The purpose of this amendment is to 1) extend the proposal due date to 26 May 2020; 2) add a DD 1423 Data Item No. A010 to Exhibit A in section J for Government Property Inventory Reports and add that requirement to sections 4.1, 4.2, 4.3, 4.4, and 5.5 of the Statement of Work in section C (note that these are the only changes incorporated into the Statement of Work); 3) add draw ing 6154430 that is needed to propose on the first delivery order (section J attachment 8); 4) revise the RFP Worksheet for DO 1 (section J attachment 7) to clarify applicable draw ings; and 5) make administrative corrections to the Past Performance Questionnaire (section J exhibit B) regarding the due date and the person it is to be submitted to. SECTION 1.0 – SCOPE
Statement of Work
1.0 Scope
This Statement of Work (SOW) sets forth the requirements for providing a contractual vehicle to support recurring machining and fabrication requirements utilizing modern machine shop practices. This effort is in support of the development, maintenance, and sustainment of systems, sub-systems, equipment, and components under the cognizance of the Strategic Systems Hardware Division, GXW, Naval Surface Warfare Center Crane Division (NSWC Crane).
1.1 Background
GXW Division’s mission is to provide electrical, electronic, and design engineering, software engineering, acquisition, development, production, test and evaluation, integrated logistics support, reliability, maintenance, and sustainment functions for a variety of platform, launch, and missile systems, as well as transportation equipment, test facilities, and shelters. These systems and equipment are supported by various customers. The fire control systems, navigation systems, launcher systems, missiles and missile support equipment are under the cognizance of the Strategic Systems Programs (SSP) Technical Branches. These technical branches are SP22, Launcher Subsystem; SP23, Fire Control/Guidance Subsystem; SP24, Navigational Subsystem; SP27, TRIDENT Missile; and SP2012, Test and Integration. GXW supports programs/projects for the Missile Defense Agency (MDA), US Air Force Space Command (AFSPC) Space and Missile Center (SMC), and the US Army Space and Missile Defense Command (SMDC). These projects require machine shop and fabrication support of large and complex items.
Some of the items could be as large as 8’ in diameter, 40’ long and weigh 100,000 lbs. Programs and projects currently supported by the GXW Division are as follows:
• SP22, Launcher Subsystem – NSWC Crane is the Design Agent (DA) and In Service Engineering Agent (ISEA) for designated SSBN and SSGN Launcher Support Equipment (LSE). NSWC Crane is responsible for the life cycle support of LSE of deployed systems and development of LSE for the Advanced Launcher Development Program, and performs production and repair of tactical components of the Launcher Subsystem.
• Deployed Systems Support (DSS) – NSWC Crane is responsible for engineering, trouble reporting, production, repair, logistics, alteration proposals and development, technical publications, and supplying shelf life materials to the US and UK for LSE.
• In Service Engineering – NSWC Crane provides ISEA support to the Fleet and Field working directly with the end users and maintenance personnel by executing the role as Corrective Action Authority for the Trouble Failure Reporting system providing timely responses to issues.
• Production and Repair - NSWC Crane provides 3rd and 4th level production, repair and vendor pass-through support for tactical hardware and support equipment. This includes the installation of Strategic Systems Programs Alterations (SPALTs).
• Advanced Launcher Development Program (ALDP) – Missile Integration and Support Systems (MISS)/Advanced Launcher Development Program (ALDP). NSWC Crane support includes engineering, logistic, technical, and program management for COLUMBIA Class and United Kingdom (UK) Vanguard Class and Common Missile Compartment (CMC) Program.
• SP23, Guidance and Fire Control System – NSWC Crane is responsible for the specification, design, production, insertion, maintenance, instrumentation, and operational support of the SSBN and SSGN weapon control systems, weapons control support systems, and their supporting auxiliary systems.
• SP24, Navigational Subsystem –- NSWC Crane provides engineering support in the selection, evaluation and qualification of replacement technologies and materials of items within the TRIDENT Fleet Ballistic Missile (FBM) Navigation Program. This includes design, materials selection, performance characteristics, conformance testing, and specified quality requirements, procurement of Fleet assets used in the Navigation Program, and the repair of all Navigation items repaired. The Hydro/Acoustic Test Facility for testing and engineering investigations related to the TR-333 Hydrophone and the TR-143 Transducer of the FBM Navigation Program is under the cognizance of NSWC Crane. This task includes maintaining and developing test system software and hardware, failure diagnostics, engineering guidance for test personnel, and overall acoustic engineering reviews.
• SP27, TRIDENT Missile - NSWC Crane ISEA for the Trident I (C4) and Trident II (D5) motors Inter Facility Transportation Equipment (IFTE) Program, as well as Missile Support Equipment. This program includes the installation, handling, tracking, security, instrumentation, and transporting of missile sections/components.
• Transportation and Support Equipment - NSWC Crane is to provide overall technical program management and systems engineering support researching, analyzing, designing, developing, testing, proofing, manufacturing, and acquisition of the transportation and support equipment and its components. The entire transportation system includes associated rail and/or highway specific equipment used for transportation.
• Maintenance Program - NSWC Crane is also responsible for the Transportation Maintenance Program. The equipment supported by the C4/D5 Transportation Maintenance Program includes the Environmental Control Unit (ECU), Solid State Controller (SSC), Tracking Modules (TM), Diesel Generator Set (DGS), cellular communication, data recording, trip data analysis, equipment life usage trend analysis, monitor vehicle and support equipment structural integrity, and engineering capability support for upgrades.
• SP2012, Test and Integration –
• Trident D5 Ballast - NSWC Crane provides design, engineering, program management, modeling, analysis, drafting, technical documentation, logistics, reliability, maintainability, quality assurance, prototype fabrication and modification, test, evaluation, transportation and procurement support for the Trident D5 Ballast and Ballast Equipment such as the Ballast Transportation Fixture, ballast trailers, hoisting slings, accessories and accessory containers.
• SWS Ashore - NSWC Crane is assigned responsibility for SWS Ashore Configuration Management, Requirements and Interfaces management and Project Risk Management.
• System Integration Support - NSWC Crane incorporates system level knowledge into SP2012 using modernized tools. Existing mechanical and electrical drawings are modeled with the objective of capturing the intelligence behind the drawings in system level models to analyze and assess impacts of changes or potential changes to the system.
• SP202 Flight Experiment and Launch Systems Support – NSWC Crane support includes the research and development, design, systems engineering, modeling simulation and analysis, prototyping and fabrication, documentation and technical data support, configuration management support, under water testing and logistics support for various ground support and transportation equipment used in the development of future weapon systems programs.
• U.S. Air Force - NSWC Crane provides design and systems engineering, development, drawing development and revision, acquisition, production, test and evaluation, integrated logistics support, reliability, maintenance, and sustainment functions for a variety of satellite communication systems, transportation equipment, test facilities, ground support systems and shelters for the US Air Force Space Command (AFSPC), Space and Missile Center (SMC), and ICBM Systems Directorate.
• U.S. Army - NSWC Crane provides design engineering, software engineering, acquisition, development, production, test and evaluation, integrated logistics support, reliability, maintenance, and sustainment functions for a variety of platforms, launchers, and missile systems, as well as transportation equipment, test facilities, and shelters for the US Army Space and Missile Defense Command (SMDC).
• Missile Defense Agency (MDA) - NSWC Crane provides design engineering, software engineering, acquisition, development, production, test and evaluation, integrated logistics support, reliability, maintenance, and sustainment functions for a variety of platforms, launchers, and missile systems, as well as transportation equipment, test facilities, and shelters for the interceptor and targets programs for the Missile Defense Agency.
SECTION 2.0 – APPLICABLE DOCUMENTS
2.0 Applicable Documents
The contractor shall perform support tasks in accordance with applicable military standards, performance specifications, American Welding Society standards, applicable handbooks and non-Government documents, as well as all project specific technical documentation and information as specified in this SOW and Delivery Orders (DO).
Project specific documentation will be provided as Government Furnished Information (GFI) in each DO. The exact revisions of documents are not cited in the text of this SOW for the convenience of reference.
Applicable machine shop documents will be defined by each individual DO placed against this contract as required to define the individual requirements. Unless otherwise indicated, copies of standards and handbooks are available from the Standardization Document Order Desk, 700 Robbins Avenue Bldg 4D, Philadelphia, PA 19111-5094.

SECTION 3.0 – PERFORMANCE REQUIREMENTS
3.0 PERFORMANCE REQUIREMENTS
3.1 Task Requirements
The contractor shall provide labor, materials, facilities, equipment, and administration for machine shop and fabrication tasks as specified herein for current projects in GXW as well as programs/projects acquired by or transitioned to GXW. The tasks may involve items weighing up to 100,000 lbs, 40’ long, lathe operations up to 96”’ in diameter and milling operations on items 96” X 96”. The following tasks will be specifically identified in each delivery order.
3.1.1 Machine Shop and Fabrication Support.
The contractor shall provide fabricate, re-fabricate, upgrade, and rework systems and components. This work will be accomplished in accordance with established procedures and processes and will consist of fabrication, production, or repair involving all areas of machining and fabrication including welding, blasting, machining, painting, etc. Specific tasking will be called out in each DO. The contractor shall develop and maintain a method of tracking the status of each fabrication, manufacture, test, measurement, inspection effort, and material certification and submit this information to the Government as specified in each DO. 3.1.2 Quality Assurance (QA) Support.
The contractor shall perform quality assurance analyses and prepare planning documentation as specified in DOs.
The contractor shall compile quality assurance data, and develop, prepare, and update quality assurance plans. All work shall be accomplished using established quality processes, procedures, and instructions relative to the tasking specified herein. The contractor shall maintain ISO certification or industry equivalent. The contractor shall track all testing, inspection, procedures, calibration certification, material certification, personnel certifications, and provide reports to Government as required for each DO. 3.1.3 Interoperability, Test, and Evaluation Support.
The contractor shall ensure that components have been properly manufactured, tested, evaluated, and that interoperability requirements are met at all levels. First Article Testing maybe required depending on project requirements and will be specified in each DO. Technical reports, studies, plans, and procedures shall be submitted to the Government as specified in each DO. (CDRL A001, A002, A005, A006, A007, A008, A009)
3.1.4 Program Support.
The contractor shall provide a single point of contact (POC) for all efforts related to the planning, organizing and direction of the execution of the tasking set forth in this SOW. The contractor shall provide monthly progress and status reports for each DO. The report shall summarize efforts currently in progress, problems encountered, and shall be in narrative form with graphics, as appropriate, to better define information. The contractor shall provide program support for meetings held at NSWC Crane, contractor or vendor facilities, or other Government activities.
The contractor shall prepare presentations consisting of viewgraphs, storyboards, or slide presentations (computer based viewgraphs). (CDRLs A003, A004)
3.2 PERFORMANCE AND MANAGEMENT MEASURES
The contractor shall manage all contract resources and coordinate and direct the efforts of all contract functional areas to fulfill the requirements of the SOW.
The contractor shall use a proactive approach to resolve Government requirements and concerns. The goal is to ensure that corrections and improvements are with the focus on, but not be limited to, cost savings or avoidances, improved business practices and enhanced machining and fabrication capabilities. The contractor shall utilize a disciplined management approach to develop, integrate and manage all areas of this contract. All contract areas shall demonstrate continuing progress in achieving cost, schedule, and contract requirements.
The contractor shall manage all areas of this contract in accordance with (IAW) ISO 9001 to ensure that all contract objectives identified are fully supported.
The contractor shall establish key management elements that include planning, integrating, controlling, reporting, reviewing, and measuring progress. Ensure that risks associated with cost, schedule, and technical capability are provided to the Government such that they are measurable, articulated, mitigated and contractor accountability is enforced.
The contractor shall provide support that is beneficial to the Government and utilizes a proactive approach that enhances value to the war-fighter and sponsors, which includes adapting business practices in order to meet changing regulations.
SECTION 4.0 – GOVERNMENT FURNISHED PROPERTY
4.0 Government Furnished Property
4.1 Government Furnished Material (GFM)
The contractor will be provided GFM as the requirements are identified by the RTA or the Government Lead Project Engineer as specified in each delivery order. (CDRL A010)
4.2 Government Furnished Equipment (GFE)
The contractor will be provided GFE as the requirements are identified by the RTA or the Government Lead Project Engineer as specified in each delivery order. (CDRL A010)
4.3 Government Furnished Facilities (GFF)
There is no requirement for the contractor to require the use of any facilities at NWSC Crane and will not need access to NMCI owned/ Government owned equipment. This requirement can be added to the SOW if specified in a delivery order and will be discussed between Contracting and the RTA. (CDRL A010)
4.4 Government Owned Vehicles
There is no requirement for the contractors of each delivery order to require use of government owned vehicles (GOV). This requirement can be added to the SOW if specified in a delivery order and will be discussed between Contracting and the RTA. (CDRL A010)
4.5 Government Furnished Information (GFI)
The contractor will be provided project source documentation as GFI sufficient to allow accomplishment of assigned tasking as the requirement is identified by the RTA or the Government Lead Project Engineer, and specified by delivery order. GFI may include drawings, specifications, procedures, processes, and quality system documents required for the performance of machining and fabrication support.

All deliverables shall be completed and submitted in contractor format unless otherwise specified in hard copy as well as electronic copy in accordance with Contract Data Requirements Lists (CDRLs), DD Form 1423, and the requirements of each delivery order. SECTION 6.0 – SPECIAL CONDITIONS/REQUIREMENTS
6.0 Special Conditions
The following special conditions apply to the contractor in the performance of the tasks of this SOW:
6.1 Security Classification.
None required.
6.2 Safety and Health.
The requirements of this order may require contractor personnel to come in contact or be exposed to hazardous conditions and materials. The contractor shall abide by all applicable Federal, State, and Local occupational safety and health requirements.
6.3 Hazardous Materials.
Tasking under this SOW may require handling of hazardous materials. The contractor shall follow and show compliance with all Federal, State, and Local regulations including personnel exposure, handling, and disposal of all hazardous materials.
6.4 License, Certifications, and Training.
The contractor is required to receive training and certification for performing welding and inspection or any other specialized operations as required in support of the tasking set forth in this SOW or specifically identified in a DO.
6.5 Damage Reporting.
The contractor shall maintain an accurate record of and shall report all damages to Government furnished property, equipment, or material as prescribed by OPNAVINST 5102.1.
6.6 Government Observations.
The Government reserves the right to observe all machining process, inspections, and qualification testing.
6.7 Data Rights.
All data and documentation created and delivered in support of this effort becomes the property of the Government and will be delivered without proprietary markings.
6.8 Release of Information.
All technical data provided to the contractor shall be protected from the public. Registration in the Joint Certification Program (JCP) by prime contractors and subcontractors will be required on some delivery orders. All other information relating to the items to be delivered and support tasks to be performed under this SOW may not be disclosed by any means without prior approval of the authorized representative of the Contracting Officer. The contractor shall provide adequate physical protection to such information so as to preclude access by any person or entity not authorized such access.
6.9 Information Non-Disclosure.
The prime contractor and any subcontractors shall not disclose any information provided or developed under this contract outside the Government without prior approval from the Government.
6.10 Travel.
Although travel by the contractor is not anticipated, travel may be required as specified per each individual delivery order.
