SECTION M - EVALUATION FACTORS FOR AWARD
EVALUATION FACTORS FOR AWARD
EVALUATION
BEST VALUE EVALUATION
(a) The contract resulting from this solicitation will be awarded to that offeror whose offer, conforming to the solicitation requirements, is determined to provide the “best value” to the Government. The “best value” determination will be based on the merits of the offer and the offeror’s capability. The “best value” may not necessarily be the proposal offering the lowest cost, nor receiving the highest technical rating. As specified in the FAR 52.215-1 “Instructions to Offerors--Competitive Acquisition” provision, the Government intends to evaluate proposals and award a contract without discussions.
An offer must be acceptable for the offeror to be eligible for award. OFFERS THAT DO
NOT CONFORM TO THE REQUIREMENTS STATED HEREIN MAY BE
DETERMINED UNACCEPTABLE AND MAY BE REJECTED WITHOUT FURTHER
EVALUATION.
(b) Proposals will be rated on the evaluation factors listed below. It should be noted that price does not have a finite numerical weight. Evaluation factors (other than price) are significantly more important than price. However, price is an important factor and should be considered when preparing proposals. The Government reserves the right to award to a lower cost offeror when the offers are considered essentially equal in terms of technical capability, or when specific strengths and/or benefits associated with a technically superior offer do not support any associated price premium. In summary, price/technical capability tradeoffs will be made.
NOTE: A finding of “Unacceptable” in one technical factor and/or subfactor may result in the entire proposal being determined unacceptable.
The evaluation factors and associated subfactors for the award decision are listed below:
The offeror’s proposal shall be in the format prescribed by, and shall contain a response to, each of the areas identified in Section L. The order of relative importance for the evaluation factors is established as follows:
Factor I (Technical) is significantly more important than Factor II (Past Performance) and Factor III (Price) combined. Factor II is significantly more important than Factor III.
Therefore, Factor I and Factor II (factors other than price), when combined, are significantly more important than Factor III (price).
The price factor becomes more important as the degree of equality of factors other than price increases, or when the price is so significantly high as to diminish the value of the technical superiority to the Government.
Under Factor I, Subfactor A is significantly more important than Subfactor B, C, and D Individually. Subfactors B, C and D are listed in descending order of importance. Under Factor II, Factor II information may be evaluated upon receipt prior to the closing date of the solicitation. Under Factor II, Subfactor A is more important than Subfactor B.
Factor III, Price will not be rated, but will be considered in determining the "best value" to the Government Offerors are cautioned that mere repetition of the Government’s requirements without explanation of how the proposal shall meet the Government’s requirements shall be considered unsatisfactory and downgraded appropriately.
Offerors are cautioned that a deficiency in any factor, subfactor, or criteria may be grounds for exclusion of the proposal from further consideration for award. The ability or inability of the contractor’s proposal to meet requirements, as stated in the Statement of Work and specifications, shall be assessedappropriately.
FACTOR I – TECHNICAL SUBFACTORS
A. Technical Approach/Capability B. Delivery Schedule
C. Transportation & Material Movement D. Small Business Participation Plan
FACTOR II – PAST PERFORMANCE A. Quality
B. Customer Satisfaction
FACTOR III – PRICE
Pricing will be evaluated based upon both an examination of the unit pricing proposed and the estimated delivery order quantities per year, multiplied by the offered price for that quantity range, all years summed, to arrive at an evaluated total.
Price will not be rated, but will be considered in determining the “best value” to the Government. Past Performance information may be evaluated upon receipt prior to the closing date of the solicitation. The best value determination may result in the Government being willing to pay more for higher technical capability.
STANDARDS FOR EVALUATION and TECHNICAL RATINGS:
FACTOR I: TECHNICAL
The technical evaluation will be a subjective assessment of the offeror’s ability to meet the requirements of the technical data package, to include but not be limited to, the Statement of Work and drawings. The evaluation will also consider the successful application of Government and industry standards and best practices and innovative approaches that added value to the project/program and benefitted the Government.
The objective of the evaluation is to:
1. Develop insight into the offerors relative capability and the relative risk associated with contracting with the offeror; and
2. Determine the degree to which the offeror has previously encountered the kinds of work, uncertainties, challenges, and risks that it is likely to encounter under the prospective contract.
Each offeror will be evaluated on its capability to perform the requirements in the Statement of Work based on relevant technical expertise and experience in the proposed functional areas. This shall include the offeror’s demonstration of experience performing the type of work covered by the Statement of Work and the offeror’s ability to perform the requirements.
The technical rating reflects the degree to which the proposed approach meets or does not meet the minimum performance or capability requirements through an assessment of the strengths, weakness(es), and/or deficiencies.
Table 1: Technical Rating Rating Description
Outstanding
Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths.
Good
Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength.
Acceptable
Proposal indicates an adequate approach and understanding of the requirements.
Marginal
Proposal has not demonstrated an adequate approach and understanding of the requirements.
Unacceptable
Proposal does not meet requirements of the solicitation and, thus, contains one (1) or more deficiencies and is not awardable.
Risk, as it pertains to source selections, is the potential for unsuccessful contract performance. The consideration of risk assesses the degree to which an offeror’s proposed approach to achieving the technical factor or subfactor may involve risk of disruption of schedule, or degradation of performance, the need for increased Government oversight, and the likelihood of unsuccessful contract performance.
Table 2: Technical Risk Rating Rating Description
Low
Proposal may contain weakness(es) which have little potential to cause disruption of schedule, increased cost or degradation of performance.
Normal contractor effort and normal Government monitoring will likely be able to overcome any difficulties.
Moderate
Proposal contains a significant weakness or combination of weaknesses which may potentially cause disruption of schedule, increased cost or degradation of performance. Special contractor emphasis and close Government monitoring will likely be able to overcome difficulties.
High
Proposal contains a significant weakness or combination of weaknesses which is likely to cause significant disruption of schedule, increased cost or degradation of performance.
