SUMMARY OF CHANGES
SECTION 5.0 - INSTRUCTIONS & PROVISIONS
The following have been modified:
SECTION 5 NOTES
Section 5.0 Notes: N00164-21-Q-0082-Amendment 0001:
Note 1: The zip file posted in beta.SAM.gov does not reference the correct Attachment Number with the
Attachment document. As stated in the solicitation, Attachment 1 is the Recent and Relevant Past Performance
Reference and Attachment 2 is the Past Performance Questionnaire.
Questions and Answers:
1. What is the breakdown of the types of cylinders that make up the 2,291 that are on site?
RESPONSE: The cylinders consist of a variety of gases. The types of gases and cylinder sizes can be found in the price matrices for CLINs 0001 and 0003.
2. How many cylinders are being ordered and which kinds?
RESPONSE: The Government orders approximately 200-300 cylinders per year of various sizes as depicted in the price matrices.
3. Are the cylinders Government or the Contractor owned?
RESPONSE: The cylinders are contractor owned.
4. Is there rental charge on the cylinders?
RESPONSE: Rental costs are included in the pricing of the gases.
5. Does the Government own the bulk tanks or are they contractor owned bulk tanks?
RESPONSE: The Government owns the bulk tanks listed in the Statement of Work (SOW) paragraph
3.1.2. SOW para. 3.1.2.2 allows for the bulk tanks on an as needed basis, and SOW 3.1.2.3 allows for the purchase of bulk tanks as required. See CLINs 0005-0007.
6. What is the past USAGE data/info on how much product the Government is going through via the bulk tanks?
RESPONSE: The Government purchased roughly 457,124 lbs. of CO2 and 4,136,896 CF of bulk nitrogen in 2020. This is roughly the same each year.
7. Is there a breakdown of the Product USAGE per bulk tanks?
RESPONSE: Bulk tanks are Carbon Dioxide and Nitrogen
8. Who is the current and/or incumbent Contractor on this requirement?
RESPONSE: This requirement is currently being satisfied by Indiana Oxygen Company, 6099 W.
Corporate Way, Indianapolis, IN 46278, under Contract N0016416D1002.
9. What is the Period of Performance (POP) for the current contract?
RESPONSE: The current contract has a five year ordering period, from date of contract award to five years after date of contract award.
Section 5.0 Notes: N00164-21-Q-0082-Amendment 0002:
Questions and Answers:
1. Why is CLIN 0003 not setup to bid to the Seven Tanks that Crane Naval Base currently owns as referenced in the solicitation, in the Statement of Work, paragraph 3.1.2?
RESPONSE: The Price Matrices for CLINs 0003 and 0004 have been revised to coincide with the seven bulk tanks that the Government currently has a requirement to fill.
2. The structure of CLIN 0005 and CLIN 0006 does not make sense with the industry norm. If there is an attempt to lease a new tank 3 years into the contract the lease rate would be much more expensive than if the lease for a new tank starts at the beginning of the contract. How should pricing be formatted in this category?
RESPONSE: Estimations should include pricing for all of the out years. Standard industry escalation for the out years is anticipated.
3. When is the last time the base purchased a new Bulk Tank?
RESPONSE: A bulk tank was purchased in December 2020.
4. Why are they asking to bid on something that is not existing business?
RESPONSE: While it may not be an existing need at this time, due to the nature of the work performed at NSWC Crane and its many ever changing projects, there is potential for need at any given time over the five year ordering period of the contract.
Section 5.0 Notes: N00164-21-Q-0082-Amendment 0003:
Questions and Answers:
1. What are the specific gases and volumes that were purchased in 2020? The incumbent supplier should easily be able to answer this. There is a huge difference in cost in supply of an industrial grade oxygen cylinder versus a high purity argon liquid can. We need to know this to bid.
RESPONSE: A complete compilation of the specific gases and volumes of each cylinder purchased in 2020 will not be provided. There were approximately 239 cylinders purchased and delivered in 2020. Of the 239 cylinders, a quantity of 64 were for specialty gases (such as high purity, gas mixes, etc.). The CLIN 0001 and CLIN 0002 price matrices specify the type of gas, volume, and whether the gas is high purity.
2. Of the approximately 2,200 cylinders on site, what are the quantities of each gas?
RESPONSE: A complete compilation of the specific gases and quantities of each cylinder by volume will not be provided. The below table provides an approximate breakdown of the cylinders by gas product type located on the Crane Naval Base.
Product Type Est. Qty
Acetylene Lg 91
Acetylene Sm 56
Argon 263
Argon Mixes 123
Carbon Dioxide 17
Compressed Air 30
Helium 17
Helium Mixes 21
Hydrogen 7
Specialty Gases (Ultra High Purity, Extra Dry, Gas Mixtures, Precision Blends, etc.)
Oxygen 300
Nitrogen 566
Propane 47
*As stated in the Statement of Work, the number of cylinders is an estimate as the number of cylinders delivered and returned can vary significantly by month.
3. Will all the cylinders, currently owned by the incumbent contract holder be immediately switched at the beginning of this new contract?
RESPONSE: The statement of work, incorporated into the solicitation provides for the the Business Transition Support in section 3.3.
