STATEMENT OF WORK
For
Industrial Compressed Gases
1.0 Scope. This Statement of Work sets forth the requirements for commercial supplies in the area of industrial compressed gases, gas handling, delivery, hardware, incidental services, and accessories for the operations at Naval Support Activity Crane (NSA Crane), Naval Surface
Warfare Center, Crane Division (NSWC-CR), Crane Army Ammunition Activity (CAAA), Defense Reutilization Marketing Office (DRMO), Glendora Lake facility, and Naval Facilities
Engineering Command (NAVFAC). It is NSA Crane’s intent to provide through an NSWC
Crane managed Indefinite Delivery Indefinite Quantity (IDIQ) Contract, a source for industrial gas requirements and to provide the end-users with consistency and reliability relating to the acquisition, handling and storage, and administrative aspects of compressed gases. NSWC
Crane shall only be liable for assets procured and managed under this IDIQ contract. The contractor is encouraged to implement best business practices from the commercial sector to enhance support operations and control costs as appropriate.
1.1 Background. This effort supports the maintenance and operations of the organizations located at NSA Crane and the NSWC Glendora Lake facility. NSA Crane is located in southcentral
Indiana about 75 miles southwest of Indianapolis, IN and about 71 miles northwest of
Louisville, KY. NSA Crane is a contiguous block of land (62,799 acres) within Martin, Greene, and Lawrence counties, except for 461 acres at the NSWC Glendora Test Facility in Sullivan
County, IN.

3.0 Performance Requirements.
3.1 General Requirements
The contractor shall be responsible for providing all materials, manpower, vehicles, equipment, permits, transportation and any other items necessary to support this Industrial

3.1.1 Industrial Compressed Gases (Cylinders)
The contractor shall provide industrial compressed gases to be delivered in cylinders as identified in the delivery orders issued under this Contract. The inventory of gas cylinders at
NSA Crane is approximately 2,291/ea portable cylinders which are owned by the incumbent contractor. The number of cylinders currently located at the Government’s facilities is subject to change at the time of award given the nature of the work being performed. New cylinders are dropped off and empty cylinders are picked up on a regular basis, causing frequent inventory changes in the number of cylinders located on the Government installation.
Cylinders for gaseous and liquid forms of gases shall comply with Department of
Transportation (DOT) and Department of Defense (DOD) specifications and standards, and shall be maintained, filled, marked, labeled, and shipped to comply with all current transportation, storage, and handling documents. The contractor shall provide all equipment required to load and unload all cylinders and tanks from the contractor’s delivery truck.
Government-owned lifting equipment will not be available to transport and/or move containers.
The price for the compressed gases delivered in contractor owned cylinders shall include the compressed gas, delivery of cylinders, all supplies required for inspection/testing/evaluation/maintenance, pick up of empty cylinders, and any ancillary services at every delivery. Such supplies shall include tags indicating whether a cylinder is
“Full,” “In Use,” or “Empty” and replacement parts if required. Ancillary services shall include the attachment of the Government-furnished warning tags, labeling, inspection, testing, and maintenance of all cylinders. The labeling of cylinders shall include the lettering, stenciling, and affixing of decals; metal lettering; and/or number stamping. The contractor shall provide inspection, testing, evaluation, and cleaning of contractor owned cylinders at every filling. For any cylinders not filled within a six month period, the contractor shall provide inspection, testing, evaluation, and cleaning for those cylinders at no additional cost.
Note: The quantities of cylinders listed are estimated requirements for information purposes only and should not be construed to represent either maximum, minimum, or constant quantities for any Delivery Order issued under this Contract.
Of the 2,291/ea portable cylinders, it is estimated that 10/ea will be Dewars. The number of high and low pressure Dewars will vary month to month. Helium Dewars will be 60 liter and
100 liter Dewars. Nitrogen Dewars will range in size from 160 liters to 230 liters.
3.1.1.1 All valves shall conform to the requirements of Military Specification MIL-DTL-2G.
Each valve shall have an approved outlet connection as defined in ANSI/CSA/CGA Standard
V-1. Each valve shall be assembled with the appropriate pressure relief device for the gas application and the designated cylinder and its service pressure. Valve protection caps, for cylinders designed to receive such caps, shall be securely attached to the cylinders in a manner to protect the valves from damage during transport and delivery to the purchaser's receiving area.
3.1.1.2 When cylinders become empty the Government Building POC shall report to the contractor the amount and location of the empty cylinders within the same week as they became empty. The contractor shall arrange for pick up with the Government Building POC.
This shall be completed within seven (7) calendar days after receipt of notification.
3.1.2 Industrial Compressed Gases (Stationary Bulk Tanks)
The contractor shall provide industrial compressed gases in bulk tank quantities to fill stationary bulk tanks as identified in the delivery orders issued under this Contract. The price for the compressed gases delivered in bulk tank quantities shall include the compressed gas, delivery, all supplies required for inspection/testing/evaluation/maintenance of Government and Contractor owned bulk tanks, and any ancillary services at every delivery. The contractor shall be responsible to provide all manpower and equipment, to include hoses in the appropriate sizes for filling of bulk tanks and ensure their hose connections are compatible with the tank fittings. The contractor shall be responsible for all inspection/testing/evaluation/maintenance of Government and Contractor owned bulk tanks.
For any bulk tanks not filled within a six month period, the contractor shall provide inspection, testing, evaluation, and cleaning for those tanks.
The inventory of bulk/stationary tanks at NSA Crane is currently 7/ea for the containment of nitrogen and carbon dioxide. Of that number, 7/ea are Government owned: Refrigerated
Carbon Dioxide 1/ea 7,000GL and Refrigerated Liquid Nitrogen 5/ea 1,500 GL, Refrigerated
Liquid Nitrogen 1/ea 3,500 GL.
Note: The quantities of bulk/stationary tanks listed are estimated requirements for informational purposes only and should not be construed to represent either maximum, minimum, or constant quantities for any Delivery Order issued under this Contract.
3.1.2.1 The contractor shall be responsible for providing stationary bulk tanks and equipment (other than those currently owned by the Government), necessary to support the compressed gas requirements of the Government.
3.1.2.2 The contractor shall lease stationary bulk tanks as required to the Government for the purpose of special projects.
