About this file

This is a Salient Characteristics document outlining the scope of work for ongoing maintenance services on shipping containers at Naval Surface Warfare Center (Crane). The work encompasses eight phases: Phase 1 involves project planning and mobilization with development of detailed work plans and container coordination; Phase 2 requires removal of Carboline thermal insulation coatings using chemical disbonder (8512) applied at 20 wet mils with 12-18 hour reaction time, followed by moisture-cure polyurethane encapsulation to prevent re-oxidation; Phase 3 specifies surface preparation through power washing, salt removal, and abrasive blasting to achieve appropriate SSPC surface profiles with temporary protection until coating application; Phase 4 calls for application of Rust Grip moisture-cure polyurethane encapsulation coating (SSPC Paint 41) to penetrate rusted metal and lock out moisture.

Phases 5 through 8 detail application of Super-Therm water-based ceramic thermal coating (blocking 96.1% of solar heat), Enamo-Grip two-component aliphatic polyurethane enamel in Desert Tan FED-STD-595 color as a topcoat, replacement of exterior decals and lettering to match existing specifications, and final quality inspection per ISO 9001:2015 standards with secure return shipping. The associated solicitation N00164-27-Q-0013 is a small business set-aside (100% small business requirement) issued by the Department of the Navy Naval Sea Systems Command with a closing date of 10 November 2026 at 4:00 PM Eastern Time. Quotes must be submitted via email to trista.m.ray.civ@us.navy.mil and must include all required materials, labor, and handling in accordance with these salient characteristics. Contractors must be registered in SAM prior to submission.

Salient Characteristics Phase 1 Project Planning & Mobilization

1. Develop detailed work plan, schedule, and tasks upon request.

2. Coordinate delivery/receipt of containers at a secure facility.

Phase 2 Carboline Removal – Coating Disbonder 8512

1. Chemical Coating Disbonder and manual removal techniques suitable for Carboline thermal insulation coatings on steel. Containment systems will capture all residues.

2. Apply Disbonder by spray, brush, roll, or a combination thereof at 20 wet mils to the surface with reaction time of between 12 hours to 18 hours. Multiple coats may be required for complete removal of the coating. Alternatively, a surface heat source and manual scraping will be used as well. A moisture-cure polyurethane encapsulation coating will be applied immediately to prevent re-oxidation.

3. Collection, handling, and disposal: All waste will be collected and disposed of in full compliance with EPA, state, and local environmental regulations.

Phase 3 Surface Preparation (All Walls and Roof)

1. Power washing/salt removal, mechanical and /or abrasive blasting to achieve appropriate SSPC surface profile for adhesion, rust/oxide removal and repair.

2. Prepared surfaces will be protected from contamination/corrosion until coating application (e.g., temporary primers or controlled environment).

Phase 4 Rust Grip Surface Coating Application

1. An advanced, moisture-cure polyurethane encapsulation coating often categorized under SSPC Paint 41 specifications. It is specifically designed to penetrate rusted metal, lock out moisture, and encapsulate existing surface materials. Instead of acting merely as a surface-level primer, it acts as a penetrating solvent. It travels deep into metal pores and existing rust, swelling to block moisture and oxygen from causing further degradation.

2. Spray or manual application (airless or conventional) in controlled conditions but can be applied in exterior environments as well.

Phase 5 Super-Therm Thermal Roof Shield Application

1. Super-Therm high-performance, water-based ceramic coating originally developed with NASA technology that acts as a thermal shield. It blocks 96.1% of total solar heat (including UV, visible, and infrared radiation) before it ever enters a structure. A water-borne combination of high-performance aliphatic acrylics, self-crosslinking and resin additives which produces a tough, yet flexible coating film. Designed for performance and durability, Super-Therm contains 4 unique ceramics to block heat gain into the surface upon which the coating film is applied. Super-Therm resists 95% of Solar heat blocking Visual Light, Ultraviolet (UV), and Infrared (IR). Super-Therm is a flexible membrane with low permeability that can greatly reduce expansion and contraction of a roof and prevent corrosion and surface deterioration.

2. Spray or manual application (airless or conventional) in controlled conditions but can be applied in exterior environments as well.

Phase 6 Enamo-Grip Application for Desert Tan FED-STD-595 coloration

1. Enamo Grip is an industrial-grade, two-component aliphatic polyurethane enamel designed to provide extreme protection against water, chemicals, UV rays, and impact. It cures into a hard, high-gloss, finish that can be custom-tinted to Fed-Std-595 Desert Tan.

2. When applied to metals, it is typically used as a protective topcoat over Rust Grip.

3. Offers outstanding resistance to scuffing, solvents, acids, and salt spray, making it highly effective in marine and harsh industrial environments.

4. A two-part mix compound with application via brush, roller, or airless sprayer.

Phase 7 Container Identifications

1. Replace and install all new outdoor/exterior decals to match existing.

2. Paint all new lettering, lift points, weights, etc. to match existing.

Phase 8 Inspection and Return

1. Final quality inspection assurance per ISO 9001:2015 standards.

2. Secure return shipping coordination.
