Statement of Work Summary: NSWC Baghouse Inspection, Repairs, and Preventative Maintenance
This Statement of Work (SOW) dated August 17, 2026, establishes requirements for inspection, repairs, and preventative maintenance services for three baghouses at Naval Surface Warfare Center (NSWC) Crane in Indiana. The contractor must service Building 366 (Mikropul Nederman 500S-12 TRH C, Serial #870183) and Building 365 (Camfil Gold Series X FLO GSX72, Serial #K55722001) on a quarterly and annual basis, with Building 2869 receiving preventative maintenance until Building 365 becomes operational. The system has a maximum airflow capacity of 35,000 CFM. All work must comply with Indiana Department of Environmental Management (IDEM) Title V regulations and applicable federal standards including MIL-STD-46855A, OPNAVINST 5100.23G CH-1, and NAVAL SUPPORT ACTIVITY CRANE Defense Biometrics Identification System Standard Operating Procedures.
The contractor shall supply all consumable parts and labor within the preventative maintenance schedule, provide a comprehensive inspection checklist and maintenance schedule to NSWC 1023 branch, and submit written inspection reports (CDRL A001) following each quarterly assessment. The SOW details extensive quarterly maintenance requirements including filter bag and cage inspection, leak detection, fan condition monitoring, compressed air system checks, ductwork inspection, and equipment testing. Annual maintenance focuses on internal hopper inspection, high-wear parts replacement, weld and bolt verification, corrosion assessment, and optional third-party bag testing. The contractor must provide non-consumable parts at additional cost with GSA pricing and obtain NSWC Contracting Officer Representative (COR) approval for substitute parts. Cost estimates for parts and labor are due within 24 hours of discovery. The contractor bears all costs for repairs or replacements resulting from abuse, misuse, or neglected maintenance. Additionally, the contractor must submit Environmental Health and Safety Plan (CDRL A002) and Operating, Support, Health and Safety Hazard Analysis Report (CDRL A003), ensure proper OSHA compliance and employee training, manage hazardous materials and Safety Data Sheets, provide dumpster services for waste disposal, and maintain all worksite cleanliness.
