About this file

This document is an Amendment (Amendment 0004) to a federal solicitation for machine shop equipment maintenance services for the Naval Surface Warfare Center Crane Division. The amendment extends the response due date to 18 August 2025 and makes several key modifications, including updating the Price Matrix, defining Industry Trained vs Factory Trained Technicians, and removing software update requirements from the Statement of Work. The solicitation covers preventive maintenance, repair, and support for various machine shop assets across multiple buildings, including lathes, mills, water jets, presses, autoclaves, and other precision equipment.

The contract will be a firm fixed-price agreement with a five-year period, divided into three primary contract line item numbers (CLINs): CLIN 0001 for annual maintenance, CLIN 0002 for daily service rates, and CLIN 0003 for as-needed repairs. Contractors must provide factory-certified or industry-trained technicians capable of performing comprehensive maintenance tasks, including mechanical, electrical, air, coolant, and lubrication system checks. The evaluation will be based on technical capability (most important), past performance (second most important), and pricing, with a focus on the contractor's ability to maintain a wide range of specialized manufacturing equipment.

Miscellaneous text in this section has been modified to:

52.212-2 Evaluation--Commercial Products and Commercial Services.

Evaluation--Commercial Products and Commercial Services (Nov 2021)

(a) The Government will award a contract resulting from this to the responsible whose conforming to the will be solicitation offeror offer solicitation most advantageous to the Government, price and other factors considered. The following factors be used to evaluate :shall offers

(b) The evaluation factors and associated subfactors for award decision are listed below:

Factor I - Technical Capability

Factor II - Price

Factor III -Past Performance

Factor I - Technical Capability is the most important factor and offerors shall receive a "GO" rating before other factors (Factor II and Factor III) will be evaluated. Factor III - Past Performance is more important than Factor II - Price. Factor II - Price becomes more important as the degree in the equality of Factor III- Past Performance increases, or when the Factor II - Price is so significantly high as to diminish the value of the Factor III - Past Performance superiority to the Government.

FACTOR I: Technical Capability

Maintenance shall be performed by factory trained and/or industry trained technicians for the machines called out in the pricing matrix section of this solicitation. The equipment list and price matrix are broken out into "Industry Trained Technicians" and "Factory Trained Technicians" as defined below. Included in the written offer, offerors shall provide evidence that their technicians are trained and authorized to maintain and repair the machines called out in the pricing matrix for CLIN 0001 and certify in the GO/NO GO check box below. The offeror's evidence will be evaluated by the Requiring Technical Authority (RTA) in conjunction with the GO/NO GO check box to ensure technical acceptance.

A Factory Trained Technician is defined as someone who has certification from the OEM or are certified by the OEM to perform maintenance and procure replacement parts for these individual items. If a factory trained technician is proposed for any of the equipment, the offeror shall briefly describe that individual's qualifications and provide the OEM certifications demonstrating they are a factory trained technician for that type of equipment.

An Industry Trained Technician is defined as someone with the knowledge and hands-on experience necessary to perform preventive maintenance, calibration and repairs on the equipment called out in your proposal. This can be an individual who has had formal training and certification by the manufacturer of the equipment or an individual who has gained the required knowledge/experience in an informal setting, such as, but not limited to, working with company certified technicians. If an industry trained technician is proposed for any of the equipment, the offeror shall briefly describe that individual's qualifications, and why they are considered to be an industry trained technician for that type of equipment.

Go/No Go Requirements:

The offeror shall have factory trained technicians and/or industry trained technicians OR access to factory trained technicians and/or industry trained technicians with the capability to perform maintenance and repair as specified in the SOW on all machines listed in the pricing matrix for which the offeror is submitting an offer.

The final proposal shall indicate the offeror will have access to all manufacturer documentation and any parts necessary to perform maintenance or repairs.

Quotes that are non-compliant with any material requirement of this solicitation may be rejected without further consideration for award. This will be a firm fixed price contract and will be awarded utilizing Simplified Acquisition Procedures under FAR 13.5.

FACTOR II: PRICE

Prices will be evaluated based on the totals for CLIN 0001 & 0002 over a five year period. CLIN 0003 (Repairs) will not be factored into the award decision. Prices for CLIN 0003 will be negotiated on an as needed basis.

All quoted prices shall be submitted within the "Price Matrix" excel attachment.

FACTOR III: Past Performance

The offeror shall demonstrate past performance through completion of the "Contractor Performance Data Sheet". The Contractor Performance Data Sheet shall be completed in its entirety. Additionally, offerors are urged to submit brief and concise responses, within the confines of the space allotted. Failure to submit the completed Contractor Performance Data Sheet (along with the proposal) shall be considered certification (by signature on the proposal) that the contractor has no past performance for like or similar items for the Government to evaluate.

The Government will assess the past performance of each Offer. The assessment will be an unbiased judgment about the quality of an Offeror's past performance. The Government will use its subjective assessment to make a comparative assessment of an Offeror's capability. Past performance is a measure of the degree to which an offeror satisfied its customers in the past and complied with the Specification, Drawings, Statement of Work, Performance Work Statement, contract schedule and contract terms and conditions. Past performance is also a measure of the risk of performance associated with the offeror.

The Government will assess the offeror's past performance in the areas of:

(1) Quality of Product or Service

(2) Schedule

The Government may base its judgment about the quality of an offeror's past performance on:

(1) Records of objective measurements and subjective ratings of specified performance attributes, if available, and

(2) Statements of opinion about the quality of specific aspects of an offeror's performance, or about the quality of an offeror's overall performance.

The Government may solicit relevant information from an Offeror's customers and business associates; Federal, State and local government agencies and databases; other persons and organizations, and any other sources the Government may choose, including federal databases and in-house knowledge of an Offer's past performance. The Government reserves the right to limit the number of references it decides to contact and to contact references other than those provided by the Offeror.

The Contracting Officer is not responsible for locating or securing any information not furnished with the offer. The Contracting Officer may, however, utilize all available information, including information not provided by the offeror, in the past performance evaluation. The Government reserves the right to review less than all information submitted, and to only analyze sufficient information to make a reasonable determination of each offeror's past performance rating. If insufficient information regarding the offeror's corporate history is available, the offeror is encouraged to submit for evaluation, evidence of relevant past performance on the part of the Offeror's key/principal employees.

Past performance is assessed by the Contracting Officer and is assigned adjectival ratings in the evaluation. There are two aspects to the past performance evaluation:

The first is to evaluate the offeror's past performance to determine how relevant a recent effort accomplished by the offeror is to the effort to be acquired through the source selection. The criteria to establish what is recent and relevant shall be unique to each source selection and shall be stated in the solicitation. For this procurement, recent is defined as past performance that has occurred within the past three years. In establishing what is relevant for the acquisition, consideration should be given to those aspects of an offeror's contract history that would give the greatest ability to measure whether the offeror will satisfy the current procurement. Common aspects of relevancy include similarity of service/support, complexity, dollar value, and contract type. Each offeror will be given an adjectival rating on past performance relevance: very relevant, relevant, somewhat relevant or not relevant.

The second aspect of the past performance evaluation is to determine how well the contractor performed on the contracts. The past performance evaluation performed in support of a current source selection does not establish, create, or change the existing record and history of the offeror's past performance on past contracts; rather, the past performance evaluation gathers information from customers on how well the offeror performed those past contracts. Each offeror will be given an adjectival rating on past performance confidence: substantial confidence, satisfactory confidence, limited confidence, no confidence, unknown confidence. Offerors who do not have recent/relevant performance record available to the Contracting Officer will be rated Unknown Confidence (Neutral).

Offerors that have no record of past performance (i.e., new businesses) must submit a signed and dated statement to that effect. If an offer submits a certification statement and the Government has no information available regarding the offeror's past performance, that offeror will receive a neutral rating (i.e., the offeror is evaluated neither favorably nor unfavorably) for past performance. If Offerors provide reference information that is deemed not relevant and current, the offeror will receive a neutral past performance rating for those contracts.

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within ______________________________ (Contractor to fill-in offer expiration date. Government requests proposal validity through 9/30/25) shall

Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), with or without result in a binding contract.

negotiations after its receipt, unless a written notice of withdrawal is received before award.

(d) Final quotes shall be submitted by 2:30 PM, 18 August 2025 and contain the following information:

(1) A completed Contractor Performance Data Sheet.

(2) A completed Price Matrix in excel format for those machines on which you are quoting.

(3) The final quote shall indicate you have Factory Trained Technicians and/or Industry Trained Technicians for the equipment called out in your quote. Evidence shall be submitted with the offeror's quote.

(4) The final quote shall indicate the offeror will have access to all manufacturer documentation and any parts necessary to perform maintenance or repairs.
