About this file

This document is an amendment to a solicitation for wooden shipping crates. The amendment provides vendor questions and answers, extends the response date to September 5, 2024 at 4:00 PM Eastern Time, and clarifies several requirements, including the delivery location being Puget Sound Naval Shipyard, the requirement for a POP (proof of performance) test, and the lid being secured to the base using only non-conductive banding rather than hardware. The solicitation is for a small business set-aside contract to provide wooden shipping crates manufactured in accordance with government drawings, with a maximum weight of 2,500 lbs per crate containing four non-spillable battery cells. The delivery is FOB Destination, and the contracting agency is the Department of the Navy Naval Sea Systems Command.

QUESTIONS AND ANSWERS

N0016424Q0306 Vendor Questions/Requiring Technical Activity Answers

1. I don’t see any notes on drawing for POP testing. Just making sure this one would need to be POP tested.

a. Govt is requiring a POP test

2. Total quantity appears to be 380. Are these delivered all at one time in 3 months ADC. Are all 380 delivered to Crane IN?

a. This was intended to cover possible delivery locations for future orders. For this order the delivery location needs to be Puget Sound Naval Shipyard.

b. Puget Sound Naval Shipyard (PSNY) - N4523A Battery Shop, BLDG 978 (Battery Shop) 1400 Farragut Ave.

Bremerton, WA 98314-5001

Quantity per delivery is based on the contractor’s delivery process.

Recommend 50-70 crates per delivery Assume one can only stack two crates high in delivery truck Requirements should also spell out that delivery truck must be a dry van.

3. What is the product shipping in the wooden crate?

a. Non-Spillable Battery Cells

4. Are we going to need to fabricate “simulated articles” to put inside the box to simulate the product?

b. That is likely, 4 cell with a max total of 2500lbs

5. How is the box closed after it’s been filled? If steel bands, what size, how many, where are they located?

c.Two Nonconductive bands; size and orientation should follow industry best practice.

6. Is there a drawing showing the marking placement for this box assembly?

a. the POP Certification needs to be placed adjacent to the QR tag (sheet 1 of 21SW0007)

7. What is the overall weight of the assembly? That information is needed for the POP test.

a. The payload weight is 2500 lbs (I'm uncertain what is meant by weight of assembly; weight of the crate?)

8. Warranty: We've never seen this in a crating contract before, and it will likely be the reason we do not bid on this work. The SOW requires a POP Test certification and the drawings specify the materials, etc. A warranty on a wooden crate only favors the USG, and it opens a small business contractor like us for all kinds of risk as we have no idea how the crate will be used/abused, etc. Typically wooden crates are used as expendable, 1-time use protective packaging containers. Adding a warrantee to an expendable

N0016424Q0306 component does not seem appropriate, and it would open the manufacturer to tons of risk that likely can't be accounted for in the pricing.

a. Please consider the warranty requirement removed.

b. I agree with the Contractor, at the most have a receipt inspection to verify quality of the boxes prior to acceptance.

9. I'm happy to discuss these and other concerns with you if you have interest. We believe the request for the crates and POP testing is straight forward, but components like #1 and #2 above make this a requirement that few reputable/competent companies will pursue because the conditions are unfair/untenable for the contractor.

a. As noted above, the warranty requirement has been removed.

10. In reviewing the drawings, I noticed the lid is no longer secured to the base using carriage bolts + wingnuts.

In fact, it appears the lid is not secured to the base using any hardware at all. The solicitation (p. 4) does call out that the lid will be secured to the box using non-conductive banding (plastic banding). Can you confirm that the lid should be secured to the base using only banding? No nails / screws / other hardware?

c. Yes, the lid is only secured using banding

11. The solicitation calls out the need for a documented supply chain program in place. We have one, but I was wondering if there were any specific metrics or forms you'd like to see for this? Do you need to see our supply chain's month-by-month performance? Or we should simply certify that we have a program in place to evaluate our suppliers?

a. Please just verify that you have a program in place. No further inquiries are needed.

12. We offered to send a first article (free of charge) to your team during the RFI process, so I wanted to raise that offer again. If you'd like us to send you a free first article unit so you can confirm fitment / build, let us know!

a. We appreciate the offer, but we are not allowed to receive free of charge prototypes.

13. How much total weight is going in the crate?

a. Max, 2500 Lbs

14. Is the commodity a battery that is going in the crate? If not, what is the commodity?

a. 4 Non-Spillable Battery Cells per crate

15. If it is batteries going in the crate, how many batteries are going in one crate?

a. 4 Non-Spillable Battery Cells per crate

16. What are the watthour of the batteries?

a. That is controlled information
