The following have been added by full text:
0004 QUESTIONS FROM INDUSTRY
Amendment 0004 Questions From Industry:
1) Q. Referencing CLIN 0003, Drawing 408JXN00060, MK47 ALGL W1 CABLE ASSEMBLY, Sheet 2 of
4, Section C5 and Section views G-G and H-H, the material callout is for FIND NO. 25 or 26 ALT, adhesive compounds, but there is no callout for the depicted enclosure. What is the callout for the depicted enclosure?
A. See revised Drawing Package, as contained in this amendment.
2) Q. Reference solicitation 20RJN81_sol, page 37, D-246-H003 WARRANTY NOTIFICATION FOR CLIN(S) 0001-0038—ALTERNATE I (NAVSEA) (MAY 2019). Warranty notification is too large to be permanently marked on each deliverable end item as required. Is another method for stating the warranty acceptable?
A. Parts shall be marked with the warranty notification prescribed in this clause, when practicable.
Parts shall also be marked in accordance with D-211-H005(a)(2). In accordance with D-211-H005(b), “in cases where parts are so small as not to permit identification marking as provided above, such parts shall be appropriately coded so as to permit ready identification.”
Parts too small to be labeled with the labels required in clauses D-211-H005 and D-246-H003 shall be coded so as to permit ready identification.
3) Q. Can proposals still be submitted via email or DoD SAFE?
A. See RFP Instructions to Offerors as contained in Amendment 0003.
4) Q. Regarding CLIN 0033, the 4 top assembly drawings 3392AS541-100, 3392AS542-100, 3392AS543- 100, and 3392AS544-100 do not include P/N 3392AS548 on any of those drawings.
A. P/N 3392AS548 is needed for this assembly. Quote all parts on this drawing except for those associated with, “FLAG Note 6.”
5) Q. Where is Amendment 0002?
A. Solicitation Amendment 0003, issued on 28 February 2020, skipped an amendment number in numerical sequence due to a Government contract-writing system error. No Amendment 0002 was issued, and the current amendment is numbered Amendment 0004.
6) Q: Since 52.204-7 paragraph (d) applies, are we required to print a copy of our SAM registration information and include it in Volume II?
A. FAR clause 52.204-7 is included in this solicitation and is incorporated by reference in Section L.
Submit Volume II in accordance with RFP Instructions to Offerors as contained in Amendment 0003.
7) Q. In CLIN 0002, the P/N ends in a -2. Is the part number wrong or is there a missing or an additional drawing?
A. 7450279-2 is the part number of the assembly. All drawings needed to assemble CLIN 0002 have been provided. Drawing #7450279 REV F and all associated drawings provide assembly instructions.
There are no missing drawings from this CLIN.
8) Q. In Solicitation N0016420RJN81, Amendment 0003, pg. 1, section 14 states that FAR clause 52.202-8 is added to this amendment, but FAR clause 52.202-8 is referenced nowhere else in the amendment.
A. Ignore this clause reference. This is a Government typographical error. This clause was erroneously listed in Amendment 0003 on page 1 in Block 14 and is referenced nowhere else in the solicitation.
The following have been modified:

The offeror’s matrix shall contain a minimum of three (3) and a maximum of five (5) references to contracts that are recent and relevant to this requirement. d) Up to five (5) one page summaries of each contract reference identified in the past performance summary matrix may be submitted. In determining relevancy, the offeror should consider the type and value of the contract, and the type of requirement compared to this solicited requirement. The offeror should also consider the level or amount of effort. Only past performance dealing with manufacture, test, inspection, packaging and delivery of cables will be considered relevant. The offeror must detail (if using the “related technology” as a reference) how the “related technology” is applicable to the solicited effort. If an offeror has no current or relevant past performance information, they should so state that in this volume.
f) Each offeror shall submit present and past performance information for itself on projects of similar size, scope, and technical complexity. The Offerors may choose to submit present and past performance information for major proposed subcontractors, team members, and/or joint venture partners that have experience in projects of similar size, scope, and technical complexity with its proposal. The total number of past performance references for each offeror shall not exceed five (including any references submitted by subcontractors, team members and/or joint ventures). This volume shall provide a list of current and relevant contracts on which the offeror has performed in the format requested in the Proposal Requirements portion of this document. This information, as well as other information the Government may obtain elsewhere via Government databases (CPARs, PPIRs etc.) and other government agencies (DCMA, DCAA etc.), will be used to evaluate the offeror's past performance. The Government reserves the right to solicit feedback beyond what is identified in the questionnaire. NO CLASSIFIED PAST PERFORMANCE SUPPLEMENTS WILL BE ACCEPTED. The offeror may submit performance on classified programs as long as that information can be verified. If the offeror intends to submit in this manner the information that is classified (customer, contract number, etc.) should be marked “reserved” and the description/write up of the work performed shall remain unclassified. If the offeror cannot describe what work was accomplished in an unclassified manner they cannot submit that program for evaluation. Offerors are notified that the Government will use the data provided in this volume that is determined to be current and relevant to the effort at hand and data obtained from other sources in the development of performance risk assessments.
