2023 04:00 PM.

The following have been added by full text:

QUESTIONS AND ANSWERS

Question: Page 8, Section 2.5, Is there an Installation Control Drawing (ICD) for this system?

Answer: No. There is not an ICD available for this system for the Offerors.

Question: Paragraph 3.1 on page 9 states “The contractor shall provide required labor, materials, tools, and resources related to performing system installation, including … waveguides, waveguide trunks; building digital, fiber optic (FO) connectors; chill water, distilled water, electronic cooling water, and propylene glycol water cooling, LP and dry air piping”. However, there were no drawings listed in Section 2.5.1 (or provided in the solicitation package) for these systems. These drawings will be needed to meet the requirements of Section L, paragraph L.4.2.1.2. Will the government make these drawings available?

Answer: This sentence has been updated in the the Statement of Work (SOW).

Question: Respectfully request a two-week extension to the due date from 05 January 2023 to 19 January 2023 to allow time for the Government to submit their Past Performance Questionnaires after the holiday break and time for any Q&As to be issued and applied to the Offeror’s proposal submission.

Answer: A two-week extension was granted on Amendment 0001 to 19 January 2023.

Question: Page 3, Section B, CLIN 0004 Labor Growth Reservation states COST. Please confirm this should include the Offeror’s burdens and fee IAW disclosed accounting practices.

Answer: CLIN 0004 was changed to CPFF on Amendment 0001.

Question: Please confirm the Offeror must propose the LOE per labor category as provided in Attachment 1, LOE?

Answer: The Offeror is not required to propose the LOE identified in Attachment 01. Per L.4.4.1, the LOE identified in Attachment 01 is the Government recommended labor mix, which provides the estimated composition of hours by labor category for proposal purposes. An Offerors’ cost summary shall not propose fewer total hours than identified in the estimated LOE.

If an Offeror deems additional labor categories necessary to complete the tasking, the Offeror shall identify the additional categories and provide a detailed description of the tasking to be performed by that labor category. If the Offeror opts to propose a different labor mix, a detailed justification shall be provided supporting the change. If an Offeror proposes additional labor hours and/or a different labor mix, justification shall be provided supporting the change and any additional LOE will be included in the total LOE awarded.

Question: Attachment 1, LOE, the Engineers have both ecraft and WD codes. Please confirm the categories should be Engineering Technicians (30081 – 30086). Please confirm the ecraft code for Sr. System Engineer should be ESY. For pricing consistency, should Offerors use

ESY2?

Answer: Attachment 01, LOE, has been corrected in Amendment 0001.

STATEMENT OF WORK

SECTION 1 – SCOPE

1.0 Scope

This SOW sets forth the requirements for the installation of MK-53 Decoy Launching System (DLS) system, and ancillary industrial infrastructure, aboard USS GEORGE H.W. BUSH (CVN-77) at Norfolk Naval Shipyard, Portsmouth, Virginia.

The requirements include, but are not limited to: installation of MK-53 DLS system, procurement of materials incidental to the installation and integration, fabrication of equipment incidental to the installation and integration being procured herein, engineering, logistics, configuration management, technical, acquisition, technical data support services, and pre- and post-installation support.

1.1 Background

NSWC-CR has been designated as the In-Service Engineering Agent (ISEA) for the MK-53 DLS. The MK-53 DLS primary mission is to provide a rapid response Active Expendable Decoy (AED) System capable of providing highly effective defense for ships against modern Anti-Ship Missiles (ASMs). It is intended to counter a wide spectrum of present and future radar-guided ASMs. The system can either be integrated with the Combat System or used with the stand-alone Fire Control System. The MK-53 DLS contains up to six (6) Nulka Launchers, associated Processor Power Supplies and a Decoy Launch Processor. It can be integrated with the legacy MK-36 DLS or stand alone. With the ever-changing complexity of ASMs, Nulka can be continually upgraded in order to provide protection to the Fleet.
