SUMMARY OF CHANGES
SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
The following have been modified:
PROPOSAL REQUIREMENTS
PROPOSAL PREPARATION REQUIREMENT
It is requested that offerors prepare their proposals in accordance with the following organization, content and format requirements to assist the Government in making a complete and thorough evaluation of all proposals.
Proposals shall be submitted as three separate documents, as follows:
Documents Original Copies Solicitation, Offer and Award Document (SF-33) 1 1 Resumes 1 ` 0 Cost Proposal 1 2
The “originals” shall be clearly identified as the “ORIGINAL”, and bear the original signature(s) of the offeror. The “copies” shall be complete and clearly identified as “COPY” or “DUPLICATE”. The proposed documents SHALL NOT be embellished with any cover or binding. The copies of the technical proposal shall be printed doubled-sided.
In order to facilitate the evaluation process, it is requested that offerors also submit their cost proposal spreadsheets on compact disk (in addition to the hard copy requirements stated above). It is requested that spreadsheet files be compatible with Microsoft Windows and/or Microsoft Office Excel 2010. The submission of files on compact disk in no way relinquishes the offeror’s responsibility to provide hard copies of the cost proposal.
(1) SOLICITATION, OFFER AND AWARD DOCUMENTS (SF-33 RFP)
This document, which may be used as part of the contract award document, shall be fully executed and returned as a separate document from the technical and cost proposals. Special attention should be taken to accurately enter the prices required in Section B, complete all Representations and Certifications in Section K and ensure that an authorized person signs the offer in Block 17 of Page 1.
The document SHALL NOT be embellished with any cover or binding. If the offeror makes any qualifications to any provisions in the RFP, all such qualifications shall be listed in a cover letter to the proposal. Qualifications may also be annotated on the Solicitation, Offer and Award document, if such annotation is necessary to clarify the qualifications.
(2) RESUMES
The performance of this contract is based on a five year period of performance. Offerors shall base their cost proposal on the following labor categories and hours per year.
KEY PERSONNEL Hours Minimum Number of Resumes Level 6 Civil Engineer (Principal) 2240 1 Level 5 Civil Engineer (Senior) 2940 1 Level 4 Civil Engineer 3350 1 Level 6 Mechanical Engineer 3050 1 Level 5 Mechanical Engineer 4600 1 Level 4 Mechanical Engineer 5400 1
Level 3 Mechanical Engineer 5400 1
NON-KEY PERSONNEL
Level 2 Mechanical Engineer 4800 Level 1 Mechanical Engineer 4800
Resumes are required to be submitted for all key personnel to be assigned to the proposed contract, with the minimum number of resumes per category listed above. Although resumes are not required for non-key labor categories, offerors shall provide a statement in their proposal that they have the personnel during the next five (5) years who meet the stated requirements identified in Section C of the “Statement of Work”.
Resumes shall include the relevant qualifications, background and experience for all such key personnel in sufficient detail to demonstrate the capability of such personnel to accomplish the work described in the Statement of Work.
The work history of each key person should contain experience directly related to the tasks and functions he/she is intended to perform under the proposed contract. Resumes provided for individuals under this effort shall include the following:
1. Name of Proposed Employees
2. Education Background
3. Employment History (Clearly Identify Employer and Dates of Employment)
4. Experience Applicable to Proposed Position (Expressed in number of years)
5. Direct relevance of experiences to Section C of the “Statement of Work”
6. Current employment Status with Offeror (provide signed letter or intent if not currently employed with the offeror)
7. Current Security Clearance Level
Offerors shall indicate limitations on the availability of any proposed personnel, if any. If a proposed individual is currently employed by the offeror, the offeror shall discuss how they intend to cover the personnel requirements on this requirement, as well as any other contract(s) for which the proposed personnel are assigned, and indicate their availability (to work on this requirement) and their tenure. If the individual is not currently employed by the offeror, explain the rational for proposing that person and include their letter of intent.
A summary table shall also be provided to indicate personnel qualifications and experience.
Note: If subcontractors are to be used, resumes of the key personnel shall be included in this section, with the present company affiliation clearly identified. All of the requirements of this section shall apply to the use of subcontractor personnel, as well as the prime contractor’s personnel.
SECURITY
During performance of task orders the contractor may have access to information classified to the level of SECRET, as indicated on the attached DD 254, Contract Security Classification Specification. Therefore, offerors must have personnel proposed work on the contract cleared at that level. Accordingly, the existence of a Secret security clearance for the offeror’s proposed key personnel shall be addressed in the resumes.
Key personnel must possess a SECRET clearance and have the need to know to be assigned duties associated with the handling of classified information on this contract. Therefore, Key personnel without a clearance will neither be briefed nor involved in classified work. Their duties will concentrate on and remain unclassified. Non-key personnel capable of obtaining and maintaining a CONFIDENTIAL clearance will work on “CONFIDENTIAL materials only”. Non-key personnel who do not possess a CONFIDENTIAL clearance will work on unclassified information, only.
The personnel will be evaluated on the specific experience and requirements relative to Section C “Statement of Work.” The persons proposed for non-key labor categories must meet the qualification in Attachment 6
“Personnel Requirements”. The offeror shall certify in the technical proposal that all individuals proposed for this contract meet the requirements in Attachment 6 “Personnel Requirements”.
(3) COST PROPOSAL
To assist the Government in determining cost reasonableness/realism for this effort, the offeror shall provide sufficient detailed cost information with the proposal to make this determination. Offerors shall provide a complete breakout of all labor costs (i.e. overhead, G&A, FCCM, and fee). In addition, the offeror shall specify what indirect expenses are being applied to the Government specified support costs.
Any inconsistency, whether real or apparent between promised performance and cost or price should be explained in the proposal. Any significant inconsistency, if unexplained, raises a fundamental issue of the understanding of the nature and scope of work required and financial ability to perform the contract and may be grounds for rejection of the offer.
The burden of proof as to cost credibility rests with the offeror.
The Cost proposal should be submitted by using FAR 15.408 Table 15-2 – Instructions for Submitting Cost/Price Proposal When Cost or Pricing Data Are Required
