The required response date/time has changed from 19-Jan-2023 04:00 PM to 02-Feb-2023 04:00 PM.

The following have been modified:

QUESTIONS AND ANSWERS

Question: Page 8, Section 2.5, Is there an Installation Control Drawing (ICD) for this system?

Answer: No. There is not an ICD available for this system for the Offerors.

Question: Paragraph 3.1 on page 9 states “The contractor shall provide required labor, materials, tools, and resources related to performing system installation, including … waveguides, waveguide trunks; building digital, fiber optic (FO) connectors; chill water, distilled water, electronic cooling water, and propylene glycol water cooling, LP and dry air piping”. However, there were no drawings listed in Section 2.5.1 (or provided in the solicitation package) for these systems. These drawings will be needed to meet the requirements of Section L, paragraph L.4.2.1.2. Will the government make these drawings available?

Answer: This sentence has been updated in the the Statement of Work (SOW).

Question: Respectfully request a two-week extension to the due date from 05 January 2023 to 19 January 2023 to allow time for the Government to submit their Past Performance Questionnaires after the holiday break and time for any Q&As to be issued and applied to the Offeror’s proposal submission.

Answer: A two-week extension was granted on Amendment 0001 to 19 January 2023.

Question: Page 3, Section B, CLIN 0004 Labor Growth Reservation states COST. Please confirm this should include the Offeror’s burdens and fee IAW disclosed accounting practices.

Answer: CLIN 0004 was changed to CPFF on Amendment 0001.

Question: Please confirm the Offeror must propose the LOE per labor category as provided in Attachment 1, LOE?

Answer: The Offeror is not required to propose the LOE identified in Attachment 01. Per L.4.4.1, the LOE identified in Attachment 01 is the Government recommended labor mix, which provides the estimated composition of hours by labor category for proposal purposes. An Offerors’ cost summary shall not propose fewer total hours than identified in the estimated LOE.

If an Offeror deems additional labor categories necessary to complete the tasking, the Offeror shall identify the additional categories and provide a detailed description of the tasking to be performed by that labor category. If the Offeror opts to propose a different labor mix, a detailed justification shall be provided supporting the change. If an Offeror proposes additional labor hours and/or a different labor mix, justification shall be provided supporting the change and any additional LOE will be included in the total LOE awarded.

Question: Attachment 1, LOE, the Engineers have both ecraft and WD codes. Please confirm the categories should be Engineering Technicians (30081 – 30086). Please confirm the ecraft code for Sr. System Engineer should be ESY. For pricing consistency, should Offerors use

ESY2?

Answer: Attachment 01, LOE, has been corrected in Amendment 0001.

Question: N0016423RWM39, Solicitation Page 4, Extended CLIN Descriptions, Labor CLIN 0001, states offeror shall utilize Attachment 01, which contains Level of Effort (LOE) when completing Attachments 10 and 11. Attachment 01 provided with the solicitation details 7,858 cumulative hours. In Section L 4.4.1 Level of Effort (CLIN 0001) Page 131 the solicitation states that the government estimate is 40,147 man-hours exclusive of Growth Reservation labor (see L.4.4.2) with the mix recommended in Attachment 1 in Section J which provides the estimated composition of hours by Labor Category for proposal purposes. Solicitation Section L.4.4.4.3 Direct Labor, page 132 states ”The government recommended LOE by labor hours and labor category is provided as an attachment in Section J (Attachment 1). Can the government clarify the specified Level Of Effort to be bid by labor category in response to the solicitation?

Answer: Section L.4.4.1 was corrected in Amendment 0001.

Question: N0016423RWM39, Solicitation Section L 4.5.2 Pre-Award Survey (SF 1408), page 135 states “ If an offeror or proposed subcontractor has an accounting system that has recently been approved by DCAA (within the last 12 months), the offeror or proposed subcontractor should limit evidence of that approval in lieu of the SF1408.” Can the government clarify if the end of the sentence should be “the offeror or proposed subcontractor should submit evidence of that approval in lieu of the SF1408.”?

Answer: Yes, that should say submit. It has been updated.

Question: N0016423RWM39, Solicitation Page 4, Extended CLIN Descriptions, Material CLIN (0003) requires the offeror to submit a Bill of Material (BOM)based on the required material identified in the Ship Installation Drawings (SIDs) as provided in Attachment 3. Offeror shall fill in Attachments 10 and 11 with the material roll up in accordance with Section L herein. Will the government extend the due date of the proposal for 30 days to allow offerors adequate time to price the material identified in the SIDs? Most vendors are closed for holiday shutdown during the time allowed for proposal preparation limiting offeror’s ability to obtain current up to date pricing.

Answer: The closing date will be extended to 02/02/2023 in Amendment 0002.

Question: N0016423RWM39, Solicitation Page 4, ODC CLIN (0002), states that the offeror is to use $24,000 as the ODC estimate wen completing Attachment 10 and 11. On Solicitation Page 17 SOW 3.4.2 states “contractor shall perform launcher foundation surface preparation, foundation surveys, both pre – and post- survey launcher foundations “in place” machining, and provide final launcher foundation survey data”. Solicitation Section L.4.4.5 Other Direct Costs provides a detailed description of the anticipated ODC costs expected without mention of flatness surveys or “in place” machining. Is it the governments intent that the NTE ODC amount specified is sufficient to cover and includes the costs of flatness surveys and in place machining of the launcher foundations? Or does the government expect that the cost of flatness surveys and in place machining of the foundations is to be included in the proposed Material costs from the offeror?

Answer: Machining and surveying are considered to be labor and are part of the Government estimated LOE.

Question: If offerors are to propose the flatness survey and in place machining for the foundations as a part of the material costs, request the government extend the proposal due date for 30 days to allow offerors adequate time to obtain quotes for these services Answer: Machining and surveying are considered to be labor and are part of the Government estimated LOE.

Question: In L.4.5.2 Pre-Award Survey (SF1408), the government states, "All Offerors and proposed Subcontracts, unless the subcontract is entirely FFP, shall complete the Pre-Award Survey SF1408 included as an attachment in Section J. This Pre-Award Survey shall be submitted as a stand-alone document at time of proposal submission. If an offeror or proposed subcontractor has an accounting system that has recently been approved by DCAA (within the last 12 months), the offeror or proposed subcontractor should limit evidence of that approval in lieu of the SF1408." Is the government's intent to have all offerors who have not conducted a DCAA audit during the past twelve calendar months, even though they have a DCAA approved accounting system, fill out the SF1408?

Answer: Yes that is the government’s intention.
