Class Justification and Approval for Sierra Nevada Corporation BOA Ceiling Increase
This is an Amended Class Justification and Approval (CJ&A) document dated 27 July 2026 for the Naval Surface Warfare Center Crane Division (NSWC Crane, Code 0233). The document justifies a $5,000,000 ceiling increase to an existing Basic Ordering Agreement (BOA) with Sierra Nevada Company, LLC (formerly Sierra Nevada Corporation), raising the total ceiling from $3,431,931 to $8,431,931. The BOA supports contractor services across all program phases for Weapon Replaceable Assemblies (WRAs) and Shop Replaceable Assemblies (SRAs), including the Common Chassis Single Board Computer Assemblies, High Band Chassis, Power Supplies and Converters, and engineering support services. The procurement encompasses repair, rework, maintenance actions, engineering support services, research and development, test and evaluation, redesign and modification, training, data collection, logistics support services, and Organic depot Activation activities.
The supplies and services support the Common Chassis Signals Intelligence (SIGINT) mission sensor used on the Maritime Patrol and Reconnaissance Aircraft (MPRA/PMA-290), Persistent Maritime Unmanned Aircraft Systems Program (PMUAS/PMA-262), Submarine Sensor Systems Program Office (PMS-435), and Naval Underwater Warfare Center (NUWC) platforms. The ordering period is five years following contract award, with estimated total value of $8.4 million, including $3.4 million in original estimated funding (split between RDT&E and O&MN) and $5 million in new estimated funding for UUT/ATE Procurement, Training, and TRD/Technical Publications. The procurement will be funded through Aircraft Procurement-Navy (APN), Operations and Maintenance-Navy (O&MN), and Research, Development Test and Evaluation (RDT&E) appropriations. The Contracting Officer determined that only Sierra Nevada Company can satisfy requirements under 10 U.S.C. 3204(a)(1) due to SNC's status as the original designer, developer, and manufacturer of the Multi Sensor Department systems, their sole possession of requisite technical data and expertise, and the cost-prohibitive nature of developing alternative sources (estimated at $16.9 million with five-year delays). A Request for Information posted on SAM.gov on 25 March 2022 (closed 15 April 2022) and a synopsis posted 27 June 2022 (closed 17 July 2026) yielded no responses from other potential sources.
