1. Answer the following questions from offerors:
a) The list of vessel types provided in this section does not align with the vessels within RFP Attachment 12, CLIN 5.1. Would the government please clarify the discrepancy?
The SOW Sections 5.1 and 5.3 are an extended list of possible ships/boat types and weight handling equipment types, and are intended to be an example of the variety of equipment used at the SFOMF in the past and to demonstrate that we cannot predict every contingency due to the variety of work performed at SFOMF. RFP Attachment 12 aligns closely with recent actual contracted services and supplies as delivered by the incumbent. The SOW provides an understanding of the broad scope of the work, past, present, and anticipated future projects that are likely to occur, for inclusion in technical proposals, however, for cost proposals use RFP Attachment 12 as these are recent and actual supplies and services that occur regularly.
Attachment 12 will be used to set the ceiling prices under the contract, the contracor will not be held to the unit costs in Attachment 12 during performance. However, backup documentation may be requested to substantiate proposed costs under individual Technical Instructions during performance.
b) This section states that "Vessels shall be equipped with decompression chambers, lock out chambers, or moon pools, when required." The corresponding CLIN in Attachment 12 does not list decompression chambers; lock out chambers, or moon pools. Would the government please provide usage factors for these specialized use items?
Previously chartered ships have occasionally been highly specialized for certain projects.
Because these ships have been used historically, they were included in the SOW as a point of reference. SFOMF will likely use highly specialized ships in the future, depending on schedule availability and cost. These items are used infrequently, if at all, so they were not included RFP Attachment 12. Attachment 12 will be used to set the ceiling prices under the contract, the contracor will not be held to the unit costs in Attachment 12 during performance. However, backup documentation may be requested to substantiate proposed costs under individual Technical Instructions during performance.
c) The list of cranes provided in this section does not align with the cranes within RFP Attachment 12, CLIN 5.3. Would the government please clarify the discrepancy?

SECTION L
INSTRUCTIONS TO OFFEROR(S)
(a) Definitions. As used in this provision –
In writing or written means any worded or numbered expression which can be read, reproduced, and later communicated, and includes electronically transmitted and stored information.
Proposal modification is a change made to a proposal before the solicitation’s closing date-and time, made in response to an amendment, or made to correct a mistake at any time before award.
Proposal revision is a change to a proposal made after the solicitation closing date, at the request of or as allowed by a Procuring Contracting Officer (PCO).
Time, if stated as a number of days, is calculated using calendar days, unless otherwise specified, and will include Saturdays, Sundays, and Federal legal holidays. However, if the last day falls on a Saturday, Sunday, or Federal legal holiday, then the period shall include the next working day.

(b) Amendments to the solicitation. If the solicitation is amended, all terms and conditions that are not amended remain unchanged. Offerors shall acknowledge receipt of any amendment to the solicitation by the date and time specified in the amendment(s).
(c) Submission, modification, revision, and withdrawal of proposals.
(1) Proposals and revisions of proposals shall be submitted electronically via email to james.m.mcgarvey@navy.mil and must be received prior to the date and time specified in Section L, Paragraph 2.1 below.
(2) The cover letter of the proposal must show the following:
(i) The solicitation number;
(ii) The name, address, e-mail address, and telephone and facsimile numbers of the offeror;
(iii) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and agreement to furnish any or all items upon which prices are offered at the price set opposite each item;
(iv) Names, titles, and telephone and facsimile numbers (and electronic addresses if available) of persons authorized to negotiate on the offeror’s behalf with the Government in connection with the solicitation; and
(v) Name, title, and signature of person authorized to sign the proposal.
(3) Submission, modification, revision, and withdrawal of proposals.
(i) Offerors are responsible for submitting proposals and any revisions by the time specified in the solicitation.
(ii) Any proposal modification not received/submitted by the exact time specified for receipt of offers is “late” and will not be considered. The solicitation will close at the exact date and time specified in the solicitation and offerors will be unable to submit their proposal after that time.
(iii) Proposals may be withdrawn by written notice to the PCO provided such notice is received prior to contract award.
(4) The offeror must propose to provide all items in order to be deemed eligible for award..
(5) Offerors shall submit proposals in response to the solicitation in English and in U.S. dollars.
(6) Offerors may submit modifications to their proposals at any time before the solicitation closing date and time. In the event of an amendment to the solicitation that requires offerors to submit proposal revisions, the amendment will provide instructions for submittal.
(7) After the solicitation closing date and time, offerors may submit revised proposals only if requested or allowed by the PCO.
(8) Proposals may be withdrawn at any time before award. Withdrawals are effective upon receipt of notice by the PCO.
(d) Offer expiration date. Proposals in response to the solicitation shall be valid for 120 calendar days.
(e) Restriction on disclosure and use of data. Offerors that include in their proposals data that they do not want disclosed to the public for any purpose, or used by the Government except for evaluation purposes, shall:
(1) Mark the title page with the following legend:
“This proposal includes data that shall not be disclosed outside the Government and shall not be duplicated, used, or disclosed in whole or in part for any purpose other than to evaluate this proposal. If, however, a contract is awarded to this offeror as a result of, or in connection with, the submission of this data, the Government shall have the right to duplicate, use, or disclose the data to the extent provided in the resulting contract. This restriction does not limit the Government’s right to use information contained in this data if it is obtained from another source without restriction. The data subject to this restriction are contained in sheets [insert numbers or other identification of sheets]”; and
(2) Mark each sheet of data it wishes to restrict with the following legend:
“Use or disclosure of data contained on this sheet is subject to the restriction on the title page of this proposal.”
(f) Contract award.
(1) The Government intends to award a contract to the responsible offeror(s) whose proposal represents the best value the Government in accordance with the factors and subfactors set forth in Section M of the solicitation.
(2) The Government may reject any or all proposals if such action is in the Government’s interest.
(3) The Government reserves the right to waive informalities and minor irregularities in proposals received.
(4) The Government intends to evaluate proposals in accordance with Section M of this solicitation. The Government intends to award a contract upon initial proposals.
Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost/price and technical standpoint. However, in accordance with Section M, the Government may contact any, all, or a limited number of offerors with questions concerning their responses as permitted under Federal Acquisition Regulation (FAR) Part 15.
(5) The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit cost or prices offered, unless the offeror specifies otherwise in the proposal.
(6) The Government reserves the right to make multiple awards if, after considering the additional administrative costs, quality of proposals, and availability of funding, it is in the Government’s best interest to do so.
(7) Exchanges with offerors after receipt of a proposal do not constitute a rejection or counteroffer by the Government.
(8) The Government may determine that a proposal is unacceptable if the prices proposed are materially unbalanced between line items or subline items. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly overstated or understated as indicated by the application of cost and price analysis techniques. A proposal may be rejected if the PCO determines that the lack of balance poses an unacceptable risk to the Government.
(9) A cost realism analysis will be performed in accordance with FAR 15.404-1(d) for all offerors in the competitive range. Performance or schedule risk may be considered in the cost realism analysis.
(10) Contract award will be made in accordance with Section M.
ADDITIONAL INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS
1.0 GENERAL
1.1 Offerors shall submit questions requesting clarification of solicitation requirements in writing to both the PCO and Contract Specialist via email at heather.valiga@navy.mil and james.m.mcgarvey@navy.mil, respectively. Offerors should submit all questions within seven calendar days after the RFP issuance, as time may not permit responses to questions received after that date to be prepared and issued prior to the receipt of proposals; however all questions submitted will be answered. For proposal purposes, the estimated date of the contract award is approximately 60 calendar days after solicitation closing.
1.2 Requests for Deviation, Ambiguities, Discrepancies, Inconsistencies, or Conflicts:
Offerors should bring to the attention of the PCO at the earliest possible time, but prior to the closing date of the solicitation, any questions about deviation, ambiguities, discrepancies, inconsistencies, or conflicts within the solicitation documents attached hereto or incorporated by reference.
2.0 PROPOSAL SUBMISSION AND FORMAT
2.1 Proposals shall be submitted via e-mail to the contract specialist no later than 2:00 PM Eastern Time (ET) on the closing date specified on Page 1, Block 9 of the solicitation.
Offerors must comply with the detailed instructions for the format and content of the proposal.
Proposals that do not comply with the instructions for the format and content may be considered unacceptable and may render the offeror ineligible for award.
2.2 Late Submissions: Offers shall be received via e-mail by the closing date and time in order to be considered. Although every effort will be made to acknowledge receipt of timely proposals, it is the offeror’s responsibility to confirm receipt of the proposal prior to the deadline stated in the solicitation. Failure to submit a complete proposal prior to the solicitation closing date and time will render the proposal late and unacceptable.
2.3 Submission of Classified Information: Classified information shall not be submitted as a part of the proposal. Do not submit any classified information in response to the solicitation.
2.4 Incorporation of Offers into the Contract: Portions of the successful offeror’s technical proposal may be incorporated into the contract. Where portions of the offeror’s technical and/or cost proposal are incorporated, the successful offeror will be responsible for delivering in accordance with both the SOW and the provisions of its offer.
2.5 Proposal Format. In order to maximize efficiency and minimize the time for proposal evaluation, it is required that all offerors submit their proposals in accordance with the format and content specified. Responses shall be in the exact order and numbered per Paragraph 3.0 below. The electronic proposal shall be prepared with:
Microsoft Word, Excel, or (searchable) Adobe Acrobat software;
PKZip or WinZip as compression tools;
No hyperlinks to locations outside a document (certain hyperlinks to places within a document, such as table of contents numbers, section headings, and table or figure cross references are acceptable);
All files named with the offeror’s company name and title/subject of file content;
All files named with the file extension .doc, .docx, .xls, .xlsx, or .pdf; and Spreadsheet files (workbooks) shall be Microsoft Excel Office 2010 compatible.
Workbooks shall include all formulas, functions, macros, computations, and equations used to compute the proposed amounts. There shall be no cell references to data or links to files not included in the Factor 1, Technical, and Factor 3, Cost, submissions, as appropriate. For each workbook, all rows, columns, cells, and worksheets shall be visible (object.visible=true). Zero height/zero width rows/columns in worksheets are not acceptable. Worksheet cells formatted with the font color equal to the fill color are not acceptable. Print image files or pictures (for example, a picture of an Excel spreadsheet embedded in a Word document) should not be used.
All files named with the file extension .doc or .docx shall be Microsoft Word Office 2010 compatible
Additionally, the electronic proposal shall be prepared so that, if it is printed, the proposal meets the following format requirements:
8.5 x 11 inch paper;
Single-spaced typed lines;
No graphics or pictures (brochuremanship), however, graphs, charts, diagrams, or tables that demonstrate a particular response to the solicitation that cannot be expressed otherwise, such as an organizational structure or line of communication, are permitted;
1 inch margins;
12-point Times New Roman font in text (8-point Times New Roman font permitted in necessary graphs, charts, diagrams, or tables);
Page limitations identified in Paragraph 3.0 below shall not be exceeded;
Each page of the proposal should be affixed with the following legend: “Source Selection
Information: See FAR 2.101 and 3.104.”
Instructions regarding the use of certain electronic products (e.g. Microsoft Office, Excel, Adobe) listed herein shall not be construed as Government endorsement of specified products.
Offerors shall have all subcontractors submit proposal information in a uniform format consistent with the above instructions.
2.6 Page Numbering: The offeror shall use a standard page numbering system to facilitate proposal references. The offeror shall number consecutive pages within each proposal volume.
Graphs, charts, and other insert materials shall be page-numbered as part of the page numbering system.
2.7 Page Limitations: Page limitations are identified for each volume/section of the proposal, as described in Paragraph 3.0 below and will be treated as maximums. If exceeded, excess pages will not be read or considered in proposal evaluation. When both sides of a sheet display printed material, it shall be counted as two pages. Any graphs, charts, diagrams, and tables are included in the page count. The following; however, are not included in the page limitations at Section 3.0:
Title/cover pages;
Tables of content;
Teaming agreement(s), letter(s) of intent for key personnel or subcontractors/consultants, and subcontract agreement(s);
Contractor Performance Assessment Reporting System (CPARS) evaluation(s);
Past Performance Questionnaire(s) (PPQs) and transmittal letter(s);
Proposal cross-reference table; and Glossaries of abbreviations and acronyms.

2.8 Cover Page, Table of Contents, and Proposal Cross-Reference Table: Each proposal volume shall include a cover page and a table of contents. The cover page shall identify the solicitation number, amendment number (if applicable) proposal volume and title, and the offeror’s name. Volume I shall include a master table of contents and a proposal cross-reference table. The proposal cross-reference table shall indicate the required proposal content and the volume, section, and page number where this content appears in the proposal. Cover pages, tables of content, and the proposal cross-reference table will not count against page limitations.
2.9 Glossary of Abbreviations and Acronyms: Each volume may contain a glossary which includes all abbreviations, acronyms, and their corresponding definitions. Glossaries will not count against page limitations.
2.10 Cost and Pricing Information: No cost or pricing information of any kind shall be included in any volume except Volume II, Subfactor 1D; and Volume IV. Offerors shall submit all cost/price-related documentation required for Volume IV. Cost/price summary and back-up spreadsheets shall be submitted in Microsoft Excel format. Narratives related to cost/price may be submitted in Microsoft Word. Note: Should there be any discrepancy between the pricing submitted in Section B and the cost/price-related backup/summary documentation; the offeror's Section B pricing shall take precedence.
2.11 File Naming Convention:
All file names must be submitted in the following formats:

3.0 SUMMARY OF PROPOSAL CONTENT
Proposals shall be separated into volumes to address the following:
3.1 Volume I – Administrative Proposal (No page limitation, unless noted below)

4.0 PROPOSAL CONTENT
4.1 Offer
The completion and submission to the Government of an offer shall indicate the offeror’s unconditional agreement to the terms and conditions in the solicitation. The offer consists of and must include the following:
4.2 Volume I – Administrative Proposal
4.2.1 Offer Cover Letter
The offer cover letter shall:
Not exceed three pages in length;
Reference the solicitation number;
Acknowledge that it transmits an offer in response to the solicitation;
Acknowledge receipt of solicitation amendment(s);
State proposal validity through 120 calendar days (minimum) after solicitation closing;
Identify all enclosures being transmitted as part of the proposal;
Include a statement confirming agreement to all terms, conditions, and provisions included in the solicitation and agreement to furnish any and all items upon which prices are offered at the price set opposite each item;
Identify the offeror’s name, address, e-mail address, and telephone number;
Identify the offeror’s Contractor and Government Entity (CAGE) code;
Identify names, titles, telephone numbers, and e-mail addresses of persons authorized to negotiate on the offeror’s behalf with the Government in connection with the solicitation;
Specify the e-mail address for the Contracting POC; and Include the name, title, and signature of the person authorized to sign the proposal.
4.2.2 Organizational Conflicts of Interest
Due to the nature and scope of the work encompassed by the solicitation, the Government requires that there be no conflict which would preclude the prime contractor from performing any portion of the SOW, regardless of whether it intends to subcontract that portion. Due to the nature of the work outlined in Section C, the Government anticipates that OCIs, including impaired objectivity OCIs, will arise for offerors that perform under other contracts within the cognizance of SFOMF as prime contractor or subcontractor for hardware, software, system design, integration, or production of the systems that will be covered by the solicitation. The Government is most concerned about potential OCIs in the following scenarios: (1) when a contractor’s work under one Government contract could entail its evaluating itself or a related entity, either through an assessment of performance under another contract or an evaluation of proposals (impaired objectivity OCIs); (2) when performance of the work under the solicitation would place an offeror in a position to make technical, design, or programmatic recommendations that would include hardware, software, system design, integration, or production of systems provided by the offeror’s organization; or (3) when the provision of the engineering and technical direction described in Sections C and L would create the situation prohibited by FAR 9.505-1 because the offeror is currently a prime contractor, subcontractor, or consultant on a contract for the supply of a system covered by the solicitation or any of its major components.
Therefore, if any offeror may have an OCI, or if any offeror has taken any steps to eliminate an OCI and the offeror believes that the conflict no longer exists, the offeror must notify the Government and must submit an OCI mitigation plan with its proposal. Failure by an offeror that has identified a potential OCI or an eliminated OCI to submit an OCI mitigation plan with its proposal shall be considered grounds for disqualification from award. The Government will not accept mitigation measures for impaired objectivity OCIs. For any OCI, the Government will not accept mitigation or elimination measures: (1) that create an additional burden on the Government to implement; (2) that involve directed subcontractors or creating separate lines of reporting or any modification to the Government/prime contractor relationship; or (3) that are deemed in the sole discretion of the PCO to provide insufficient organizational independence between the prime contractor or a subcontractor under the contract and a prime contractor or subcontractor for hardware, software, system design, integration, or production of the systems that will be covered by the solicitation.
This is not an exhaustive list of measures that will be considered inadequate to protect the Government. It is an illustrative list provided in an effort to ensure that all offerors understand the Government’s expectations and intent to avoid OCIs. The Government reserves the right to determine whether or not any mitigation plan provided by an offeror is sufficient to protect the
Government. The Government also does not intend to accept any mitigation measures that involve additional oversight or commitment of resources by the Government, such as agency review of contractor deliverables, internal review of task assignments for OCI before issuance, or formalized monthly reviews of work performed and projected. All offerors are directed to review and comply fully with the OCI clauses included in Sections C and L of the solicitation (HQ C-2-0037, Organizational Conflict of Interest (NAVSEA) (Jul 2000), and HQ L-2-0005, Notification of Potential Organizational Conflict(s) of Interest (NAVSEA) (Jun 1994) respectively).
4.2.3 Section K, Representations, Certifications, and Other Statements of Offerors
The offeror shall complete and submit the representations and certifications contained within Section K.
4.3 Volume II – Factor 1, Technical
The technical proposal should be written so that management and engineering oriented personnel can make a thorough evaluation and arrive at a sound determination as to whether the proposal meets the requirements of the solicitation. To this end, the technical proposal shall be so specific, detailed, and complete as to clearly and fully demonstrate that the prospective contractor has a thorough understanding of the technical requirements contained in Section C.
Statements such as “the offeror understands,” “will comply with the statement of work,” “standard procedures will be employed,” “well known techniques will be used,” and general paraphrasing of the SOW are considered inadequate.
The technical proposal shall not contain any reference to cost with the exception of Subfactor 1D; however, information concerning labor allocations and categories, travel, materials, equipment, and any other information, as applicable, shall be contained in the technical proposal in sufficient detail so that the offeror's understanding of the SOW and ability to meet requirements may be adequately evaluated. Offerors should identify risks inherent in their proposal, techniques used to mitigate those risks, and where such techniques were successfully employed in other contracts.
4.3.1 Subfactor 1A – Technical Understanding and Approach
The offeror shall address its technical understanding, capability, and relevant experience to support all areas described in the SOW. If teaming and/or subcontracting is proposed, the offeror shall state the specific portions of the SOW that each team member and/or subcontractor will perform and the technical reason(s) for the selection of each team member and/or subcontractor. The offeror shall address how the hours proposed for each subcontractor is commensurate with the portions of the SOW identified for that subcontractor. Subcontractors proposed in the technical proposal shall be fully priced in the cost proposal to be considered in the evaluation. Subcontractors, if applicable, shall be accounted for consistently in both the technical and cost proposals.
In addition, offerors shall further demonstrate their technical understanding and capability to accomplish tasking under the SOW by providing one example of an approach to perform the sample technical instruction (Section J, Attachment 15). Also, offerors shall review sample conditions change (Section J, Attachment 17) and provide one example of an approach to handling the outlined situation.
At a minimum, the proposed approaches shall include the following:
a. Staffing Profile
Labor categories required to fulfill the tasking; and Allocation of Level of Effort (LOE) amongst proposed labor categories over the life of the tasking.
b. Technical Considerations
Discussion of technical considerations. At a minimum, address:
o Analyze the requirements in SOW Section’s 3.0 and 5.7; and provide a detailed narrative showing technical capability and understanding to provide management services for logistics and maritime operations in support pf projects and trials.
This includes providing flexible scheduling, quick reallocation and management of resources, rapid response, and timely coordination and communication with the Government personnel essential for Safety of Life at Sea (SOLAS) and the successful completion of missions.
o Vessel Services – Analyze the requirements in SOW Section 5.1; and provide a detailed narrative showing technical capability and understanding of providing maritime craft in support of the SFOMF projects and operations. This includes a detailed analysis of the technical capabilities and challenges to the craft and vessels listed.
o Diving Operations – Analyze the requirements in SOW Section 5.2; and provide a detailed narrative showing technical capability and understanding of the diving requirement in the SOW. This includes knowledge in underwater rigging, hand tools, power tools, underwater welding, non-destructive testing, inspection, cleaning, construction, repairs, salvage, underwater photography, and video.
o Weight Handling Equipment – Analyze the requirements in SOW Section 5.3;
and provide a detailed narrative showing technical capability and understanding of providing weight handling equipment. This includes a detailed analysis of the technical capabilities and challenges to providing cranes, multi-purpose machines, material handling equipment (MHE), construction equipment for working with suspended loads and rigging equipment.
o Waterfront Operations- Analyze the requirements in SOW Section 5.4; and provide a detailed narrative showing technical capability and understanding of providing supplies and services in support of SFOMF shore side operations including the apron, dock, cable landing station, pressure test lab, corrosion test lab, weather station, satellite, radar and communications tower, outdoor equipment and storage, HAZMAT storage, electronics storage, fabrication shop, machine shop, robotics lab, sensor lab, data acquisition lab, and the engineering lab.
o Offshore Operations - Analyze the requirements in SOW Section 5.5; and provide a detailed narrative showing technical capability and understanding of provide supplies and services in support of SFOMF offshore operations including surface and subsurface tracking, surface and subsurface test ranges, surface and subsurface communications, research ranges, scientific and experimental observatories, surface, seafloor, and water column infrastructure, cables, connectors, anchors, buoys, transceivers, multiplexors, pressure vessels, sensors, beacons, surface, and subsurface vehicles.
o Analyze the requirements in Sections 5.1 through 5.7 of the SOW; and identify common technical challenges that would be common in all listed environments.
Provide at least one solution to one of the challenges which demonstrates the appropriate engineering discipline(s) and familiarity with the requirement.
4.3.2 Subfactor 1B – Management Approach
Under this subfactor, the offeror shall provide information on the following areas described below:
4.3.2.1 Resources, Performance, Schedule, and Cost
The offeror shall provide information on its staffing resources for the tasks described in the SOW. The offeror shall address its ability to respond to workload fluctuations and to perform overlapping and separate tasks in a timely manner. A transition plan shall also be submitted, which describes the offeror’s strategy to engage in full performance within 30 calendar days from notice of award. Additionally, the offeror shall describe its ability to manage/monitor performance, schedule, and cost of effort performed under the contract. Areas of accountability for time, work, quality, and cost control shall also be addressed.
Furthermore, the offeror shall describe its ability to maintain a viable workforce for this requirement. Staff turnover and approach to retain qualified personnel resources shall be addressed, in addition to the offeror’s hiring process to fill vacancies in a timely manner to support the operational requirements of the SOW. Historical results of the offeror’s staff recruitment process shall also be provided, in terms of actual hiring cycle times from departure to onboarding of qualified resources. The contractor shall provide this level of detail for subcontractors proposed as well.
4.3.2.2 Organizational Structure, Responsibilities, and Relationships
The offeror shall describe the proposed organizational responsibilities and reporting structure (fold out pages may be utilized). A communication plan shall also be submitted, to include lines of communication and control including interfaces with the PCO, the COR, and the Code 7540 technical managers, so that the method of communication between working level project engineers and management personnel is understood.
4.3.2.3. Subcontract Management
The offeror shall discuss the use of proposed subcontractors and the extent of the subcontractor's involvement in the performance of the contract. The offeror shall identify the proposed subcontractor(s) and provide a description of the services it intends to subcontract, the type of subcontract, and its basis for selecting the subcontractor. For teaming and subcontractor arrangements, the offeror shall clearly describe the responsibility of each party and explain how and to what extent contract requirements, data, and schedules will be passed down. Additionally, the offeror shall describe in detail how it will manage its subcontractors to ensure their services are performed on time and within budget, and are of sufficient quality to enable the offeror to meet all contractual requirements. Descriptions shall include contractual arrangements, qualification requirements, selection processes, contingency plans, and management interactions, including performance feedback. Subcontractors proposed in the technical proposal shall be fully priced in the cost proposal to be considered in the evaluation. Subcontractors, if applicable, shall be accounted for consistently in both the cost and technical proposals.
Formalized teaming and subcontractor agreement(s) shall be provided under this subfactor, if applicable.
4.3.2.4. Risk Management
The offeror shall describe their risk management program for this effort. At a minimum, the offeror shall address its approach and method for:
a. Identification, assessment, and mitigation of contract risks through the application of internal risk reduction procedures. The offeror shall illustrate its ability to identify, document, and reduce risk in a process flow diagram.
b. Identification and analysis of alternative actions available, identification of the most promising alternatives, assignment of resources to reduce risks and risk factors, and planning for implementation of risk reduction.
c. Development of a plan of action to mitigate risk.
4.3.3 Subfactor 1C – Personnel Qualifications and Staffing Plan
4.3.3.1 Key Personnel
Key personnel are deemed essential to the performance of this effort and cannot be replaced without prior notice to the Government in accordance with Clause 5252.237-9106, Substitution of Personnel (Sep 1990). Under this effort, the following offeror personnel are considered key:
a. Program Manager
Required qualifications include:
Must have either a current or previously held Ships Master or Ships Engineer U.S. Coast Guard License.
A minimum of ten years' experience chartering commercial vessels including master time charters, shipyard services and vessel repairs, and commercial maritime mobilization and staging of ships for offshore projects.
A minimum of five years' experience with commercial diving operations and the coordination of commercial diving services.
A minimum of five years' experience with NAVFAC P-307 Management of Weight Handling Equipment, and shall have experience with Naval Ships' Technical Manual S9086-T4-STM-010 Chapter 589, and experience with the management of cranes and weight handling equipment.
The offeror shall provide resumes for each individual proposed to work under the Program Manager labor category. A minimum of one and a maximum of three resumes shall be submitted depending on whether the proposal contains one full time individual or up to three part time individuals to fulfill the hours under the FFP and CPFF surge CLINs. Each resume is limited to two pages and shall contain the following:
Name;
Current Employer;
Level of Current Security Clearance;
Citizenship;
Availability: State as a percentage of the full time equivalent. For proposal purposes, a full time equivalent is considered 1,920 hours. Note whether the individual is proposed or is working as a key person on another requirement and, if so, provide explanation as to how both requirements will be satisfied;
Work Experience: Provide directly related or similar work experience. Include job title, inclusive dates of employment (month/year), the employer, and a brief synopsis for each job listed on how the experience is directly related to the SOW and how experience for all criteria under the labor category is demonstrated;
For key personnel not currently under the offeror’s/subcontractor’s employment, the resume shall indicate “pending.” At a minimum, for any key personnel who do not currently work for the offeror/subcontractor, the offeror shall provide documentary evidence of the individual’s availability to support these requirements in the form of a signed “letter of intent” with an agreed upon start date. Only contingency hires with “letters of intent” will be considered in the evaluation. For follow-on efforts where the offeror is not the incumbent, a proposed plan to hire incumbent personnel is not acceptable without “letters of intent.”
Resumes for proposed key personnel employed by a subcontractor shall be included under this subfactor, with the present company affiliation clearly identified. All of the requirements of this section shall apply to the use of subcontractor personnel, as well as the prime contractor’s personnel.
4.3.3.2 Non-Key Personnel
While the submission of resumes is NOT required for Non-Key Personnel, all salient qualifications shall be documented. The offeror shall also provide information detailing the current employer, security clearance, licenses/certifications, education, and related work experience for Non-Key Personnel in Section J, Attachment 17.
The Non-Key personnel labor categories required are:
a. PM Assistant (Accounting, Reporting, Invoicing)
b. PM Assistant 2 (Shipping & Receiving, Logistics, Delivery Inspections)
4.3.3.3 Staffing Plan
The offeror shall provide a staffing plan of all proposed labor category personnel supporting each task area specified in the SOW.
a. Utilizing Section J, Attachment 7, the staffing plan shall contain the following (without cost):
Name;
Employer (Employee's Company Name);
Company Labor Category (Company Proposing);
Proposed Position;
Geographic Work Location;
Percent of total time dedicated to contract;
Number of labor hours proposed for each base and option year, in accordance with
Section J, Attachment 12;
SOW Task Area;
Key Personnel (Yes/No);
Years of Applicable Experience;
Security Clearance;
Citizenship; and Relevant Certification and Other Notes.
In the event the offeror has not identified a firm candidate for a proposed task area, include the word “pending” in lieu of an individual’s name. Offerors should attempt to minimize the number of proposed labor personnel for which candidates have not been identified. Offerors are cautioned that staffing plans for all proposed tasks must propose the same mix and amount of hours as that of the cost proposal. Any discrepancies are subject to technical and/or cost realism adjustments. Offerors are advised that any discrepancies between Section J, Attachments 7 and 8
(with the exception of the additional cost columns contained in Attachment (8) may render the offeror’s proposal unacceptable.
In addition, the table below provides an approximate distribution of personnel labor hours to be performed at Government versus contractor facilities. While offerors can deviate from the recommended distribution during performance, for proposal purposes, offerors shall price all direct labor hours as on-site at the Government’s facility, or 100%.
b. To accompany Section J, Attachment (8), the offeror’s staffing plan shall include a narrative identifying the overall labor mixes proposed, anticipated assignment/responsibilities for tasks identified in the SOW, how the proposed key personnel contribute to meeting the SOW requirements, and any assumptions/rationale related to the allocation of labor mixes.
