RFQ AMENDMENT 0003
QUESTIONS RECEIVED REGARDING
REQUEST FOR QUOTATION (RFQ) N00167-18-T-0002
ADDRESSED VIA ISSUANCE OF SOLICITATION AMENDMENT 0003
The following questions were received in regards to the requirements identified in the subject RFQ either via email, or during the M241 Barge Site Visit held on 11 January 2018. The Government’s response to each is provided for industry information.
#1) QUESTION: “In Chapter 1.3 requirements, you outline the geographical area for the location of shipyards bidding. [COMPANY NAME – REDACTED] are located just outside of this area, in [LOCATION – REDACTED]. Our shipyard is conveniently located versus the Naval Base Kitsap Bangor with regular ferry service from [LOCATIONS – REDACTED] and a short, congested free drive from there. We would request that the geographical area for shipyard location is expanded to include [LOCATION – REDACTED].”
RESPONSE: Modification of the geographical constraint associated with potential shipyard locations identified in the RFQ is not feasible for the Government. Due to travel and logistic constraints for Government personnel, the identified geographical area for performance of the required services will not be revised.
#2) QUESTION: “SOW Paragraph 2.3.2.1 describes how much power to supply, but not an expected consumption rate. Can you provide a usage of kilowatt-hours expected?”
RESPONSE: SOW Paragraph 2.3.2.1 indicates that electrical power at a minimum of 100 amps shall be provided and the M241 Barge is configured with a 200 amp shore power connection on both port and starboard sides. The Government has revised the referenced SOW paragraph to specify that power shall be metered by the contractor and estimated at a total of 32,256 kilowatt-hours. An additional CLIN has been incorporated in the RFQ under which to quote/propose pricing associated with this estimated quantity; however, if the actual power usage is found to be less than this estimate, the Government will request a reduction in the cost for this CLIN.
#3) QUESTION: “Per SOW Paragraph 9.3.2, removal of fouling shall be conducted utilizing high pressure water and scraping tools as needed. To quantify the scope of work, what percentage of the area should be estimated to require scraping?”
RESPONSE: The Government has revised the referenced SOW paragraph to provide an estimate of 50% of the area; however, if the actual area requiring scraping is found to be less than this estimate, the Government will request a reduction in the cost associated with this tasking.
#4) QUESTION: “SOW Paragraph 10.3.5 states to conduct a hull thickness measurement survey in accordance with ABS guidelines, indicating that the survey shall consist of one sample per hull plate. ABS guidelines specify that the survey shall consist of two samples per hull plate. Which requirement is desired?”
RESPONSE: The Government has revised the SOW Paragraph 10.3.5 to correct the referenced verbiage to identify that the survey shall consist of two samples per hull plate in accordance with ABS guidelines.
#5) QUESTION: “CLIN 0012 and SOW Paragraph 12.3.1 indicate the requirement for up to a quantity of
100 feet2 of hull plating for replacement. Can a variation in the size of plates and associated quantity be proposed as it affects the associated plating cost?”
RESPONSE: Per the RFQ Clause 52.204-22 – Alternative Line Item Proposal, the offeror may propose a pricing structure that varies from the plating quantity identified for the subject CLIN.
#6) QUESTION: “After painting, is the expectation to fleet the barge?”
RESPONSE: The Government has added SOW Paragraph 13.4.2 to note that as the entire under-hull is required to be painted, if the contractor uses a blocking or similar system, the barge will need to be bumped or “fleeted” to ensure 100% paint coverage of under-hull area.
#7) QUESTION: “SOW Paragraph 15.3.5 identifies the requirement to wash the deck with clean water. Is there a specified standard associated with this requirement?”
RESPONSE: The Government has revised the referenced verbiage in the SOW to specify that a standard of SSPC-SP-1 is required.
#8) QUESTION: “Will all loose equipment and rigging be removed by the Government prior to requiring services to be performed?”
RESPONSE: The Government will remove all rigging gear, electronic equipment, and portable electro-mechanical systems (including winches) from the work area prior to performance of the effort, unless otherwise noted in the SOW (including, but not limited to the information provided in Paragraphs 2.3.2.6, 6.3, etc.).
#9) QUESTION: “Will all electrical panels, heaters, built-in cabinetry, and cranes remain onboard the barge during service performance?”
RESPONSE: The Government electrical panels, heaters, built-in fixtures, and cranes shall remain onboard the barge and must be protected from damage that could occur during the performance of required services as identified in SOW, including in Item 6. TVs, rigging gear, winches, and other portable equipment will be removed prior to service.
#10) QUESTION: “Is the contractor responsible for removing all remaining fluids onboard the barge?”
RESPONSE: As stated in SOW Paragraph 16.3.3, the contractor shall be responsible for removal of residual fluids as required to access spaces. The Government will not remove fuel from the M241 Barge prior to service. Fuel will only be removed if absolutely necessary. Preference is for fuel tanks to be inerted if hot work is in the vicinity. Potable water will remain onboard. Government will pump sewage prior to arrival for service. Do not anticipate potable water or sewage tanks will need to be pumped during service.
#11) QUESTION: What is the estimated number of gallons of residual fluid that will need to be pumped off?
RESPONSE: The Government has added to SOW Paragraph 16.3.3 to note that it estimates a maximum of 1,000 gallons of residual salt water will need to be pumped off.
#12) QUESTION: Is it desired to have a wrap-line included in the main deck preservation?
RESPONSE: The Government has added SOW Paragraph 15.4.4 to identify that a wrap-line measuring three inches (3”) up along all inboard and outboard perimeters shall be included in the main deck preservation.
#13) QUESTION: “Provide clarification of the Sea Chest Valve requirements.”
RESPONSE: Item 8 provides definition of the Sea Chest requirements. As noted in SOW Paragraph
8.3.1.2, the contractor shall visually inspect the interior and exterior of the piping from the Sea Chest to Sea Chest Valves. SOW Paragraph 8.3.2 identifies that the replacement of three Sea Chest Valves shall be performed.
#14) QUESTION: “Are there pits currently known to the Government that require repair?”
RESPONSE: There are no known pits at this time. Prior UT results were provided in the RFQ drawing package.
#15) QUESTION: “Will the A/C unit(s) in the vans be removed prior to arrival at the contractor facility?”
RESPONSE: A/C unit removal from vans is not required. Van A/C units are inert. A/C units will remain attached to the vans during van movements.
