SECTION 5.0 - INSTRUCTIONS & PROVISIONS

The following have been added by full text:

AMENDMENT 0001-Q AND A

Section 5.0 NOTES: N00164‐21‐Q‐0066‐Amendment 0001‐

1. The final date for submission of questions is 22 March 2021 at 2:00 PM EST.

2. There will be NO site visit. All waste is is collected at the Central Storage Facility, and the CLIN

Price Matrix provides the waste streams located on base.

N0016421Q0066

3. Bulk loads such as rolloffs are hazardous for RCRA metals, specifically D006, D007 and D008. As production changes occur so could the analysis of the waste, but this is unlikely. On occasion the Government has construction debris or other non‐regulated material go out in rolloffs as well. As for all waste including individual drums, waste delivered to our Central Storage Facility ranges from D001‐Ignitable, D002‐Corrosive, D003‐Reactive, and D004 through D043‐ Toxic. We also receive F001‐F005 waste as well as P and U listed waste on rare occasion.

4. Current contract pricing will not be provided.

5. The Government anticipates an annual spend for Hazardous Waste Disposal of approximately

$500,000.00.

6. The 500 ton annual average includes all waste, in any type of container ranging from a 5 gallon jug to a 30/40 yard rolloff or vacuum truck. A truckload of various size containers of waste ranging from a 5 gallon jug to a 330 gallon tote for liquids and as large as a cubic yard bag or box for solids, are collected once a month out of the Central Storage Facility. (This is referred to as mixed drum/container loads). The Government accumulates approximatley 40,000 pounds of hazardous waste per month at the Central Storage Facility. There could be scenarios where we generate several rolloffs (lots of tonnage), in a short timeframe due to special projects occurring on base. These special project scenarios, where 3 to 4 rolloffs from the special project area, in a short time frame cause spikes in the hazardous waste and are the reason the average tonnage is 500 tons making it appear that shipments are needed every two weeks.

Questions:

1. Does the current vendor have dedicated on‐site personnel? If so, how many? What equipment do they have such as pickup trucks and forklifts?

RESPONSE: There is No contractor “On‐Site” personnel requirement under this effort.

There is no requirement for contractor equipment under this effort.

2. Are the rolloff boxes required to be left on‐site or are they ordered/filled/and then shipped:

RESPONSE: Depending on the situation the may have to be left on site but generally they are “live loaded.” This means, ordered, filled and shipped at one time.

3. CLIN 0001 / A1 – the quantity of rolloffs is unclear. Is it 18qty of 40 yard rolloffs being requested, or do we provide rolloffs that are in size ranging from 18‐40 yards?

RESPONSE: 18 was referring to size, which is not accurate. It should read 20, 30, or 40 cubic yd rolloffs. This has been corrected in Attachment 1.
