04.3.2 The contractor shall provide, set, and align the blocks in accordance with blocking specifications established in the approved Docking Plan. The vessel shall be initially set in blocking position one. The contractor shall ensure that proper clearance is allowed for the sea chest shroud and that the shroud is accessible and unobstructed.

04.3.3 The contractor shall hold a pre-docking conference prior to the drydocking of the vessel. The time and place shall be determined at a later date. The pre-docking conference shall be attended by the contractor’s dock master, the vessel’s chief engineer, and representatives from the Naval Surface Warfare

Center and the Pacific Missile Range Facility. Additional contractor personnel may be requested to attend to supply further information in specific areas. The contractor shall provide the following information: the drydocking schedule, an overview of the docking plan, the tug and pilot arrangements, line handling procedures, weight control procedures, electrical shore power plan, electrical grounding plan, the ship’s force responsibility, a review of all other procedures in place which are not listed, and an outline of all other services supplied. The contractor shall notify the U.S. Navy Representative and the vessel’s chief engineer as early as possible prior to making schedule changes from the presented plan.

04.3.4 Docking and undocking of the MATSS platform on the blocks shall be witnessed by the vessel’s chief engineer and the U.S. Navy representative, unless specifically waived in writing.

04.3.5 Upon completion of the vessel docking, the contractor shall inspect the blocking to ensure proper positioning and contact with the hull. The contractor shall correct deficiencies and furnish written inspection reports to the U.S.

Navy Representative and the vessel’s chief engineer within three (3) days.

04.3.6 Two (2) static ground connections shall be made to the MATSS platform prior to the vessel coming completely out of the water (i.e., the connection shall be made while at least one foot of water remains above the keel). The connections shall be made using static ground leads which are connected at

MATSS IX524 12

07 November 2017 the other end to the positive ground on the drydock provided for this purpose.

One connection shall be made at the stern of the MATSS platform and the other at the bow. The contractor shall clean the surfaces of the connectors, the cables, and the point of contact to bare metal immediately prior to making the connections, which shall be done using bolted lugs or clamps. The contractor shall also ensure there is a positive ground and tighten all clamps and lugs.

The ship’s chief engineer or designated representative shall approve the connection method and location of the static ground location on the vessel prior to the connection being made. The contractor shall re-inspect static ground connections after any vessel movement.

04.3.7 Maintain the watertight integrity of the vessel in accordance with reference

04.2a. The contractor shall have the responsibility for securing each compartment to minimize the potential damage when the area of the shell plate or hull opening makes the installation of temporary closures impracticable. When hull penetrations are opened by removal of valves, piping, flanges, transducers, etc., the contractor shall install the correct hard blank as soon as possible to preclude inadvertent flooding and subsequent damage to the vessel.

04.3.8 The contractor shall hold a conference prior to undocking MATSS on the blocks. The conference shall be attended by the contractor’s dock master, the vessel’s chief engineer, and representatives from the Naval Surface Warfare

Center and the Pacific Missile Range Facility. Additional contractor personnel may be requested to attend to supply further information in specific areas. The contractor shall provide the following information: proposed dates and times of undocking for Government approval; review of all sea valves, sea chests and other below the deep (maximum) load line hull penetrations, inspections and testing conducted; review the undocking, the tug arrangements, pilot arrangements, line handling procedures, weight control procedures, shore power disconnects, static ground disconnects, and the ship’s force responsibility; all other procedures in place which are not listed; and outline all other services supplied.

04.3.9 During undocking the dry-dock shall cease being flooded or if on a marine rail system the vessel will be stopped after the hull penetration and hull repairs are submerged, but before the vessel lifts off the blocks. Prior to continuing, all work shall be visually inspected for water tight integrity by the contractor with the vessel’s chief engineer and a U.S. Navy representative present. The vessel may continue to be undocked after all three parties agree that the work is satisfactory. If repairs or rework is needed, the vessel shall be brought back in dry-dock for repair unless specifically waived by the U.S. Navy representative in writing.

04.3.10 The contractor shall ensure that the dock and vessel’s deck are free of trash, debris and any other materials that may cause contamination of the harbor prior to undocking the vessel.
