DRAFT STATEMENT OF WORK
BACKGROUND
The Naval Surface Warfare Center, Carderock Division (NSWCCD), Survivability and Weapons Effects Department (Code 66) is responsible for theoretical and applied research efforts to extend the understanding of the response of US Navy platforms to threat weapon engagements. These engagements include underwater explosions (UNDEX) and airborne explosions (AIREX). Modeling & Simulation (M&S) of UNDEX and AIREX events is a major part of this mission and requires unique software applications and expertise.
OBJECTIVE
The contractor shall provide scientific and technical services with experts in UNDEX and AIREX analysis of undersea and surface vessels with specialized software codes, including, but not limited to, Analysis, Design, Qualification UNDEX Event Selection (ADQUES) Far-field Underwater Shock Environment (FUSE), Model Checker (MODCHK), Nuclear, Far-field Underwater Shock Environment (NUC_FUSE) and PC Elastic-Plastic Shell Analysis (PCEPSA). Additionally, the contractor shall provide scientific and technical software development experts supporting the development of Navy Enhanced Sierra Mechanics (NESM) in general and the Navy Energetic Modeling Oracle (NEMO) component of NESM in particular. The contractor shall also provide support to planning, analyses, and software development efforts related to shock testing including expertise related to employing seismic air-guns as an alternative energy source for UNDEX testing. The technical areas in this contract shall include comprehensive software development and enhancement, finite element model construction, numerical model review and checking, software applications training, and data analysis and mining in order to support vulnerability design processes for multiple Navy platforms.
SCOPE OF WORK
The contractor shall provide services, facilities and expertise essential to successfully perform specific tasks within the following general task areas as specified on individual task areas.
Develop algorithms and source code modules for NESM and NEMO for the analysis of the effect of UNDEX and AIREX loading on US Navy platforms.
Support the configuration management and software engineering documentation for NESM and NEMO.
Maintain modern and robust software source code and provide upgrades, enhancements and advanced features for UNDEX Shock application unique software codes including ADQUES, FUSE, MODCK, NUC-FUSE and PCEPSA.
Develop relevant software application training courses with detailed theory and users manuals, PowerPoint presentations and simple and complex example problems.
Conduct the developed software application training for NSWCCD personnel at NSWCCD and/or the contractor’s facility, within specified timeframes.
Evaluate numerical models, developed by design yard or government personnel for accuracy and applicability to shock design and qualification processes.
Develop appropriately defined finite element models of scale model test machines and vehicles, submersible test vehicles, submarines, submersibles and surface ships.
Conduct computational UNDEX and/or AIREX analyses of scale model test machines and vehicles, submersible test vehicles, submarines, submersibles and surface ships.
Conduct data analyses and mining on both physical measurements obtained from Weapons Effects Testing (WET) and computational data.
Provide support to planning and analysis efforts on the use of seismic air-guns as an alternative energy source for shock testing and full ship shock trials Provide support and technical guidance to full ship shock trial planning efforts Develop and conduct training related to shock qualification of shipboard systems including training on UNDEX theory and methods of analyzing ship and equipment responses to underwater explosion shock Provide support to MIL-S-901D shock qualification efforts for shipboard equipment including generation of ship and equipment finite element models, review of technical analyses and reports, and performing finite element analyses.
