Type-A pontoons: 5,000 pounds per square foot (psf) or greater.

Type-B pontoons: 2,600 pounds per square foot (psf) or greater.
