(3) NSWCCD Diver Training Plan
1. Purpose. To establish policy and assign responsibilities for the Diving Program at the Naval Surface Warfare Center, Carderock Division (NSWCCD) and to enhance safety by promoting a clearer understanding of the Diving Program policy and a uniform execution of that policy within the Division.
This instruction is a complete revision and should be reviewed in its entirety.
2. Cancellation. CARDEROCKDIV Instruction 3150.5 of 12 September 1999.
3. Scope. This directive applies to all diving and diver training operations conducted within or for NSWCCD activities, afloat and ashore. This directive is applicable to all NSWCCD personnel, military and civilian, involved with diving operations.
4. Definitions
a. For the purpose of this instruction, diving is defined as any underwater activity in which personnel are subjected to elevated ambient pressure, breathe compressed air or gas including:
(1) Surface Supported Diving Systems (SSDS) and equipment, including diver weight handling equipment, used to support diving operations.
(2) Self-Contained Underwater Breathing Apparatus (SCUBA), including open circuit, semi-closed circuit and closed circuit designs using any breathing medium.
(3) Other diving life support system or diving equipment not specified above.

b. Diving Officer. A military officer or senior DoD civilian designated in writing by the Division Commander. The Diving Officer performs all administrative duties required in order to ensure strict compliance with references (a) through (e), this instruction, and all other applicable diving directives.
c. Diving Supervisor. An experienced supervisory-level diver responsible for daily diving operations within the Command and designated in writing by the Division Commander. The Diving Supervisor must be fully qualified at the civilian equivalent of a U. S. Navy Second Class Diver or higher, and be qualified as a diving supervisor.
d. DON Civilian Divers. DoD employees who have successfully completed formal training at a U.S. Navy diving school and maintain qualification. DON civilian divers include, among others, engineers, scientists, and technicians who, as a special aspect of the position, are required to dive.
e. Commercial Contractor Divers. Professional divers, trained by industry recognized commercial diver training programs, hired via a contract vehicle for diving support operations. Commercial contractor divers shall comply with regulations provided within references (c) and (d).
5. Policy. Personnel safety is the primary consideration in all diving operations. Accordingly, the following policies and procedures are established for the NSWCCD Diving Program:
a. The NSWCCD Commander shall:
(1) Ensure strict compliance with references (a) through (e) and all other applicable directives from higher authority.
(2) Designate the Command Diving Officer and Command Diving Supervisor in writing.
b. The NSWCCD Command Diving Officer shall:
(1) Ensure all diving operations are conducted safely and in accordance with this instruction, references (a) through (e) and all other applicable diving instructions.
(2) Review and approve a completed NSWCCD Dive Plan (enclosure (1)) and a NSWCCD Emergency Assistance Checklist (enclosure (2)) for all diving operations conducted within the Command.
(3) Conduct periodic audit of dive lockers to review dive logs and to ensure equipment is up to standards and within calibration.
(4) Develop and implement the Diver Training Plan (enclosure (3)) to ensure adequate training of divers throughout the Command.
(5) Suspend any diving operation which is not in compliance with this instruction.
(6) Coordinate diving support for all NSWCCD departments and detachments.
c. The NSWCCD Command Diving Supervisor shall:
(1) Supervise all dives that utilize NSWCCD Dive Locker equipment and ensure those dives are conducted in accordance with this instruction and all other applicable diving directives.
(2) Ensure that an official diving log of all dives conducted at NSWCCD is maintained and that all required reports and record keeping shall be conducted in accordance with references (a) through (e).
(3) Ensure that all NSWCCD diving equipment is maintained in accordance with references (a) and (b).
(4) Report all diving mishaps in accordance with reference (b).
(5) Establish and maintain all required training and requalification documentation for all NSWCCD divers.
d. NSWCCD DON Civilian Divers shall:
(1) Comply with all requirements set forth in this instruction and references (a) through (e) including diving requalification and physical readiness requirements.
(2) Perform preventive maintenance on personal dive gear in accordance with the schedule and maintenance cards posted in the Dive Locker.
(3) Participate in training as scheduled by the Diving Officer or Diving Supervisor.
e. The Resource Protection Division (Code 35) shall provide annual funding required for routine maintenance of NSWCCD Dive Locker equipment and air systems, and for labor and contract administration.
f. The Acquisition Management Division (Code 33) shall, in combination with the Diving Officer, ensure that all diving-related contracts, simplified acquisitions, and Bankcard purchases are in compliance with this instruction and references (a) through (e).
g. All NSWCCD personnel shall ensure that all diving support activities are in compliance with this instruction and references (a) through (e).
6. Procedures for Obtaining Diving Support within NSWCCD
a. Obtaining Support from NSWCCD Dive Locker
(1) The NSWCCD Command Diving Officer must approve all requests for diving support.
(2) The requesting code will forward a request for diving support to the NSWCCD Command Diving Officer along with the following information:
(a) Description of diving services required.
(b) Description of task to be performed.
(c) Description of special equipment to be used or handled by the divers.
(d) Period of time when and locations where diving services are needed.
(3) The Diving Officer and requesting code will confer and plan the diving operations.
b. Obtaining Diving Support from other U.S. Navy Dive Lockers
(1) The requesting code shall coordinate all requests for diving support from U.S Navy dive lockers with the NSWCCD Command Diving Officer.
(2) The NSWCCD Command Diving Officer shall review all work requests, statements of work, requests for proposals, service orders, and any other request for diving support services to ensure compliance with references (a) through (e).
c. Obtaining Diving Support from Contract Diving Services
(1) The requesting code shall coordinate all requests for diving support from commercial diving contractors with the NSWCCD Command Diving Officer.
(2) All commercial contract diving support services shall comply with this instruction and all requirements set forth within references (c) and (d).
7. NSWCCD Pre-Dive Operations Procedures
a. Obtain approval for the planned diving operation by completing and submitting an NSWCCD Dive Plan (enclosure (1)) and an NSWCCD Emergency Assistance Checklist (enclosure (2)) before starting diving operations.
b. Post the completed Emergency Assistance Checklist at the dive station.
c. Assign emergency response assignments to the dive team.
d. Ensure that the following equipment is physically located at the dive station:
(1) U. S. Navy Diving Manual;
(2) O2 resuscitation system;
(3) first aid kit; and
(4) two-way radio or telephone for emergency communication.

NSWCCD DIVER TRAINING PLAN
I. Introduction
All NSWCCD divers must participate in the NSWCCD Diver Training Program as required by CARDEROCKDIVINST 3150.5A. The NSWCCD Command Diving Supervisor will maintain all NSWCCD divers’ training records, which will be available in the Dive Locker. Records will not be available immediately following a training period or qualification dive due to their being updated. The NSWCCD Diver Training Program will consist of the following:
1. When required, formal training at an authorized U. S. Navy Training Facility.
2. Informal classroom training from the U. S. Navy Diving PQS Standards and pertaining to the unique skills required to perform the NSWCCD diving mission.
3. In-water diver training from the U. S. Navy Diving PQS Standards.
4. Emergency procedure training, to include but not limited to, emergency recompression; breathing resuscitation and first aid; and emergency response in case of fire, electric shock, entrapment, embolism, drowning, and explosion; and other diving-related training as necessary.
5. Physical training program for annual re-qualification from U. S. Navy Standards for Diver Training.
II. Training Procedures
The NSWCCD Command Diving Supervisor will schedule informal training before each re-qualification dive. He/she will post the upcoming training schedules, both formal and informal, in the Dive Locker and will distribute the schedules to the NSWCCD Command Diving Officer and to all NSWCCD divers via electronic means. Every NSWCCD diver is required to attend these informal training sessions, regardless of whether the individual plans to participate in the re-qualification dive. If an NSWCCD diver is current with his/her dive qualifications, he/she has the option of attending any training session to receive credit toward his/her annual training quota. The annual training quota is a minimum of eight (8) hours of training. The U. S. Navy Diving PQS Standards specifies the number of requalification dives each NSWCCD diver is required to complete.
Each NSWCCD diver must successfully complete a Physical Readiness Test (PRT) annually. The NSWCCD Command Diving Supervisor will schedule the PRT annually in a manner which meets the time constraints imposed by the work schedules of NSWCCD divers. U. S. Navy PRT standards set the minimum standards of physical fitness for NSWCCD divers. Any individual who does not meet the minimum standards will re-take the PRT no less than 90 days after the first attempt. To pass the PRT exam, the individual must exercise during non-duty hours with relevant physical fitness advice and support of the NSWCCD Command Diving Officer.
The NSWCCD Command Diving Officer must recommend approval of any specialized dive training. The NSWCCD Command Diving Officer will review specialized dive training required by an NSWCCD diver to conduct his/her job or for a specific project. Based on the review, the NSWCCD Command Diving Officer will determine if the NSWCCD diver, attending specialized dive training, will receive credit toward his/her annual training quota.

Any NSWCCD diver who receives recreational dive training may submit a detailed account of the training for review by the NSWCCD Command Diving Officer for determination of its applicability towards annual training quota. Training in emergency response and procedures, even if recreational dive training, may count toward the diver's annual training quota. The cost of this recreational dive training is entirely the responsibility of the individual engaged in the training.
