About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for an Environmental Temperature Chamber solicitation issued by the Naval Surface Warfare Center (NSWC) Crane. The solicitation (N0016425Q0622) seeks one environmental temperature chamber with specific technical requirements, including an air-cooled chiller, temperature change rates between -65°C to 90°C, and capability to handle 1500W live load. The response due date has been extended from 23 May 2025 to 04 June 2025.
The procurement will use a Low Price Technically Acceptable (LPTA) evaluation methodology with three key technical acceptance factors: Technical Approach, Delivery, and Past Performance. Vendors must be small businesses with current SAM.gov registration, provide product literature, complete a technical evaluation matrix, and meet specific performance criteria. The government will review quotes in three phases: responsiveness, technical acceptance, and pricing, with award made to the lowest-priced technically acceptable vendor using Simplified Acquisition Procedures.

Solicitation N0016425Q0622 Question and Answers:
1. Do you want a water or air-cooled refrigeration system for this chamber? NSWC has a history of buying both depending on the lab the chambers go to, but it wasn't stated in the specification.
Answer- The chiller must be air cooled, not liquid.
2. Temperature change rate greater than 2.5C/min, 5C/min preferred. Does this apply to the range of -70C to +100C, or other range?
Answer- The 2.5(d)C/min minimum applies to the temperature range of -65(d)C to 90(d)C.
3. Capability to handle 1500W at temperature ranges from -60C to 30C. Is there a change rate requirement for this range with the live load, or is just the capacity to control that live load required? If a change rate is required, what is the mass & material of the load?
Answer- The live load of 1500W does not apply during temperature setpoint changes, only when setpoint has been reached does the chamber need to handle the 1500W live load.
4. 85C to -40C in 20 minutes or less with the chamber empty. This is ...6.25C/min significantly greater than 2a requires.
Answer- With no mass in the chamber 6.25(d)C/min average is required from 80(d)C to -40(d)C. The 2.5(d)C/min minimum (5(d)C/min objective) applies to when the chamber has UUT installed with no live load.
