MATSS Solicitation N00167-18-Q-0011

Questions and Answers

Question 1: Will the ship provide a drawing for the nonskid layout?

Answer 1: Yes. Drawing MATSS-SK-01-02-01 is incorporated in the amended solicitation and is referenced in the updated version of the PWS and

Attachment 2 (List of Drawings).

Question 2: Will the vessel be able to shut down for 4-5 days so that the shipyard can dry abrasive sandblast the UW hull and Freeboard without having interior contamination?

Answer 2: It is acceptable to shut down the vessel access for 4-5 days so that the shipyard can dry abrasive sandblast the UW hull and Freeboard without having interior contamination.

Question 3: Will the contractor have to remove all the bolted down equipment from the deck (i.e. Gang boxes, seat and brackets) or will the Ship's Force accomplish the removal / reinstallation of the equipment?

Answer 3: The contractor is responsible for removing, storing, and reinstalling equipment necessary for accomplishing tasking, per Paragraph

01.3.1 of Attachment 1.

Question 4: It appears that the vessel was drydocked in 2008. Is it on a 10 year drydocking cycle?

Answer 4: Vessel was in dry dock in 2006 and 2012. We are on a 6 year cycle.

Question 5: In regards to Attachment 4 (Price Summary), please explain what goes into the Labor Category(s) column and is there a column missing for labor costs?

Answer 5: The labor category column should include the labor categories used per work item with anticipated hours per labor category. The total price for the labor for the work item should be listed under the labor cost column. The material costs column should include the materials purchased and the costs associated with the materials. The total price column should include the total for the entire work item including labor, materials and profit.

Question 6: The specifications contain many Work Items that have NAVSEA

Standard Item 009-09 as a reference and in most cases the specs says to follow all references. This Standard Item is for the development and implementation of a Process Control Procedure for the work requirements of the Work Item. This Standard Item is normally used by the Navy for a select few critical systems on a vessel for which extra oversight (at additional cost) is desired such as propulsion shafting. Recommended that the NAVSEA

Standard Item 009-09 be removed from all Work Items in which it is referenced. The critical coating work in the preservation Items already has the additional oversight in the NAVSEA Standard Item 009-32 and any SSPC QP-1 certified contractor will have the OQE for the preservation work accomplished.

Answer 6: NAVSEA has determined that the additional cost of invoking NSI

009-09 is justified for most work items. After review of the work items invoking NSI 009-09, NAVSEA concurs with removing the requirement from Work

Items 22-25 (primary and emergency to systems removals, storage, replacements, and reinstallations).

Questions and Answers

Question 7: Why is the Government looking for a docking plan in Work Item 03 when a Docking Plan is referenced (03.2e)?

Answer 7: The previously developed docking plan was provided by NAVSEA as reference only. The winning bidder is expected to develop and verify the adequacy of the docking plan they will use. If the developed docking plan is the same as the provided, it is expected that the contractor has independently verified that it is sufficient for the tasking that they are on contract to accomplish.
