1. Q: What is the reason for the re‐solicitation?

A: There are several reasons why the original solicitation (no. N00167‐17‐T‐0019) was canceled and re‐released as the present solicitation, including that the original solicitation did not adequately define the Government's minimum requirements.

2. Q: Please confirm that “Any quote that does not meet each of the specifications listed in Table 5 will be deemed technically unacceptable and unacceptable for award” also includes lead time, delivery date of August 11, 2017.

A: Yes, a quote that does not offer a delivery date of August 11, 2017 (or earlier) will be considered technically unacceptable.

3. Q: Please confirm that this solicitation is a 100% Small Business Set‐aside.

A: Confirmed that this solicitation is a 100% Small Business Set‐aside. Only quotes received from offerors that are small businesses under the applicable NAICS code (333923; size standard 1,250 employees) will be evaluated and considered for award.

4. Q: Do the questions and answers from the prior solicitations still apply?

A: The questions and answers from the prior solicitation do not apply as this is a new solicitation.

5. Q: When is quote due?

A: The quote is due 3/13/2017 by 4:00 PM EST.

6. Q: What ambient temperatures can we expect during start‐up and operations?

A: Operation in a marine environment in Ketchikan, Alaska includes expected ambient temperatures ranging from ‐5° to 30° C during start‐up and operations.

7. Q: The anchor winch will be extremely wide due to storage capacity and layer limitations.

(a) Can it be fabricated where as it can be broken down for transport and lift, such as the power unit being separated from winch for transport?

(b) Can it be totally separate with quick connects at hosing and electrical feeds.

A: (a) Yes, an anchor winch that is fabricated to allow the unit to be broken down for transportation and lifting, with a power unit that may be separated from the winch for transport is acceptable, provided that all pieces can be mounted on a single foundation for lifting, handling and installation, and that the final assembly meets all of the requirements in RFQ Section B, paragraph 2.1 [now paragraph 3.1]. During shipment, the assembly can be broken down as long as it will be re-assembled on a single consolidated foundation.

(b) Yes, the anchor winch may be totally separate with quick connects at hosing and electrical feeds, so long as the final assembly meets all of the requirements in RFQ Section B, paragraph 3.1.

8. Q: The positioning winch spec mentions constant tension and tension limiting by the operator. Are these the same functionality? Or as defined below?

A) Static tension whereas the operator only limits what the winch can pull with a knob.

In this case the operator would have total control over line speed with a joystick and a line tension cap provided through a knob. Over hauling would limited.

B) Is it a true dynamic constant tension whereas the load cell provides an input to the system and the system automatically hauls in and pays out the winch to maintain a desired rope tension? Under these circumstances in most cases the line speed would not be controlled by the operator. If the winch is below tension setting it would retrieve or payout line as fast as possible until the desired tension is achieved.

(a) If the answer is "B" a PLC control system could be required. Is this acceptable and if so is AC power available?

(b) What accuracy of constant line tension would be required?

A: (a) The answer is "B" above. A PLC control system is acceptable, provided that its operations are incorporated into the local winch control station (see RFQ Section A, paragraph 3.2.4). AC power will be available to provide power for electronics, but not to provide primary power to the winch (see RFQ Section A, paragraph 3.2.1). The Government can provide AC power to power the PLC control system, if the PLC control system requires a power source other than the positioning winch’s diesel engine.

(b) As noted in the RFQ (Section A, paragraph 3.2.4), the positioning winch’s controls shall allow for the winch to be configured to maintain a constant line tension at an operator-adjusted tension setting. For the control station’s constant line tension reading, accuracy of plus or minus 10% (or better) of the displayed reading is required.

9. Q: Regarding the level wind being capable of spooling two rope sizes. Is changing a sprocket an acceptable means to meet this requirement or would a drive ratio that falls between the two sizes acceptable?

A: Yes, changing a sprocket is an acceptable means to meet this requirement.

10. Q: For the position winches, maximum speeds for pay in and pay out are 100 and 300 ft/min respectively. Can we assume that the higher speed payout is for line handling and not to be performed under full load? This will significantly reduce the cost and size of the system.

A: Yes, offerors may assume that the higher speed payout is for line handling and not to be performed under full load.

11. Q: Similarly for the anchor winch can you confirm whether the 100 ft/min speed is required at maximum linepull? Typically for class standards (Lloyd's, abs, DnV) 30 ft/min is required at full load. We could offer a dual speed winch with 100 ft/min at reduced load if that is acceptable.

A: The 100 ft/min is not required at full load but is expected at about 50% load.

12. Q: Is the intent to have separate diesel power units for each winch, 4 total?

A:Yes, each winch will have its own diesel power unit.

13. Q: The current amendment # 2 and also # 1 are using the same line number for description of the specifications. For example, positioning winch power is 3.2.1 and anchor winch power is using the same numbering system (3.2.1) but has different specifications. Should this be numbered differently?

A: The paragraph numbering reflected in the previous amendment (Amendment 2) was correct. The specifications are divided into four sections (Sections A - D), and the paragraph numbering begins anew in each Section. Therefore, in the example provided, positioning winch power requirements are specified in Section A, paragraph 3.2.1, while anchor winch power requirements are specified in Section B, paragraph 3.2.1. Table 5, in Section D, follows this Section and Paragraph numbering paradigm as well, and the Section (A, B, or C) is indicated above the "Specification Section" heading for each Section in Table 5.

Please note that there was an error in Table 5 as it appeared in Amendment 2, in that the Section C specifications are repeated in Table 5. This error is corrected by this amendment (Amendment 3).

14. Q: Please confirm the only requirement for this solicitation to be classified as a small business is to have less than 1250 employees.

A: The Government cannot confirm as stated. For the purposes of this solicitation, an offeror must meet all of the applicable U.S. Small Business Administration (SBA) requirements for a small business concern (under NAICS code 333923, the NAICS code applicable to this procurement), as set forth in the SBA's regulations at 13 C.F.R. Part 121.

15. Q: If we are a Canadian based company are we eligible to bid for this contract?

A: The Government will not advise individual offerors or concerns as to their eligibility to bid for this contract. The Government does note, however, that it is unaware of any authority that would restrict an entity's elibigibility for an award for this specific solicitation based solely on the fact that the entity is based in Canada.

Additionally, the Government hereby notifies potential offerors of the percentages that may be invoiced for each CLIN:

CLINs 0001 and 0002 shall be no more than 5% each of the total value of the contract.

CLINs 0003 and 0004 shall be no more than 10% each of the total value of the contract.

CLINs 0005, 0006, and 0007 shall be priced as necessary.

The RFQ has been revised to correct errors in the Section/Paragraph numbering. The RFQ has also been revised to remove the duplicated rows of Section C listed in Table 5.

The Government has received a comment regarding difficulty opening solicitation documents.

Specifications

Document Overview

This document details the specifications for the design and fabrication of positioning winches and an anchor winch. These winches will be used in the Operation and Maintenance of the Southeast Alaska Acoustic Measurement Facility (SEAFAC) located in Ketchikan, AK on Behm Canal. These specifications are comprised of four sections, as follows:

A. Positioning Winch Specification for Three Point Mooring System

1. Purpose

This specification is for the design and fabrication of three positioning winches.

The winches will be used SEAFAC as part of the Operation and Maintenance program. The positioning winches are part of a three point mooring positioning system for a barge during the handling of underwater equipment.

2. General

The winches will be used in a marine environment in Ketchikan, Alaska. The winches shall be designed, fabricated, and tested to DNV GL Rules, Reference (A), or to an equivalent classification society. Factory Acceptance Testing (FAT) shall be completed and accepted per approved FAT plans (two FAT plans shall be delivered to the Government; a preliminary FAT plan and a final FAT plan. See Section C.1, Tables 1 and 2) CDRL 0001 before the winches are delivered to the Government. The contractor shall also provide a preliminary and final list of recommended spare parts to maintain on hand for the operation and maintenance of the winches (spare parts list) CDRL 0002, and preliminary and final winch operations and maintenance manuals CDRL 0003.

The positioning winches will be part of a barge positioning system which is used on a temporary basis. A winch (specified in Section B, below) will be used for anchor handling, and three positioning winches (specified below) will be used for positioning. The positioning winches will be connected to a surface float and will not be used for anchor handling.

All winches shall be delivered FOB: Alaska Marine Lines (AML), Seattle, WA

The winches are required to be delivered to AML for barge departure to Ketchikan, Alaska on (or before) August 11, 2017.

3. Positioning Winch

3.1. Positioning Winch Configuration

The positioning winch is not an anchor handling winch. The positioning winch shall include the following:

1. Levelwind

2. Diesel Engine Power with hydraulically driven winch drum

3. Control System

4. Support frame work and foundation.

5. Lifting and handling components

6. Line tension and payout monitoring and control

7. Powered payout capability

Foundations shall be designed and fabricated to support associated equipment and hardware. The positioning winches shall be self-supporting on a foundation that can be bolted to a fabricated foundation on the barge. The framework shall have lifting pad eyes. The positioning winches shall be designed for the marine environment. Equipment shall have an appropriate coating system.

Fasteners shall be selected to allow easy assembly and disassembly in the marine environment.

The positioning winches shall have a brake that can only be operated when power is available to the winch, and the brake shall be automatically set when the power is secured.

3.2. Positioning Winch Design

3.2.1. Winch Power

A diesel engine shall be the primary power source. The engine shall be battery start. The battery shall be sized for at least six cold starts. The engine shall be Tier 3 marine rated. The winch drum shall be hydraulically powered.

The engine shall be able to run for at least 12 hours without refueling. The full drum line pull shall be 18,000 pounds. The bare drum pay-in line speed shall be 100 feet per minute minimum with variable speed control, and the bare drum payout line speed shall be 300 feet per minute minimum with variable speed control.

3.2.2. Winch Drum

The winch shall be designed for 3,000 feet of one inch Dynice Winch Warp line made by Hampidjan (or equivalent). The Dynice line shall have a minimum D/d ratio of 20. The number of layers shall not exceed seven. The winch drum shall have a freeboard of two inches. The line shall be connected to a clamp on the outside of the flange. Note: The Dynice line shall be terminated with a thimbled eye splice, which shall pass through the flange.

The Dynice line wraps tighter than wire rope, resulting in higher stresses in the drum core and flange. The

Contractor’s preliminary and final winch designs shall include calculations for the design of the winch drum showing the stress, strain, and displacement of the drum during its highest loading.

3.2.3. Levelwind

The winch shall be equipped with a levelwind. For design purposes, assume the minimum distance from the levelwind to the first sheave is 20 feet. The levelwind will be operated with either a 0.875 inch or a 1.000 inch diameter line and shall be designed to accommodate both sizes. The levelwind shall be designed to allow a thimbled eye to pass through, which may be accomplished by either staggering the rollers or via a quick dis-assembly procedure.

3.2.4. Controls

The winch shall have a local control station. The control station shall contain all of the engine and hydraulic instruments necessary to safely operate the winch. The diesel engine start/stop and winch controls shall be located at the control station.

The winch controls shall be electrical. The controls shall allow for:

1. Setting the maximum line tension for the winch.

2. Configuring the winch to maintain a constant line tension at an operator-adjusted tension setting.

3. Controlling the haul-in and payout speed of the line.

The winch control station shall also include the tension and line payout controls. The control station shall be designed to be operated from a seated position.

B. Anchor Winch Specification for Three Point Mooring System

This specification is for the design and fabrication of one anchor handling winch. The winch will be used at the SEAFAC as part of the Operation and Maintenance program. The anchor winch is part of a three point mooring positioning system for a barge during the handling of underwater equipment.

2. General

The anchor winch will be used in a marine environment in Ketchikan, Alaska. The anchor winch shall be designed and fabricated to DNV GL Rules, Reference (A), or to an equivalent classification society.

FAT shall be completed and accepted per approved FAT plans (two FAT plans shall be delivered to the Government; a preliminary FAT plan and a final FAT plan. See Section C.1, Tables 1 and 2) (CDRL 0001) before the winch is delivered to the Government. The contractor shall also provide a preliminary and final list of recommended spare parts to maintain on hand for the operation and maintenance of the winch (spare parts list) (CDRL 0002), and preliminary and final winch operations and maintenance manuals (CDRL 0003).

The anchor winch will be part of a barge positioning system which is used on a temporary basis. The anchor winch will be used for anchor handling, and three other winches (specified in Section A, above) will be used for positioning only.

The winch shall be delivered FOB: AML, Seattle, WA

The winch is required to be delivered to AML for barge departure to Ketchikan, Alaska on (or before) August 11, 2017

3. Anchor Winch

3.1. Anchor Winch Configuration

The winch shall include the following:

The number of layers shall not exceed seven. The winch drum shall have a freeboard of three inches. The Dynice line shall be connected to a clamp on the outside of the flange. Any exceptions to deliverables shall be identified in the quote provided in response to this RFQ.

Table 5, below, lists requirements to be addressed in quotes provided in response to this RFQ. All quotes will be evaluated for their compliance with each of the requirements listed in Table 5. Quotes that propose alternative requirements or that fail to specifically address all requirements in Table 5 may be considered non-responsive and technically unacceptable for award. All quotes must include a filled-in copy of Table 5, indicating where in the quote each of the Specification requirements are addressed.
