About this file
This is a Questions and Answers document containing three industry questions and government responses related to solicitation N0016425R1025 for A/E IDIQ services at Naval Surface Warfare Center (NSWC) Crane and Lake Glendora Test Facility (LGTF). The Q&A clarifies that Joint Venture arrangements must have an active Joint Certification Program (JCP) certification associated with their CAGE code, or alternatively both JV firms must hold active JCP certifications to qualify for award eligibility. Other teaming arrangements require using a JCP certified prime contractor's approved protocols. The document also addresses teaming partner suggestions (the government will not make recommendations but directs inquiries to the Small Business Deputy) and confirms there will not be an extension to the solicitation response deadline, as the original 37-day response time already included an additional 7 days beyond the 30-day requirement to accommodate holidays.

N0016425R1025 - Synopsis A/E IDIQ Contract at NSWC Crane and LGTF Industry Questions and Government Responses
N0016425R1025
# QUESTION ANSWER SYNOPSIS REFERENCE
013 Can we still submit if our teaming partners are in the process of getting the JCP?
The JV arrangement must hold a JCP certification. In other words, the CAGE code associated with the JV would need to be the CAGE code associated with an active JCP certification. Alternatively, both JV firms could hold an active JCP certification to qualify for award eligibility.
Any other teaming arrangements would require use of a JCP certified prime contractor’s approved protocol, systems, etc. for tasking conducted under the resulting contract.
Synopsis, Submission Requirements, pg. 8 of 17
014 Do we need different teaming partners? Are there any teaming partners that you can suggest we partner up with?
The NSWC Crane Contracting Department will not make suggestions on any partnerships or teaming arrangements for firms in pursuit of this opportunity. Please reach out to the NSWC Crane Deputy for Small Business, Kaylee Diamond, for more information on interested Small Business firms. Kaylee Diamond can be reached at kaylee.r.diamond.civ@us.navy.mil.
015 What are the chances of this solicitation being pushed back? It is not the Government’s intention to release an extension.
The original 37-day response time was issued with an additional seven (7) days beyond the 30-day requirement (FAR 5.203(c)) to accommodate the holidays.
