Industry Day – SFOMF - 22 April 2020

Background:

The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to host an Industry Day on Wednesday, 22 April 2020 in Dania Beach, Florida from 9:00 AM – 03:00PM (EST) with the intent of providing US Department of Defense (DoD) Contractors an opportunity for a site-visit prior to the release of the South Florida Ocean Measurement Facility (SFOMF) Logistics and Maritime Operation Services Support Contract Request-for-Proposal (RFP).

SFOMF is located on the south side of Port Everglades inlet in Fort Lauderdale, Florida. This site has housed an active, continuously operating Navy range for more than 50 years. SFOMF is a member of the Naval Sea Systems Command team and falls under the cognizance of the Naval Surface Warfare Center. The main mission of SFOMF is to perform electromagnetic signature tests of Navy assets by providing the ability to monitor surface ship, submarine, and remote vehicle signatures in the near shore environment. Multiple fixed, in-water electromagnetic and acoustic measurement sites at various depths are controlled from a secure range house. The range encompasses the Navy's only shallow and deep water electromagnetic research and development ranges, and accommodates both surface and submerged operations.

The purpose of this Industry Day is to: 1) improve the understanding of the Government’s contracting strategy; 2) improve the understanding of the Government’s technical requirements; and 3) provide prospective offerors an opportunity for networking (to promote teaming arrangements).

The Government anticipates the award of contract with cost-plus-fixed-fee (CPFF) and cost only pricing arrangements. The Government also anticipates contract award on the basis of best value to the Government; taking into consideration technical capability, past performance, & cost/price. The RFP is anticipated to include requirements for a one (1) year base period and four (4) additional, one (1) year option periods.

It is recommended that you carefully read the Draft Statement of Work (SOW), prior to attending the Industry Day. This information forms the baseline for Industry Day discussion.

Due to limited seating, potential Offerors will be limited to 2 Industry Day attendees per company.

If you plan on attending, please email Mr. Carlos Triay, at carlos.triay@navy.mil by no later than 1600 on 13 April 2020. Please include your company name, company CAGE code, names of attendees (two maximum), phone number, and email address.
