MARITIME OPERATION SERVICES SUPPORT

REFERENCE NUMBER: N00167-20-R-0014

1.0 Scope

The South Florida Ocean Measurement Facility (SFOMF) requires logistics and maritime support services (LMSS) for ongoing operations. SFOMF is the Ft.

Lauderdale Detachment of the Naval Surface Warfare Center, Carderock Division (NSWCCD). SFOMF operates and maintains an underwater electromagnetic (UEM) signature acquisition range in support of fleet asset UEM silencing and stealth performance requirements. LMSS requirements include support for data acquisition systems, offshore test ranges, underwater sensors, systems, infrastructure, shore based sensors and systems, vessels/boats, vehicles, equipment shelters, weight handling equipment (WHE), observation towers, and tracking systems for SFOMF RDT&E activities. Emergent support is required to efficiently and effectively deal with the effects of the tropical marine environment, where high temperatures, high humidity, sea-state, corrosion, and destructive weather can impact the scheduling and activities of the site, requiring immediate and proactive action to repair damage and resume operations. Unless otherwise specified, the contractor shall provide testing and operation support services that provide flexible scheduling, quick allocation, and management of resources, rapid response, and timely coordination and communication with the Contracting Officer’s Representative (COR) and designated Government personnel essential for the successful completion of missions.

2.0 Requirements

The contractor shall manage logistics in support of SFOMF mission objectives. The contractor shall provide ship services, diving services, weight-handling services, machining services, aircraft services, general services, and materials as needed. The contractor shall attend weekly projects and operations meetings to receive schedule updates and changes in priorities. The contractor shall provide briefs on the availability of ships, divers, cranes, and aircraft. The contractor shall provide updates on material and services delivery schedules, and immediately notify the Government of any known or anticipated impacts to operation schedules.

The contractor shall closely monitor funds expenditures, balances, and provide detailed and timely financial updates and reports to the COR, the Site Director, and the team managers/project managers.

Performance accomplished with a contractor provided 150’ class or larger dynamically positioned (DP) workboat featuring a large after deck area, deck cargo sockets, a-frame, winches, and deck crane. Ship must be capable of holding position in the Gulf Stream current. Ship Services shall be followed up with after action report/ships log. Additional contractor provided ship requirements include but are not limited to chase boats, tugboats, towboats, and law-enforcement patrol boats.
