VENDOR QUESTIONS
Question 1: Can offerors propose to select contract line items, or must offerors propose to all contract line items?
Answer 1: The Government intends to make an award to only one offeror. Offers submitted shall provide pricing for all contract line items. Submissions that provide pricing for only a portion of the contract line items are considered technically unacceptable and may not be evaluated.
SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
The following have been modified:
INSTRUCTIONS TO OFFERORS
PROPOSAL REQUIREMENTS
Offerors must have a valid U.S. security clearance of SECRET or higher in order to respond to this RFP, because the RFP includes information or requires the contractor to have access to information classified at the SECRET level which will be released only to Offerors possessing the appropriate clearance. All classified material must be handled in accordance with DoDI 5222.22, National Industrial Security Program (NISP).
The contractor’s proposal shall be organized to conform to the requirements specified herein:
I. General Information:
This provision specifies the organization, format, and contents of an Offeror’s technical proposal, past performance, and price proposal to be submitted in response to this solicitation for evaluation by the Government. The purpose of the instructions contained in this section is to provide for uniform submission of all Offerors’ proposals. Uniformity is expected to facilitate Government efficiency and accuracy in the technical and price evaluation and source selection process. The contents of an Offeror’s proposal shall be organized to conform to the requirements specified herein.
Requirements for the contents of each of the submitted written technical proposals are identified below. The order of presentation in an Offeror’s submitted written proposal shall correspond to the order of the Factors discussed below. The content requirements described below address major topics of concern to the Government. Failure to respond to any of these topics may be considered a “deficiency”. All proposal information provided must be relevant and clearly explain how the proposed item will meet the requirements of the solicitation. Each written proposal must be separate and contain sufficient information to permit a detailed evaluation.
a) This will be an acquisition effort utilizing a best value approach. Each Offeror’s proposal will be evaluated to ensure that the items being offered comply with the criteria listed in the solicitation.
b) Proposals shall not contain classified information.
c) Previously submitted data, if any, will not be used in the evaluation of the Offeror’s response to this solicitation and will not be assumed to exist by the Government during evaluation.
d) The Government will not assume an Offeror possesses any capability, understanding, or commitment not specified in the proposal.
e) Offerors are cautioned that the Government reserves the right to make award based on initial offers without discussions with Offerors. Therefore, it is imperative that the information provided in the Offeror’s response to the solicitation be complete and accurate and that the prices proposed be the Offeror’s best terms. Each initial offer should contain the Offeror’s best terms from a price and technical standpoint.
However, if considered necessary by the Contracting Officer, discussions may be conducted with those Offerors determined to be in the competitive range.
f) The Government reserves the right to reject any proposal that does not comply with these proposal preparation/submission instructions.
g) Offeror(s) shall mark all proposal documents as CUI in accordance with IAW NIST SP 800-171. At a minimum, each Volume shall include:
1) A cover page including the “CUI” marking in the Header and Footer as well as the required CUI Designator block. This block shall be included at the bottom right portion of the cover page and read as follows:
Controlled By: Department of the Navy Controlled By: NSWCCR Code 0241 CUI Category: SSEL Distribution/Dissemination Control: FEDCON POC: NSWCCR 0241 Branch Head
2) All subsequent pages of the document shall include the “CUI” marking in the Header and
Footer. If other information is included in the header or footer. The "CUI" marking shall be centered on its own line within the header and footer.
h) It is the Offeror’s responsibility to bring to the attention of the Contracting Officer, at the earliest possible time, but prior to the closing date, any ambiguities, discrepancies, inconsistencies, or conflicts between the statement of work (SOW), drawings, and other solicitation documents attached hereto or incorporated by reference. All questions shall be submitted to susan.eckerle@navy.mil. The deadline for submitting questions is 15 calendar days after the initial issuance of this solicitation.
i) Use of Navy Support Contractors. Government support contractors may assist the Source Selection Organization. The Source Selection Evaluation Board and the Price Analysis Team will be composed of Government employees. The Government support contractors may participate as administrative support.
The following firm(s) may assist in the technical/management proposal evaluation in an advisory capacity only and may provide administrative support to the source selection process, but will not evaluate proposals or have voting authority:
Design to Delivery The Mayvin Consulting Group
G5S LLC, Logistics Support, Inc.
The Navy has both hardware and information exclusion clauses as well as proprietary data protection clauses in Navy contracts with the above listed firms. Offeror shall provide written notification to the Procuring Contracting Officer (PCO) no later than ten (10) days after issuance of the RFP if Offeror does not consent to the use of the firm listed above in the proposal evaluation process. Otherwise, submission of a proposal will be considered consent of use of the firm abovementioned.
j) Delivery & Submission Method
1) Electronic Delivery of Proposals. DoD SAFE and Electronic submission to susan.eckerle@navy.mil are the ONLY acceptable methods to submit an offer under this solicitation. Timeliness of proposals will be determined in accordance with FAR clauses 52.212-1(f) or 52.215-1(c)(3)(ii)(A). Be advised that large electronic files are problematic due to limitations on Government email inbox. In addition, .zip files are stripped from e-mails and cannot be submitted. Utilization of DoD SAFE at https://safe.apps.mil, is an acceptable transmission tool. In order to provide a submission via DoD SAFE, the Offeror shall email susan.eckerle@navy.mil and request a “Drop-Off” for solicitation N00016421RWP77 with the point of contact information, inclusive of an email address for the person who will complete the “Drop-Off”. A drop-off request MUST be submitted so send early and verify receipt. DoD SAFE supports files sizes up to 8GB.
If offers are submitted to DoD SAFE instead of directly to the Contract Specialist, DoD SAFE will send an email to the recipient designated once the Offeror’s files are uploaded notifying the recipient that the files have been received. For an offer to be considered timely using DoD SAFE, the notification email must be received by the Contract Specialist by the due date/time set for receipt of offers. Offerors who submit offers via upload to DoD SAFE are encouraged to do so in sufficient time to allow for verification with the Contract Specialist that notice of receipt of the proposal has been received.
It is the responsibility of the Offeror to ensure whatever mechanism used to transmit proposals electronically will adequately support the sizes and types of files being submitted. Contents of electronic proposals will not be viewed until after the closing date/time unless otherwise specified herein. Do not contact the Contract Specialist to verify that all files were received. The Contract Specialist will only validate that a notice was received from DoD SAFE prior to closing. A list of all files uploaded shall be provided to the Contracting Officer along with a screen shot from the DoD SAFE drop-off page IAW the electronic commerce timelines outlined in FAR 52.215-1(c)(3)(ii)(A)(1), in order to validate the offerors timely submittal of files should a system error occur.
k) The Government intends to make an award to only one offeror. Offers submitted shall provide pricing for all contract line items. Submissions that provide pricing for only a portion of the contract line items are considered technically unacceptable and may not be evaluated.

TECHNICAL PROPOSAL – Factor I (Volume I)
The Technical proposal shall be submitted as Volume I, and shall be no more than 25 pages; plus an executive summary of no more than one (1) page. The technical proposal shall not contain any pricing information. The order of presentation in the Offeror’s submitted written proposal shall correspond to the order of the Factors discussed below. The content requirements described below address major topics of concern to the Government. Failure to respond to any of these topics may be considered a deficiency and may render the Offeror ineligible for award.
Each technical proposal shall be specific, detailed, relevant, and complete as to clearly and fully demonstrate the degree of the prospective contractor’s knowledge and understanding of the requirements. Statements which merely paraphrase the SOW or attest that “standard procedures will be employed” are inadequate to enable the Government to evaluate and do not allow the Government to determine if the proposal complies with the requirements of the SOW. Unsupported promises to comply with contractual requirements will not be sufficient. Failure to thoroughly describe how the proposed item meets a requirement (i.e. test data, test methods, design/drawings, etc.) will result in a negative evaluation in regards to the subject requirement. Proposals must contain supporting rationale for any statements related to proposed performance.
No assumptions will be made by evaluators regarding areas that are not addressed in the Offeror’s written proposal.
The Offeror’s proposal shall be written in such detail to allow the Government to evaluate the proposal on an item/CLIN by item/CLIN basis for all CLINs.
Technical Evaluation Standards are as follows:
FACTOR I: TECHNICAL PROPOSAL
The following documentation in response to the subfactors shall be in such detail to allow the Government to evaluate the proposal. The response shall include but not be limited to:
SUBFACTOR A: Technical Approach/Testing Capability
i. The Offeror shall provide a detailed narrative describing how compliance to the Statement of Work (SOW) will be ensured. The detailed narrative shall contain cross references to the applicable SOW paragraph and drawing and shall be in sufficient detail to allow the reader to understand how compliance to the entire SOW will be accomplished by the offeror.
ii. The Offeror shall provide a detailed narrative describing how compliance to drawing requirements will be ensured and provide a detailed narrative explaining the ability to perform waveguide manufacturing and testing.
iii. The Offeror shall provide a detailed written compliance to SOW paragraphs 3.4.1 & 3.4.2.
iv. Regarding CLIN 0001 (First Article Manufacture and Testing of an AN/SPG-62 Waveguide Assembly Kit
(13 Piece Kit)), and CLIN 0002 (First Article Manufacture and Testing of Rev J Waveguide Assembly, MK82, W5 (P.N 5204696)), Offerors shall provide detailed First Article testing approach, or request for waiver with a written summary providing details on manufacture of these within the past three (3) years.

Waveguide Horn E2), Offerors shall provide example Data/Test reports for purpose of outlining test plans and demonstration of SOW paragraphs 3.3.1.2, 3.3.1.5, and 3.3.1.6 compliance. Any data sheets submitted are not expected to be populated.
vi. Offerors shall identify any “exceptions” to the Specifications, Drawings, and Statement of Work and state precisely how the offered supplies/services differ from the solicitation documents.
vii. Offerors shall provide a flow chart of potential manufacturing process crossed referenced to the applicable
SOW paragraph. The flow chart shall be accompanied by a narrative that explains the personnel skill levels (job title, special skills possessed) to be used for manufacturing, machining, assembly, inspection, test, and quality assurance check points. The narrative shall include the hours calculated for each professional discipline within each block of the flow diagram. The narrative shall also state what facilities, tools and/or special equipment will be used to execute each flow diagram block. Offeror shall describe processes used to ensure repeatability of assembly processes to meet drawing specifications and requirements of SOW section 3.0.
viii. NOTE: If Offeror requires access to the classified document (SPEC 2898001) in order to propose, please contact Susan Eckerle at susan.eckerle@navy.mil. Offerors shall provide detailed justification why access to this document is required to develop and submit a proposal for this requirement.
SUBFACTOR B: Delivery Schedule
i. The Offeror shall provide a sample one-year delivery/production schedule of one (1) CLIN 0001 (First
Article Kit), one (1) CLIN 0002 (First Article Manufacture and Testing of Rev J Waveguide Assembly, MK82, W5 (P.N 5204696)), three (3) CLIN 0003 (Thirteen (13) Piece Kits), and three (3) each of CLINs 0004 through CLIN 0017 (Individual Waveguide Assemblies) per year. The schedule shall include start dates, material lead time, duration, and planned completion. To ensure uniformity in proposals submitted, the start date used shall be October 1, 2021.
ii. The Offeror shall identify key schedule and performance risks and why these were identified as risks as it relates to the delivery schedule.
SUBFACTOR C: Management Approach/Production
i. The Offeror shall provide a narrative to summarize their configuration management process for drawings created and/or maintained at their facility. The Offeror shall explain their methodology for ensuring only those drawings that are at the approved current baseline are used for production. If applicable, Offerors shall define how these requirements are placed upon their subcontractor team members.
ii. The Offeror shall provide a narrative to summarize their management process for obsolescence and/or diminished manufacturing sources and material shortages for material identified and/or referenced in the drawings identified in the SOW. Offerors shall provide their process for preparing formal requests for engineering change request proposals (ECP). The Offeror shall provide a narrative to summarize their process for implementing changes to the technical data package.
PAST PERFORMANCE – Factor II (Volume II)
The Past Performance Proposal shall be submitted as a part of Volume II, and shall be no more than a maximum two
(2) pages for the Past Performance Data Matrix (Attachment 16), and a maximum of one (1) page per reference for the Narrative Summary.
The Offeror shall provide a minimum of three (3) and a maximum of five (5) past performance references to be listed on the Past Performance Data Matrix. The Offeror shall contact past performance references directly and request that they complete and submit the Past Performance Questionnaire (PPQ) (Attachment 17), to the address in Block 7 of SF33, Page 1 of the Solicitation or to the address in Block 7 of SF33, Page 1 of the Solicitation or to susan.eckerle@navy.mil in accordance with the timeline set in Block 9 of SF33, Page 1 of the Solicitation.
The completed questionnaires shall be emailed directly from the past performance reference point of contact (POC) to the contract specialist, Susan Eckerle. Under no circumstances shall the questionnaires be returned to the Offerors. Any information provided by the Offeror’s references is subject to verification/validation by the Government during the evaluation process. In the event references are not received by the close of the solicitation, the Government may make contact and follow up with the listed references identified on the Contractor Past Performance Data Matrix.
The Offeror’s two (2) page matrix shall contain a minimum of three (3) and a maximum of five (5) references to contracts that are recent and relevant to this requirement. Proposals must prove PPQs have been sent to each POC.
Failure to send the PPQ to each POC will be considered a proposal deficiency and may result in exclusion of the Offeror’s proposal from consideration for award. The Offeror shall exert its best efforts to ensure that references submit a completed Present/Past Performance Questionnaire directly to the contract specialist.
Offeror shall complete and submit the Past Performance Narrative, which identifies the following information for each of the Past Performance Questionnaires sent out:
a. Organization/Customer
b. Contract Number
c. Telephone & E-mail of Organization/Customer Point of Contact (POC)
d. Description of Relevancy to this solicitation
e. Recency of Performance under Contract
Offerors are reminded that both independent data and data provided by Offerors in their proposals may be used to assess Offeror past performance. Since the Government may not necessarily contact all of the sources provided by the Offerors, it is incumbent upon the Offeror to explain the relevance of the data provided. The Government does not assume the duty to search for data to cure problems it finds in proposals. The burden of providing thorough and complete past performance source data remains with the Offerors. Proposals that do not contain the information requested by this solicitation risk rejection or high performance risk assessment by the Government.
NO CLASSIFIED PAST PERFORMANCE SUPPLEMENTS WILL BE ACCEPTED. The Offeror may submit performance on classified programs as long as that information can be verified. If the Offeror intends to submit in this manner the information that is classified (customer, contract number, etc.) should be marked “reserved” and the description/write up of the work performed shall remain unclassified. If the Offeror cannot describe what work was accomplished in an unclassified manner they cannot submit that program for evaluation.
Offerors are notified that the Government will use the data provided in this volume that is determined to be recent and relevant to the effort at hand and data obtained from other sources in the development of performance risk assessments.
PRICE PROPOSAL – Factor III (Volume III)
Technical information SHALL NOT be submitted as part of the Price Proposal.
The Price Proposal shall consist of a narrative supporting the prices proposed for the CLINs in Section B. Should there be any discrepancy between the pricing submitted in Section B and the Price Proposal, the Offeror’s Section B pricing will take precedence. The prices shall include all shipping and be f.o.b destination. The prices are to be provided as separate unit prices for each item listed.
The matrices included in Section B for each CLIN are to be completed. If more economical quantity breaks are available, the contractor is authorized to propose pricing for different quantity price breaks but shall provide pricing for the minimum quantities listed for each CLIN.
Contract Data Requirements Lists (CDRLs) are not separately priced. Offerors SHALL propose CLIN 0001 and CLIN 0002 First Article even if they believe this will be waived by the Government.
COMPLETED SOLICITATION – (Volume IV)
The proposal shall include a cover letter signed by an individual authorized to commit the company to the proposal.
The cover letter shall be submitted with Volume IV. The cover letter shall identify all enclosures being transmitted as part of the proposal. The letter shall reference the solicitation number and acknowledge that it transmits an offer in response to the solicitation. The cover letter required by this paragraph supersedes and replaces the “Fist Page” requirements referred to in FAR 52.215-1, subsection (c)(2). It shall state:

2) Commercial and Government Entity (CAGE) code.
3) DUNs Number
4) Names, telephone numbers, and email addresses of persons authorized to conduct negotiations, as well as the names of the officials authorized to bind the Offeror’s organization shall be clearly identified.
5) Any exceptions taken to any requirements of the solicitation to include but not limited to technical exceptions, clauses, and provisions, and the basis for the exceptions. The cover letter shall indicate in which volume and on what page of the Offer’s proposal the exception is addressed.
Offerors are not encouraged to take exceptions to this solicitation; however, any exceptions taken to the specifications, SOW, or terms and conditions of this solicitation shall be explained in detail and set forth in a cover letter as well as in the appropriate proposal volume. Offerors are to detail the particular section, clause paragraph, and page to which they are taking exception.
7) DCAA and DCMA office point of contract including branch location, contact name, Telephone number, and email address
8) A statement that the proposal is valid through January 31, 2022.
Offeror shall ensure that ALL fill-ins for all clauses and provisions herein are completed. Offerors shall make sure the solicitation (and any amendments) are completed, SIGNED and submitted with proposal. Failure to complete fill-ins, signed solicitation (and any amendments) may prevent a potential Offeror from being evaluated
