Performance Work Statement

1.0 Machining and Mechanical Testing in Support of Naval Surface Warfare Center

Carderock Division (NSWCCD) Code 612

2.0 Background and Objectives

NSWCCD Code 612 performs research and development in the area of casting and wrought product manufacture. Code 612 also provides in-service engineering and technical support to

NAVSEA technical warrant holders and various program offices. As part of the research and development efforts and engineering support, it is necessary to procure machining and mechanical testing for HY-80 low alloy steel of various products. The full list of required services and detailed requirements for each service are provided in Section 3. These services are typically procured through NSWCCD Code 612 furnishing roughly pre-sized specimen blanks and/or whole articles (castings, test blocks, etc.) to a contractor, who then performs final machining of the furnished material to specified dimensions and tests the resulting specimens in accordance with relevant standards and specifications. Results of the tests are then provided to

NSWCCD Code 612, and the tested specimens are returned for further analysis by NSWCCD engineers.

The objective of this contract is to procure machining and mechanical testing services. The services will be used to assist Code 612 in providing research, development, and engineering support services to the NAVSEA technical community and other sponsors.

3.0 Scope of Work

The contractor shall provide machining and mechanical testing services. The full list of services required and detailed requirements for each service are provided in Section 3.2.

3.1 Contractor Responsibilities

The contractor shall maintain Nadcap (National Aerospace and Defense Contractors

Accreditation Program) certification, A2LA (American Association for Laboratory

Accreditation) certification to ISO/IEC 17025:2005, and/or equivalent certifications, for all of the services provided for the contract period of performance.

The contractor shall adhere to commercial best practices for maintaining specimen identification throughout the machining and testing.

The contractor shall initiate the machining within 5 business days of the date that the samples were received.

The contractor shall provide electronic monthly status reports in accordance with

Contract Data Requirements List (CRDL) A002.

The contractor shall notify the Government via email when recalibration/recertification of test equipment used in the performance of the contract occurs.

The contractor shall ship excess material and tested specimens back to the

Government within 10 business days of the completion of testing. Excess material and tested specimens shall be packaged to preserve the integrity and maintain the identity of the specimens.

3.2 Specimen Preparation, Testing, and Reporting Requirements

3.2.1 Tensile Testing

3.2.1.1 Applicable Standard(s)

AWS (American Welding Society) B4.0:2016

ASTM (American Section of the International Association for Testing Materials)

E8/E8M − 16a

ASTM E83-16

3.2.1.2 Specimen Preparation

Specimens of round cross-section shall be machined to conform to the requirements of

AWS B4.0 Section 4.7.3 and/or ASTM E8-16 Section 6.4, as specified by the Task

Order. Typical required specimen gauge diameters for round specimens will be between

0.250 inches and 0.500 inches.

Specimens shall be machined in a free and natural state; no bending, straightening, or distortion is permitted. Any machining or grinding method capable of producing specimens that conform to the dimensions and tolerances laid out in the relevant standard(s) is acceptable, as long as commercial best practices for specimen cooling are used to minimize temperature rise of the specimen during machining.

The surface finish for all specimens shall be root mean square (RMS) 40 microinches or better.

3.2.1.3 Testing

The testing machine shall be operated in crosshead control with constant speed when determining yield properties (i.e. “Method A” described in ASTM E8-16 Section

7.6.4.1). After yield behavior has been recorded, the rate of testing may be increased in accordance with ASTM E8-16 Section 7.6.5.

An extensometer of Class B-2 or better shall be used for extension measurement

(extensometer classes are defined in ASTM E83-16)

The test temperature for tensile specimens will be room temperature.

Fracture surfaces of broken specimens shall be handled to prevent oxidation or other surface damage and preserved by a light coat of lacquer that is soluble in a common solvent (e.g. acetone or ethanol) shortly after the completion of testing

The contractor shall be responsible for executing testing of all tensile specimens of 0.250 inches in diameter within 8 hours of machining and all 0.500 inch diameter tensile specimens with 16 hours of machining. The lag time between machining and testing of all tensile specimens shall be recorded.

3.2.1.4 Reporting

The following information from each tensile test shall be reported to the Government in accordance with Contract Data Requirements List (CRDL) A001:

1. Test temperature

2. Lag time between machining of the specimen and testing

3. 0.2% offset yield strength, which shall be determined by the method described in

ASTM E8-16 Section 7.7.1

4. Ultimate tensile strength

5. Original gauge length, percent elongation, and reduction of area as determined by

ASTM E8-16 Section 7.11

6. Stress-strain diagram

7. Raw stress-strain data

3.2.2 Dynamic Tear Impact Testing

3.2.3.1 Applicable Standard(s)

AWS B4.0:2016

ASTM E604

3.2.3.2 Specimen Preparation

Unless otherwise specified by a Task Order, all Dynamic tear impact specimens shall be of the full size, as described by ASTM E604 with applicable machining tolerances.

Any machining or grinding method capable of producing specimens that conform to the dimensions and tolerances laid out in the relevant standard(s) is acceptable, as long as commercial best practices for specimen cooling are used to minimize temperature rise of the specimen during machining o The notch of the specimen shall be produced via mechanical pressing or wire

EDM.

The notch depth, angle, and radius shall be verified using an optical comparator or digital image correlation (or similar method) and supplied to the Government upon request. The number of specimens to be checked within a test series will be stated in the Task Order.

3.2.3 Charpy Impact Testing

3.2.3.1 Applicable Standard(s)

AWS B4.0:2016

ASTM E23-16b

3.2.3.2 Specimen Preparation

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Factor 1 Technical

Factor 2 Price

(b) Basis for Award & Evaluation.

This will be a Lowest Price Technically Acceptable (LPTA) procurement, made on the basis of the lowest total proposed price meeting or exceeding the technical acceptability standards. The Government will evaluate the lowest priced quote for technical acceptability. If it is not acceptable, the Government will evaluate the next lowest quote for technical acceptability, and so forth, to determine the lowest-priced, technically acceptable quote, at which point all evaluations will stop. An overall technical rating must be at least "ACCEPTABLE" in order to be eligible for award. An "UNACCEPTABLE" rating, for any item will result in a technical rating of "UNACCEPTABLE" unless corrected through discussions. An overall technical rating of ''UNACCEPTABLE" makes a quotation ineligible for award.

An offeror is expected to submit sufficient information in response to the solicitation to allow for the evaluation of his/her quotation.

Each of the evaluation factors will be rated as follows:

Factor 1-Technical. The Government will evaluate the offerors capabilities to provide the service in accordance with the solicitation.

Table A-1 Technical Acceptable/Unacceptable Ratings

Acceptable Quotes that meet all the minimum requirements as stated or provided in the specifications and statement of work, capabilities presented with quote.

Factor 2- Price. Quoters' price quotes will be evaluated to determine if the price is fair and reasonable in accordance with FAR 12.209.
