AMENDMENT 0002 Q&A
Question 1 Can the facility be located in excess of 30 miles from NSWC Crane?
Government response: No, The Government’s requirement is a 30 mile radius as stated in the SOW.
Question 2
In Table 4 (page 21 of the RFP), are days shown business days or calendar days?
Government response: IAW FAR part 2, unless specifically stated otherwise, “Day” means calendar day.
Question 3
In Table 4, could the Government please provide Turnaround Times for the SPS-67 Antenna System?
Government response: SPS-67 turn-around times are listed in Table 4 of the SOW.
Question 4
For Price (Volume III) purposes, is a Major subcontractor defined as a subcontractor proposing at least 10% of the proposed price/cost?
Government response: A major subcontractor is defined as at least 10% of the proposed price/cost.
Question 5
Are Major T&M subcontractors required to submit a fully-disclosed Subcontractor Cost Summary Format? Or provide only T&M labor rates without disclosing burdens and fee?
Government response: The cost summary states “Subcontractors proposed as FFP or T&M shall provide fixed rates or fixed prices for each contract year on the Subcontractor Cost Summary Attachment (Attachment 25), without breaking out direct labor and burdens, but the Offeror shall explicitly note that these costs or rates are fixed by describing the subcontract type (e.g., FFP or T&M).” Therefore the prime contractor shall provide only T&M labor rates without disclosing burdens and fee.
Question 6
Will the Government provide SAFE drop-off information to team subcontractors so that they can submit their proposals directly to the Government?
Government response: Yes, the Prime should submit email addresses for all subcontractors that are required to provide a subcontractor cost summary in the request for DoD_SAFE drop off.
Question 7
Does the table below accurately describe where Attachments 3, 4, and 6 may be found?
Attachment Name (Section J) File Name Attachment 03 - Misc Systems Procedures 22RWP79_ATT3 Attachment 04 – AN SPS-48 System Procedures 1 of 2 22RWP79_ATT1 Attachment 06 – AN SPS-49 System Procedures 22RWP79_ATT2
Government response: Yes, the above table is an accurate crosswalk of system procedure locations.
Question 8
Attachment 19 reflects a Wage Determination (WD) labor category of 23184 for Electronics Tech IV (Subassembly Repair) but 23184 is not shown in the Wage Determination (Attachment 27). Could the Government please identify the correct WD labor category Occupation Code for Electronics Tech IV (Subassembly Repair)?
Government response: The correct WD labor category code is 30086. Attachment 19 has been updated and is attached to this amendment.
Question 9
Is a cost narrative required for the FFP portion of the proposal or only for the CPFF portion? The previous solicitation required a cost narrative only for the CPFF pricing?
Government response: IAW Section L, PRICE/COST Proposal a narrative is required for both FFP and CPFF portions of the pricing. The level of detail required for the FFP narrative includes “how the prices proposed were derived, escalation used, and the basis for escalation for the CLINs in Section B”. The Cost type narrative requires additional detail as defined in Section L for Task Area 5, both labor and ODCS.
Question 10
Is CLIN 00004 to be priced? There does not seem to be adequate information for Offerors to be able to price it.
Government response: Please see Section H, Special Contract Requirements, Unpriced Systems. CLIN 0004 pricing will be negotiated and established when a requirement is identified.
Question 11 For CLIN 0001, 0002, 0003, 0004, and 0005 Pricing Matrixes (pages 5 through 7 of 143), the Quantity shows as 1+. That is an indefinite quantity for a Firm-Fixed-Price contract. Can the Government please clarify the quantities to be priced for each Pricing Matrix?
Government response: Please see PRICE/COST PROPOSAL – Factor III (Volume III) of the solicitation.
Offerors may propose quantities of 1 or greater. The matrices included in Section B for each CLIN are to be completed. If more economical quantity breaks are available, the contractor is authorized to propose pricing for different quantity price breaks but shall provide pricing for the minimum quantities listed for each CLIN.
Question 12
Under Subfactor A, paragraph v. on page 5 of 15 of Amendment 0001 states the following: “The Offeror shall provide a detailed approach on how they would improve coating on SPS-49 AC Motor to improve corrosion resistance and periodicity of the motor, to include proof of concept, test plans, and how they would present the deliverable.” Could the Government provide information about problems they are currently encountering relative to coating on the SPS-49 AC Motor, including (but not limited to) problems related to corrosion resistance and periodicity of the motor?- Government response: The Government is requesting the Offeror provide a solution on how the offeror would approach this hypothetical situation to show the potential offeror’s capabilities. Currently all of radar restoration’s assets experience corrosion to one degree or another, including excessive pitting, material wall thicknesses deteriorating, and corrosion developing underneath paint causing it to flake off.
Question 13 There are two 3.2.6.2 and 3.2.6.3 sections: 3.2.6.2 AN/SPS-48 Antenna and 3.2.6.3 Supplemental Repair, followed by 3.2.6.2 AN/SPS-48 Pedestal and 3.2.6.3 AN/SPS-49 Pedestal and Reflector. Could the Government please clarify?
Government response: This was a typo. The typo has been corrected in this solicitation amendment.
Question 14 In RFP Attachment 19, Electronics Technician Maintenance III is listed with a code of 23182, but the code for a level 3 is actually 23183. Could the Government please clarify?
Government response: The code should be 23183. Attachment 19 has been updated and is attached to this amendment.
Question 15 Paragraph 1 of the Statement of Work states that Overhaul includes replacement of designated mandatory parts. Can the Govt. please confirm that Offerors are required to replace designated mandatory parts? Also, will those parts be provided as Government-furnished items or are Offerors required to include those in their proposed prices?
Government response: Offerors are required to replace designated mandatory parts. The non-mandatory and mandatory parts will be provided as Government Furnished Materials.
Question 16 Under Subfactor B, paragraph IV. on page 6 of 15 of Amendment 0001, Offerors are required to provide a sample one-year delivery/production schedule. Is that considered a flow chart, similar to i. and ii., and thus exempt from page limitations per 6) under “Proposal Format” (page 4 of 15 of Amendment 0001)?
Government response: A flow chart shall be submitted, thus exempt from page limitations.
Question 17 Does the SCA Wage Determination apply to the FFP portion of the proposal or only to the CPFF portion?
Government response: SCA Wage Determination only applies to the CPFF portion.
