SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been modified:
VENDOR Q&A
Vendor Questions:
Q1: Does my product sample have to be radiographically tested prior to submitting as described in the Performance Specification (PS) OES-PRF-0139 paragraph 4.6.3?
A: No, the Government will perform all testing on the product sample.
Q2: Does my product sample have to meet the specification at PS OES-PRF-0139 paragraph 4.6.3?
A: As found on page 88 of the Request for Proposal, offerors are not encouraged to take exceptions to this solicitation; however, any exceptions taken to the specifications, terms and conditions of this solicitation shall be explained in detail and set forth in the Cover Letter within Volume I as well. Offerors are to detail the particular section, clause paragraph and page to which they are taking exception.
Q3: Can the U.S. Government provide a list of the tests that will be conducted on the product samples?
A: The following are tests that will be conducted: Examination/Workmanship, Radiographic Inspection, 1.5 Meter Drop, Fragmentation, Smoke, Transportation Vibration, Temperature and Humidity, Water Immersion, and Hot/Cold/Ambient Function Tests.
Q4: Can I source the MK3 pallets from my own supplier?
A: Yes; as long as the pallets meet the specified requirements within the solicitation package including all amendments. MK3 pallets will not be supplied as Government Furnished Property (GFP).
Q5: If my product sample grenade discharges from the body versus discharging from the top/bottom will I fail the go/no go evaluation?
A: Yes; see PS OES-PRF-0139 paragraph 3.5.3.3 Output Design for further guidance. Offers whose product samples fail the Go/No Go criteria will not be further evaluated and will not be considered for award.
Q6: Can I use my competent authority as a delivery method for my grenades?
A: As long as the grenades are packaged IAW the PS OES-PRF-0139 at section 5.
Q7: Can I ship my product samples with a sufficient supply of M2A1 containers and a “packaging kit” for the Government to assemble upon receipt?
A: Vendors are allowed to pack their product sample grenades in M2A1 Ammunition Containers, TDPL 7553296, or M2A2 Ammunition Box, Drawing 13032542, using the best packaging materials and practices. Packing product samples IAW section 5 of Performance Specification OES-PRF-0139 is the preferred method. However, if a vendor chooses to deviate from 5.0 Preparation for Delivery requirements in packing their product samples, the vendor will need to provide a “Product Sample Packaging Kit (PSPK)” which includes a sufficient quantity of M2A1 Ammunition Containers or M2A2 Ammunition boxes and all appropriate materials IAW the solicitation requirements for the Government to package product samples while performing product sample evaluation. During the product sample evaluation testing, the Government will only use materials provided by the vendor in their PSPK and will not supply any Packaging, Packing or Marking materials. The PSPK materials must be provided/packaged with the Product Sample and must arrive prior to RFP closing date and time. Furthermore, offerors that provide a PSPK shall, in addition, provide instructions sufficient to allow the USG to package their product samples for product sample evaluation testing. It is the offeror’s sole responsibility for providing all needed instructions and

materials to avoid introducing negative product sample test results derived from the Government’s re-packing of the product samples.
Q8: On page 16, the Inspection/Acceptance is listed as Inspection is at Origin and Acceptance is at Destination, but clause E-246-H016 lists Inspection/Acceptance at Destination. Where is FAT/LAT inspection/acceptance taking place?
A: For FAT/LAT, Inspection will be done at Origin and Acceptance will be done at Destination. All deliveries are FOB Destination.
Q9: On page 83, the last bullet point of sentence 2 states, “see paragraph (i) below” Where is paragraph (i)?
A: Paragraph (i) is on page 88 labeled (i) Proposal Structure.
Q10: I want to use DHL, FEDEX, or UPS as my courier, are they approved couriers?
A: To the best of my knowledge DHL, FEDEX, and UPS are all approved couriers.
Q11: Where should I include my standard commercial warranty?
A: The warranty can be placed in Volume II with the Technical Proposal.
Q12: I will not be able to label my samples with an NSN stock number because it is not available yet. Should this sample labeling limitation be considered an “exception” in my proposal?
A: No, this will not be considered an exception, but subsequent contractual deliveries would have to be fully compliant.
