REQUEST FOR INFORMATION (RFI)
N00167-15-T-0093
THIS REQUEST FOR INFORMATION (RFI) NOTICE is being issued by the Department of the Navy, Naval Surface Warfare Center, Carderock Division (NSWCCD). NSWCCD has a requirement to procure portable machinery vibration analyzers and hardware accessories. It is the Government's intention to procure these portable machinery vibration analyzers and accessories utilizing other than full and open competition, from Crystal Instruments in accordance with FAR 6.302-1. Only Crystal Instrument’s CoCo-80 portable machinery vibration analyzers meet the Government's requirements without substantial duplication of costs to the Government that are not expected to be recovered through competition.
NSWCCD is currently using Crystal Instrument’s CoCo-80 system which was previously procured using full and open competition under contract N00167-11-D-0010. The previous procurement was a small business set-aside.
NSWCCD owns and maintains expert system software that is external to the CoCo-80 system. This software is used to process vibration data and generate messages that are issued to the fleet. It has taken over three years to create an application program interface (API) that will allow the data collected from the CoCo-80 to be loaded into the NSWC expert system software. Therefore, only the requested material will permit continued operation of the existing data acquisition and analysis system while expanding capability to acquire submarine structureborne data. If the same system is not procured, the submarine vibration data acquisition and analysis system will eventually have to be replaced, resulting in research and procurement costs that could exceed $1M. This cost is based on the amount of labor that was funded to create and test the API to allow data to be transferred between the CoCo-80 and the NSWC Expert system software, and the cost to replace the existing CoCo-80 units if another portable machinery vibration analyzer was procured.
NSWCCD intends to issue a solicitation to Crystal Instruments to meet mission requirements. Prior to issuing a sole source solicitation, NSWCCD is requesting information in order to make an informed determination regarding procurement strategy. A copy of the DRAFT Statement of Work (SOW) is attached.
SUBMISSION OF RESPONSES: Responses shall include specific details regarding the ability to provide the required portable machinery vibration analyzers to meet the needs of the Government. Responses shall discuss how your product will meet the requirements found in the SOW.
Responses are not to exceed 10 pages in length. Responses shall be in electronic format. A cover page for the response shall be included. The cover page shall include the company name, address, CAGE Code, Business Size Status for the North American Industry Classification System (NAICS) code of this RFI and points of contact (names, email, and telephone numbers) at a minimum. The cover page is not considered in the total page count.
NSWCCD will accept only electronic unclassified submission of responses. Responses shall be sent to Heather Valiga at heather.valiga@navy.mil with the subject line "RFI N00167-15-T-0093." All responses shall be unclassified and submitted by no later than 1700 on 24 August 2015.
