Key clarifications include: Joint Venture arrangements must hold their own JCP certification or both JV firms must have active JCP certifications; the Statement of Work is considered final but subject to potential changes; SECRET facility clearance will be required after award but before task orders (NSWC Crane will not sponsor clearances); Past Performance Questionnaires (PPQs) are encouraged even for projects with CPARS/ACASS evaluations; all PPQs, CPARS and ACASS count toward the 100-page limit for Part 1; no extension will be granted beyond the original 37-day response period; and design projects are considered complete when the design is accepted by the client prior to construction. N0016425R1025 - Synopsis A/E IDIQ Contract at NSWC Crane and LGTF Industry Questions and Government Responses
N0016425R1025
# QUESTION ANSWER SYNOPSIS REFERENCE
001 We understand that the Prime offeror must have the JCP certification to submit a SF330 in response to this solicitation. For a joint venture, must the JV be JCP certified? Is it allowable for just the JV managing partner firm to hold the JCP certification ONLY? Or do both JV partner firms need to have the JCP?
The JV arrangement must hold a JCP certification. In other words, the CAGE code associated with the JV would need to be the CAGE code associated with an active JCP certification. Alternatively, both JV firms could hold an active JCP certification to qualify for award eligibility.

002 The SOW has DRAFT stamped all over it. Is it DRAFT or FINAL? The SOW is considered FINAL but is subject to change if unforeseen feedback is received from industry. The SOW issued with final award will be considered FINAL.
Synopsis Attachment 1 - AE SOW
003 Also, the SOW has conflicting sections related to security clearance requirements (see below). Do prime offerors need to have SECRET facility clearance in order to submit a SF330 for this? Do they need to obtain a SECRET facility clearance prior to award? Will NSWC Crane sponsor firms to obtain SECRET facility clearance?
a.“4.1.2 For some work contemplated under this scope, contractor personnel may be required to hold or obtain a current security clearance. The contractor may also be provided and is expected to appropriately secure/transmit Controlled Unclassified Information (CUI) in accordance with DoD Instruction 5200.48. Controlled Unclassified Information.”
b.“4.3.2.1 The contractor is required to maintain a SECRET facility security clearance. The contractor is required to maintain a level of safeguarding for classified information/material at the SECRET level.
The contractor will be required to have access to CUI with developers and integrators.”
A SECRET facility security clearance will be required after award and before award of any task orders. NSWC Crane will not sponsor a firm to obtain SECRET facility clearance.

004 Submission of PPQ’s? The solicitation indicates that PPQ’s are not required if CPARS/ACASS evaluations are available, but then it is suggested that PPQ’s also be provided. The solicitation further indicates that completed PPQ’s must come directly from the client/customer. In many cases, the client/customer will not complete PPQ’s if CPARS/ACASS evaluations were completed. Suggest the following statement be removed from solicitation, “a PPQ submission for every Criterion 1 project, including those with a CPARS/ACASS evaluation on record, would assist the Government in evaluation accuracy and is encouraged”
The statement is correct as written and will not be updated.
While CPARS/ACASS evaluations provide valuable insight into a firm’s performance on past contracts, any additional feedback from the customer in the form of a completed PPQ will help the Government to better understand the firm’s capabilities and past performance.
Synopsis, Criterion 3 Submission Requirements, pg. 15 of 17
005 Please confirm if the stated 100-page count for Part I includes CPARS. Completed PPQs, ACASS evaluations, and CPARS all count towards the 100-page limit for Part 1. Past performance information received directly from the firm’s customer POC responsible for completing PPQs will be added to the page total and count towards the 100-page limit.
Synopsis, Submission Requirements, pg. 7 of 17
006 With the holiday season and several key people taking PTO, we respectfully request an extension for a minimum of 2 weeks.
It is not the Government’s intention to release an extension. The original 37-day response time was issued with an additional seven (7) days beyond the 30-day requirement (FAR 5.203(c)) to accommodate the holidays.
007 If the prime offeror is a JV, are both individual JV partners required to have a JCP Certification or is one firm having a JCP Certification sufficient?
The JV arrangement must hold a JCP certification. In other words, the CAGE code associated with the JV would need to be the CAGE code associated with an active JCP certification. Alternatively, both JV firms could hold an active JCP certification to qualify for award eligibility.
Synopsis, Submission Requirements, pg. 8 of 17
008 Under Criterion 1, the RFP states that project completion is defined as receiving final design acceptance from client within the past 7 years.
Please confirm if a project is considered complete when design is complete or when construction is complete.
A design project is considered complete when the firm’s design has been completed and accepted by the client prior to construction.
