In determining relevancy, the Offeror should consider the type and value of the contract, and the type of requirement compared to this solicited requirement. The Offeror should also consider the level or amount of effort. Only past performance dealing with machined/manufactured, test, inspection, packaging and delivery of machined/manufactured items will be considered relevant. If the Offeror uses a related technology/requirement, then the Offeror shall provide details on how the related technology/requirement is applicable to this solicitation. Should the Offeror not explain how the related technology is applicable, the reference may not be considered relevant. Commercial and state/local contracts may be included, if necessary.

The Offeror shall submit performance information for itself on projects of similar size, scope, and technical complexity. The Offeror may choose to submit performance information for major proposed subcontractors, team members, and/or joint venture partners that have experience in projects of similar size, scope, and technical complexity with its proposal. If an Offeror has no current or relevant past performance information, they should state that in this volume.

NO SUPPLEMENTS CONTAINING CLASSIFIED INFORMATION WILL BE ACCEPTED. The Offeror may submit performance on classified programs as long as that information can be verified. If the Offeror intends to submit a reference to classified past performance, the information that is classified (customer, contract number, etc.)

should be marked “reserved” and the description/write up of the work performed shall remain unclassified. If the Offeror cannot describe what work was accomplished in an unclassified manner they cannot submit that program for evaluation.

3.4.2 Past Performance Questionnaire (PPQ)

The Offeror shall provide a maximum of five (5) past performance references. Under no circumstances shall the questionnaires be returned to the Offerors. Proposals must prove PPQs have been sent to each referenced POC; failure to send the PPQ to each POC will be considered a proposal deficiency and may result in exclusion of the Offeror’s proposal from consideration for award.

Any information provided by the submitters’ referenced customers is subject to verification/validation by the Government during the evaluation process. In the event references are not received by the close of the solicitation, the Government may make contact and follow up with the listed references from the Past Performance Matrix.

3.4.3 Past Performance Matrix

SECTION M - EVALUATION FACTORS FOR AWARD

The following have been modified:

SECTION M

1.0 GENERAL INFORMATION

1.1 Source Selection Process

Award(s) will be made under Solicitation No. N0016420RWR03 based on a best value trade off source selection process. Proposals that do not comply with the detailed instructions for the format and content of the proposal may render the Offeror ineligible for award.

1.2 Multiple Awards

The Government anticipates the potential to award multiple contracts as a result of this solicitation. Contracts for CLINs 0001 – 0013, and other CLINs added over the term of the contract as required, will be awarded on a CLIN basis to the one Offeror whose offer, conforming to the solicitation requirements, is determined to provide the best value to the Government for each CLIN at the time of the basic contract award. The best value determination will be based on the merits of the offer and the Offeror’s capability. The best value may not necessarily be the proposal offering the lowest cost, nor receiving the highest technical rating.

In the case where the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Government reserves the right to limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

If a contractor is awarded CLINs 0001 – 5014 or any other CLINs added over the term of the contract as required, and the past performance for quality and schedule is unacceptable when subsequent delivery orders are required, the Government reserves the right to place orders with the next capable contractor for the CLIN or compete the requirement among those contractors holding a MAC. CLIN 0014 is an emerging requirements unpriced CLIN.

CLIN 0014 may be utilized if the Government has an emerging requirement for items within scope that does not have established pricing at time of award. The Government will compete the emerging requirement among the MAC holders. Years 6-10 pricing will be established via a priced modification for the option year(s). Attachment 2, Delivery Order Request, will be issued for the emerging requirements CLIN and for Years 6-10 requirements.

1.3 Evaluation Notice

As specified in the FAR 52.215-1 “Instructions to Offerors--Competitive Acquisition” provision, the Government intends to evaluate proposals and award without discussions. An offer must be acceptable for the Offeror to be eligible for award. OFFERS THAT DO NOT CONFORM TO THE REQUIREMENTS STATED HEREIN

MAY BE DETERMINED UNACCEPTABLE AND MAY BE REJECTED WITHOUT FURTHER

EVALUATION.

2.0 STANDARDS FOR EVALUATION

Factor 1 (Technical) is significantly more important than Factor 2 (Past Performance), and Factor 1 (Technical) is of more importance than Factor 3 (Price). Factors 1 and 2 (Factors Other Than Cost/Price), when combined, are of significantly more importance than Factor 3 (Price). The price factor becomes more important as the degree of equality of Factors Other Than Cost/Price increases, or when the price is so significantly high as to diminish the value of the technical superiority to the Government.

Under Factor 1, Subfactor A and B are more important than Subfactor C. Subfactor A and B must be deemed acceptable prior to evaluating Subfactor C. Factor 1 must receive an overall technically acceptable rating prior to the evaluation of other Factors. Factor III, Price, will not be rated, but will be considered in determining the best value to the Government. Past Performance information may be evaluated upon receipt prior to the closing date of the solicitation.

The evaluation factors for the award decision are listed below:

FACTOR 1 – Technical

SUBFACTORS

A. Product Sample (3268AS131) B. Product Sample (3268AS133) C. Written Technical Proposal

FACTOR 2- Past Performance

FACTOR 3- Price

2.1 Technical

2.1.1 Technical Introduction

The technical information submitted as Volume I will be reviewed to determine the technical acceptable/unacceptable rating based on the technical requirements of the solicitation. The term “technical,” as used herein, refers to non-price factors other than past performance. The purpose of the technical factor is to assess whether the Offeror’s proposal satisfies the Government’s minimum requirements.

2.1.2 Technical Evaluation Factor

The Government shall evaluate the Offeror’s proposal against these requirements to determine whether the proposal is acceptable or unacceptable, using the ratings and descriptions outlined in Table M1 for each SUBFACTOR within FACTOR 1. The Offeror will receive an overall technical rating as defined in Table M1 based on the evaluation of each SUBFACTOR.

Table M1: Technical Acceptable / Unacceptable Rating

RATING DESCRIPTION

Acceptable Proposal meets the requirements of the solicitation.

Unacceptable Proposal does not meet the requirements of the solicitation.

2.1.3 Sample Waiver

If supplies identical to CLIN 0012 and/or CLIN 0013 have been previously furnished by the Offeror and have been accepted by the Government, the sample requirements will be waived by the Government. The Offeror shall identify in Section L under which supplies identical to CLIN 0012 and/or CLIN 0013 have been previously accepted by the Government.

2.2 Past Performance

2.2.1 Past Performance Introduction

The past performance information submitted as Volume II will be reviewed to determine the past performance acceptable/unacceptable rating. The past performance evaluation is an assessment of the Offeror’s probability of meeting the minimum past performance solicitation requirements. This assessment is based on the Offeror’s record of relevant and recent past performance information that pertain to the requirement in the solicitation. Furthermore, the past performance evaluation will be reviewed to determine how well the Offeror performed on prior contracts.

Past performance is a measure of the risk of performance associated with the Offeror.

2.2.2 Past Performance Evaluation Factor

In addition to the provided information from Volume II, the Government may solicit information from an Offeror’s customers and business associates; Federal, state and local government agencies and databases such as DCMA, DCAA, CPARS, PPIRs, etc. The Government reserves the right to limit the number of references it decides to contact and to contact references other than those provided by the Offeror. The evaluation will take in account the same type of information regarding significant subcontractors proposed in the Offeror’s proposal.

The Contracting Officer is not responsible for locating or securing any information not furnished with the Offer. The Contracting Officer may, however, utilize all available information, including information not provided by the Offeror, in the past performance evaluation. The Government reserves the right to review less than all information submitted, and to only analyze sufficient information to make a reasonable determination of each Offeror’s past performance rating.

The Government will assess the Offeror's past performance in the areas of:

a) Quality of Product or Service; and

b) Schedule

The Government may base its judgment about the quality of an Offeror’s past performance on:

a) Records of objective measurements and subjective ratings of specified performance attributes, if available;

and

b) Statements of opinion about the quality of specific aspects of an Offeror’s performance, or about the quality of an Offeror’s overall performance.

During the assessment, the Government will utilize the three (3) aspects of past performance evaluation: recency, relevancy (including context of data), and quality (including general trends in contractor performance and source of information).

The first is to evaluate the recency of the offeror’s past performance. Recency is generally expressed as a time period during which past performance references are considered relevant, and is critical to establishing the relevancy of past performance information. For the purposes of this solicitation, recent contracts are defined as those on which performance occurred during the last three (3) years from issue date of this solicitation.

The second is to determine how relevant a recent effort accomplished by the offeror is to the effort to be acquired through the source selection. Relevant contracts are defined as those on which performance dealt with machines/manufactured, test, inspection, packaging and delivery of machined/manufactured items. The relevancy ratings are defined in Table M2.

Table M2: Past Performance Relevancy Ratings Rating Definition Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

The third aspect of the past performance evaluation is to establish the overall quality of the offeror’s past performance.

A separate quality assessment rating is not required; rather, the past performance confidence assessment ratings assigned in Table M3 is based on the offeror’s overall record of recency, relevancy, and quality of performance.

Table M3: Past Performance Confidence Assessment Rating Definition Substantial Confidence Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.

Satisfactory Confidence Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Neutral Confidence No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.

Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.

No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.

Offerors that have no record of past performance (i.e. new businesses) must submit a signed and dated statement to that effect. If an offer submits a certification statement and the Government has no information available regarding the offeror’s past performance, that offeror will receive a neutral rating (i.e., the offeror is evaluated neither favorably nor unfavorably) for past performance. If offerors (prime and significant subcontractors) provide reference information that is deemed not relevant and current as defined in Section L, the offeror will receive a neutral past performance rating for those contracts.

2.3 Price

2.3.1 Price Introduction

Prices shall be submitted in Section B of this solicitation. For Item Numbers 0001 through 0013 pricing shall be entered into the Pricing Matrix Tables utilizing the quantity rage in Section B. The Option Year(s) requirements and the Emerging Requirements will be evaluated at the time the requirement is needed based on Section J Attachment 2, Delivery Order Request Sample. The Offeror shall provide any recommended quantity break changes to improve prices to the Government.

2.3.2 Price Evaluation Factor

Pricing will be evaluated for price reasonableness. Pricing will be evaluated based upon the unit pricing proposed for CLINs 0001-0013 for the cost of four delivery orders placed each year and the estimated delivery order quantities per year, multiplied by the offered price for that quantity range, all years summed to arrive at a Total Evaluated Price (TEP).

The Government will evaluate the proposed prices to determine a TEP. The Government has also synopsized this competitive requirement via the Government point of entry with an IDIQ contract maximum value of $5,000,000.00.

The Government reserves the right to award a contract at the synopsized amount of $5,000,000.00 that may differ from the TEP value.

Definition of Key Terms Strength - An aspect of an Offeror’s proposal that has merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during contract performance.

Meets Requirement – Offeror’s Proposal merely meets the requirements of the RFP. No evidence of strengths, weaknesses, or deficiencies exists, but meets the minimum standards. For a proposal aspect that meets the requirement no strength, weakness, or deficiency are documented.

Weakness – A flaw in the proposal that increases the risk of unsuccessful contract performance. See FAR 15.001.

Significant Weakness – A flaw in the proposal that appreciably increases the risk of unsuccessful contract performance. See FAR 15.001.

Deficiency – A material failure of a proposal to meet a Government requirement or a combination of significant weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level. See

FAR 15.001.

Relevancy- As it pertains to past performance information, is a measure of the extent of similarity between the service/support effort, complexity, dollar value, contract type, and subcontract/teaming or other comparable attributes of past performance examples and the source solicitation requirements; and a measure of the likelihood that the past performance is an indicator of future performance.

Confidence- A determination of how well the contractor performed on previous contracts. The past performance evaluation process gathers information from customers on how well the offeror performed those past contracts. The more relevant past performance will typically be a stronger predictor of future success and have more influence on the past performance confidence assessment than past performance of lesser relevance.

Low Risk – Has little potential to cause disruption of schedule or degradation of performance. Normal contractor effort and normal Government monitoring will likely be able to overcome any difficulties.

Moderate Risk- Can potentially cause disruption of schedule or degradation of performance. Special contractor emphasis and close Government monitoring will likely be able to overcome difficulties.

High Risk-Is likely to cause significant disruption of schedule or degradation of performance. Is unlikely to overcome any difficulties, even with special contractor emphasis and close Government monitoring
