About this file

This is a Standard Form 30 Amendment of Solicitation issued by the Naval Sea Systems Command (NSWC) Crane Warfare Center on August 24, 2026, for solicitation N0016426Q0234. The amendment extends the response due date from August 7, 2026, to September 1, 2026, and removes the 100% small business set-aside requirement to reopen and extend the solicitation window allowing any and all vendors to submit quotes. The size standard remains 600 employees, and the small business type designation is maintained. Contact information is provided for Joshua Tester at joshua.e.tester.civ@us.navy.mil.

The procurement requires seal assemblies to be provided in accordance with a Statement of Work (SOW) and technical drawings. Award will be made using a Low Price Technically Acceptable (LPTA) evaluation method with three best value factors: Technical Approach, Delivery, and Past Performance. Quoters must submit product or capabilities literature demonstrating compliance with SOW and drawings, complete a delivery requirements schedule, provide pricing on the SF 18 form (N0016426Q0234), and complete a Technical Acceptance Evaluation Matrix. Evaluation occurs in three phases: Responsiveness, Technical Acceptance, and Pricing. Past performance will be evaluated using the Supplier Performance Risk System (SPRS), with ratings of yellow or red in the summary report, supplier risk report, or item/price risk report resulting in a NO-GO determination. Award will be made to the lowest priced vendor meeting all technical acceptance criteria. This is a firm fixed price contract to be awarded using Simplified Acquisition Procedures.
