REVISED STATEMENT OF WORK
Statement of Work for Overhaul of AN/SPS-49 Direct Current (DC) Elevation Drive Motors
May 18, 2017
1 Scope. This Statement of Work (SOW) establishes the requirements for the evaluation and overhaul of Direct Current (DC) Elevation Drive Motors, Part Number 914104.
1.1 Background. NSWC Crane is the designated overhaul point for AN/SPS-49 Radar Antenna Systems. As part of this tasking, the AN/SPS-49 DC Elevation Drive Motor is one subassembly required to be overhauled to a restored Condition Code “A” (ready for issue) in performance and appearance. As a means to reduce overall cost, promote innovation, increase efficiency, and ensure higher quality and reliability, the overhaul of these motors has been historically contracted out to industry experts. NSWC Crane provides failed DC elevation drive motors to the contractor for evaluation, and the contractor executes repairs and conducts performance verification testing. Based on previous history and statistics of the repairs executed on similar contracts, the Government has expanded standard overhaul repairs to include more non-mandatory repairs (in addition to replacement of mandatory items).
2 Applicable Documents.
2.1 NSWC Crane Documents.
Appendix A Paint Specification SE110-A2-MMD-010 Section 9, Appendix C, Overhaul and Repair Manual for Antenna AS-
3262/SPS-49(V)
2.2 Military Standards.
MIL-STD-2073-1E Standard Practice for Military Packaging MIL-STD-129R Military Marking for Shipment and Storage
2.3 Technical Documents.
914104 Elevation Drive Motor Revision L, Dated 28 December, 1990 914321 Specification for Servomotor Tachometer, Revision D, Dated 18 May, 1976
2.4 Commercial Documents.

2.5 Document Revisions and Hierarchy. In the event of conflict between the documents referenced herein and the contents of this SOW, the contents of this SOW shall prevail.
3 Requirements.
3.1 General. The Contractor shall refurbish multiple repairable condition code F DC elevation drive motors into condition code A DC elevation drive motors. Each Contractor refurbished motor shall meet all requirements, specifications, and processes listed in Drawing Number 914104, Rev. L, Specification Number 914321, Rev. D, and Overhaul and Repair Manual for Antenna AS-3262/SPS-49(V) manual SE110-A2-MMD-010 Section 9 and Appendix C.

The Contractor shall disassemble, clean, and examine each motor in accordance with SE110-A2-MMD-010 Manual Sections II (9-2 Disassembly), III (9-3 Cleaning and Examination), Table 9.3, and Appendix C. During cleaning, the Contractor shall remove all sealant from exterior casing and hardware.
3.1.1.1 Motor Evaluation Report. For each motor that has been evaluated as requiring a non-standard repair, or as beyond economical repair (BER), the Contractor shall submit a motor evaluation report identifying which of the non-standard repairs are required to refurbish the motor into like new, ready for issue (condition code A); or justification for motors that are BER. The motor evaluation shall document all physical discrepancies (missing parts, excessive corrosion, physical damage, excessive wear, etc.) related to the external housing and internal parts.
For those motors evaluated as BER, the Contractor shall provide an overall assessment of the current condition of the motor to include an assessment of which parts (if any) are salvageable from the BER motor for potential use in refurbishment of other motors. The Contractor’s motor evaluation report shall include photographs to support written narratives. The Contractor shall not perform any non-standard repair, replacement, and/or refurbishment of any motor without having Government approval. (CDRL A001)

3.1.2.4 Updated Paragraph Title to Tachometer. Updated and clarified the paragraph on the parts that need to be replaced as part of the Tachometer.
3.1.2.6 Deleted - Moved to Non-mandatory Part Paragraph 3.1.3.4
3.1.3.1 Added Figure 9-3 item number
3.1.3.2 Updated Paragraph Title to correct part number nomenclature according to the specification and added Figure 9-3 item number
3.1.3.3 Updated Paragraph Title to correct part number nomenclature according to the specification and added Figure 9-3 item number
3.1.3.4 Added to Non-mandatory Part Replacement and added Figure 9-3 item number
3.1.4 Added fifth bullet for contractor to provide additional information
3.1.6 Added surface prep and updated correct reference to the specification.
3.2.2 Removed “from” Crane
Other Notes resulting from the Pre-Proposal Conference (provided for informational purposes only):
1. The prior insulation type used to manufacture the armature was CYCOM 1009; however, the market may reveal that this is an obsolete material. Equivalent product may be available and proposed as such. It was also noted that insulation tape material may have shelf life issues that should be considered.
2. An internal clearance depth measurement of 9.222 inches, starting from the outer edge of the winding, was taken during the Conference.
3. Historically, armature failures have been an issue 10% of the time.
4. Parts kits are not all inclusive. Additional parts may need to be procured but are not required to be in the kits.
5. At the Conference, the iron core was measured to have a length of 7.065 inches and a diameter of 3.085 inches. (Reference RFP Attachment 2, page 9-4 paragraph “t” and 9-5 for iron core.)
6. The Government is aware of the potential for tachometer varnish issues. When the varnish heats up during test, it melts, and then would resolidify the next day in a different form, resulting in an unacceptable/unoperable motor.
7. Historically, the Government has experienced 30-60 motor failures annually. This information shall not be construed as an affirmative requirement.
8. The historical best practice for successful alignment was the new manufacture (assembly was machined) of the back end bracket, utilizing no shims to achieve the proper alignment. (Reference SOW paragraph
3.1.3.4 and RFP Attachment 2, Figure 9-3, Item 44.)
9. The stainless steel winding shield inside the frame assembly was measured to be 6.932 inches in length at the Conference.
10. RFP Attachment 3 is a specification control drawing. Precise or exact reverse engineering of the exisiting parts may not be required to meet the specifications.
11. No other site visit requests will be considered or approved.
12. Pictures taken by the Government of the motors displayed during the Conference are attached. See Attachments 10-16. No visitors were authorized to take pictures.
