ARL SAFE is the authorized method for secure file exchanges at this time. The website address has been updated in Section C, paragraph 4.4.4 and 4.6.3.

N00167-19-R-0006 / Amendment 0002 Questions & Answers

Question Answer 3000? If not, are CDRLs costed/priced as standalone in CLIN 5000 only?

11 There is no requirement for sub-safe. Is this deliverable sub-safe? If yes, what are the in-process source inspection requirements?

This component is not SUBSAFE, but is required to be built to the specifications dictated in the 200 series note. Note 206 on drawing C24521200 requires the BSS be built in accordance with reference (1) S9074-AR-GIB-010/278 as a "CLASS M-2, CATEGORY A" component. Separately, the in-process inspection points are defined in the inspection point summary table (page 2) and each of those represents a point where a Government representative (DCMA or NSWCCD808) will review for compliance to the requirements.

12 Pages 26, 27 of Section E, Clauses Incorporated by Full Text, HQ-E-1-0003 - It states that "Inspection shall be performed by the Government at Origin by the Contracting Officer Representative, DCMA, or another Government Representative." Is a Government/DCMA witness only required for the final inspection prior to shipping to destination?

There are 34 Inspection Points (I-points) on the BSS Rev B drawing. The Offeror shall assume that a Government representative will be onsite to witness the contractor conduct each of these inspections. The Government representative will either be the onsite DCMA representative or the Quality Assurance Representative (QAR) provided by NSWCCD808 who will travel to support the contractor's planned inspection schedule.

The contractor shall also assume that the Government representative will perform physical inspections for product conformance at least three times during performance and each inspection, on average, lasting not more than five days.

13 Page 95, Section L, HQ L-2-0004 Make-Or-Buy Program (NAVSEA) (APR 2015) -Does the government want this as a separate item within the proposal or tied into a specific volume?

Please provide this information in Volume 1, Technical and Management.

14 Page 2, Section B, CLIN Pricing Instructions - It states that “Offerors shall price out a BSS for Year 1, Year 4, and Year 5”. Is this section asking for us to provide a total price for all three years combined (Year 1, Year 4, and Year 5), or price them out separately?

Offerors shall separately price out one BSS per year for Year 1, Year 4, and Year 5.

Section B CLIN Pricing Instructions have been updated so that Offerors do not propose any concurrency between year’s 4 & 5 as the Government only intends to procure the second BSS in Year 4 or Year 5.

15 Who is the E Business Division point of contact identified in clause HQ C-2-0063 and HQ L-2-0014?

The E Business Division point of contract for this solicitation is Michael Peduto.
