VENDOR QUESTIONS
VENDORS SHOULD VERIFY THAT THEY ARE USING THE REVISED ATTACHMENTS
UPLOADED TO FBO WITH THIS SOLICITATION AMENDMENT.
QUESTION 1: Should offerors propose the exact number of installations referenced as “estimated” in Section B for each CLIN? For pricing consistency, how many installs per year, per CLIN?
ANSWER 1: Offerors should propose the exact number of estimated installations required for each CLIN that must be proposed against. The Government is unable to estimate how many installs per year per CLIN.
QUESTION 2: Section B Travel CLINs state an estimated maximum cost that matches to the Section L ODC amounts provided in the table on page 91. However, Section L states, “Estimates provided below do not account for any burdens such as material handling or G&A.”
Should the offerors reverse out their burdens when applying this cost in the Cost Summary format so the ceiling is not exceeded?
ANSWER 2: Section L states that “[e]ach offeror may apply appropriate burdens in accordance with their disclosure statements.”
QUESTION 3a: Section L, Factor 1, Subfactor A Table on page 88, states Sample Task Order 01 is for five (5) USCG 87’ Cutter installation kits; however, Sample Task Order 01 Section B only has three (3) – CLIN 4001AA, 4001AB, and 4001AC. Please clarify so appropriate pricing can be developed.
QUESTION 3b: CLIN 4004 for Sample Task Order 01 USCG 87’ Cutter Material in Attachment 15 indicates that there is a quantity of five (5) required. However, CLINs 4001 and 4002 indicate that only three (3) installs are being tasked. A quantity of five (5) for CLIN 4004 is also indicated in Section F. Please clarify.
ANSWER 3a and 3b: The five (5) USCG 87’ Cutter installation kits referenced in Section L, Factor 1, Subfactor A are procured via CLIN 4004 on Sample Task Order 01. Please see the CLIN description for CLIN 4004 on Sample Task Order 01. The Government is not required to order the exact number of installation kits as the number of installations – more or less installation kits may be ordered depending on the Government’s inventory and requirements at the time an order is placed.
QUESTION 4: Section L, Factor 1, Subfactor A Table on page 88, states Sample Task Order 01 is only for one (1) USCG 87’ Cutter MARFLIR II system; however, Sample Task Order 01
Section B has three (3) – CLIN 4002AA, 4002AB, and 4002AC. Please clarify so appropriate pricing can be developed.
ANSWER 4: Section L, Factor 1, Subfactor A table on page 88 states that one (1) MARFLIR II system is per USCG 87’ Cutter. There are three (3) USCG 87’ Cutters per Sample Task Order 01.
QUESTION 5: Section L, Factor 1, Subfactor A Table on page 88, states Sample Task Order 02 is for five (5) MSC SAwS installation kits; however, Sample Task Order 02 Section B only has four (4) – CLIN 1001AA and 1001AB, and also 2001AA and 2001AB. Please clarify so appropriate pricing can be developed.
ANSWER 5: The five (5) MSC SAwS installation kits referenced in Section L, Factor 1, Subfactor A are procured via CLINs 1004 and 2004 on Sample Task Order 02. Please see the CLIN description for CLINs 1004 and 2004 on Sample Task Order 02.
QUESTION 6: Section L, Factor 1, Subfactor A Table on page 88, states Sample Task Order 02 is only for one (1) MSC SAwS system; however, Sample Task Order 02 Section B has four (4) – CLIN 1002AA and 1002AB, and also 2002AA and 2002AB. Please clarify so appropriate pricing can be developed.
ANSWER 6: Section L, Factor 1, Subfactor A table on page 88 states that one (1) MSC SAwS system is per MSC Ship. There are four (4) MSC Ships per Sample Task Order 02.
QUESTION 7: Section L, ODC Table on page 91, the Material amounts referenced do not include CLIN 1004, 2004, or 4004. Please provide per year, per CLIN.
ANSWER 7: The ODC Table on page 91 of the solicitation is the Government’s estimate of the ODC costs. The Government’s estimate was not developed on a per year/per CLIN basis.
QUESTION 8a: Attachment 12, Wage Determination. The only WD provided was for Crane, Indiana. However, the prep-work and install/de-install labor CLINs can be at locations CONUS and world-wide. Please confirm what locations and Wage Determinations should be utilized in pricing.
QUESTION 8b: Attachment 12 included wage determinations for Indiana, will the Government be issuing schedules for the other locations in the solicitation?
ANSWER 8a and 8b: The anticipated locations are stated in the Statement of Work under paragraph 1.1 Background.
QUESTION 9a: Attachment 14, Labor Category Descriptions CLIN 6001. The attachment provided a list of labor categories, but no descriptions. Please provide the labor categories and descriptions for all CLINs.
QUESTION 9b: Senior Program Manager/Analyst and Program Manager/Analyst were listed in the Government Estimated Labor Categories for CLIN 6001, but estimated hours for those two labor categories were not provided in Attachment 13 Estimated level of Effort for CLIN 6001.
Will the Government be providing hours?
ANSWER 9a and 9b: Attachment 14 provides the Government’s estimated labor categories for CLIN 6001. Labor categories for all other CLINs are to be proposed by the offerors based on the requirements. Attachment 14 has been revised to remove reference to Senior Program Manager/Analyst and Program Manager/Analyst.
QUESTION 10: Reference # 1: Page 85, Section L, within the PROPOSAL REQUIREMENTS table, states “Technical Proposal (Factor 1, Subfactor A); (Sample Task Order Evaluation and Written Statement of Work Compliances)
Reference # 2: Page 88, Section L, f), 12) within the first row of the Factor 1 Subfactor A: Technical Proposal (Volume I) instructions, indicates that the offeror shall address a “Written Statement of Work” discussion prior to a discussion of the Sample Task Orders.
Reference # 3: Page 86, Section L, f), 3) states “The information provided in the proposal shall appear in the same order as outlined herein.”
Question: The referenced documents above appear to be in conflict. To ensure compliance with the instructions of the RFP, and to present a logical representation of technical discussions, recommend that the 30-page Written Statement of Work discussion appear prior to the Sample Task Order 01 and 02 POAM, WBS, and BOM elements. Should the offeror assume the SOW discussion is before the Sample Task discussion, as follows?
a. Written Statement of Work
b. Sample Task Order 01 POAM, WBS, and BOM
c. Sample Task Order 02 POAM, WBS, and BOM
ANSWER 10: CNIN-L-0002, Proposal Requirements Table, Row 2 has been edited to reflect Written Statement of Work Compliances preceding Sample Task Order Evaluation in an offeror’s proposal, which conforms to the table referenced in the question on page 88.
QUESTION 11a: Page 88, Section L, f), 12) should the offeror assume that the POAM, WBS, and BOM are all excluded from the 30 page technical proposal page limit?
QUESTION 11b: Would the Government consider excluding the WBS for STOs 1 & 2 from the 30 page limit?
ANSWER 11: This section has been edited to reflect that the WBS is excluded from the technical proposal page limit.
QUESTION 12: Page 86, Section L, f), 5) should the offeror assume that a 11 by 17 page size used for “Legible tables, charts, graphs and figures” counts as one page only, due to the number of requirements which are to be discussed within the technical proposal 30 page limit?
ANSWER 12: Legible tables, charts, graphs, and figures as mentioned in this questions and displayed on an 11 by 17 inch page size will be counted per the number of pages submitted unless it is exempted from the page number limit per the solicitation.
QUESTION 13: Page 87, Section L, 6) and 7) With the exception of “Electronic cost data which must be submitted in Excel”, is it acceptable for the offeror to submit all proposal volumes and files in Adobe Acrobat format?
ANSWER 13: CNIN-L-0002 states that Adobe Acrobat format is acceptable.
QUESTION 14: Paragraph 3.5.7 of the Statement of Work uses the abbreviation “RMA” that is not spelled out or contained in paragraph 4.0 List of Acronyms and Abbreviations. Does RMA refer to Reliability, Maintainability and Availability?
ANSWER 14: The use of the term RMA in the Statement of Work refers to “Return Merchandise Authorization.”
QUESTION 15: Drawing 8394520, Line Item 105, there is no part number or identifying information. Please advise or clarify if this is GFM?
ANSWER 15: This is not GFM.
QUESTION 16: The estimated total cost for material is provided on p. 91 of the solicitation with the statement that it should be applied to all material CLINS in Section B. However, the Government is requesting that offerors bid material costs for CLINs 1004, 2004, and 4004. We respectfully requests clarification on whether material costs should be bid separately for these CLINs.
ANSWER 16: The material costs provided on page 91 of the solicitation are Government estimates only of all material costs. Offerors shall propose to the CLINs in Section B unless the CLIN description in Section B states otherwise.
QUESTION 17: Is it the Government's intent to have the same ship availability dates in sample tasks 1 and 2, for both the preparation work and installation labor CLINs or will separate dates be provided?
ANSWER 17: The ship availability dates in Sample Task Order 01 and Sample Task Order 02 have been revised to reflect the separation of preparation work from installation work.
QUESTION 18: The government provided labor categories in Attachments 13 that relate to the 106K hours however the government did not provide any labor categories for the ship installations, for example there is not a welder listed. Is it the government’s intent that we use or modify the labor categories in Attachment 13 to support the ship installation CLINS or are we restricted to just the labor categories listed in the RFP?
ANSWER 18: The Labor Categories provided in Attachment 13 are for CLIN 6001 only.
Offerors shall propose what they deem to be the appropriate labor mix to accomplish all other CLIN tasks.
QUESTION 19: Upon review of the technical data provided for MSC SAWS installs we annotated that appears portions of materials and parts historically procured under similar installations of comparable size and scope are not listed in the government’s technical data provided with the above referenced solicitation. Is the government’s intent that the Offeror bid the install as given or may the Offeror include additional materials and parts deemed necessary as a separately priced addendum to the Government’s technical data listing provided with the solicitation?
ANSWER 19: Offerors may propose what they deem is appropriate but shall explain any additional material required. Offerors are reminded that the proposal submission requirements in Section L shall be adhered to.
QUESTION 20: The Government has indicated in Section L of the solicitation that the ceiling for Material under this effort is $21,352,099, they have further indicated in Section B that the contract maximum is $49,551,799. The materials therefore represent approximately 43% of the overall estimated contract value. As the timely, cost effective, and efficient procurement of these materials will be a critical component of execution under the resultant contract will the Government reconsider making this element of the effort fee bearing?
ANSWER 20: Material costs for this effort are cost-only. No fee will be applied to materials.
QUESTION 21: May the Offeror propose labor categories other than or in addition to those identified in Attachment 14 when preparing the pricing for Sample Task Order 01 and Sample Task Order 02?
ANSWER 21: Labor Categories in Attachment 14 are for CLIN 6001 only. Offers shall propose the appropriate labor mix to accomplish the tasks of the other CLINs and Sample Task Orders 01 and 02.
QUESTION 22: The paragraph lettering in Section L, page 86 is not sequential. Please correct.
ANSWER 22: Corrected.
QUESTION 23: Can the Offeror provide the Cost Narrative in .pdf format?
ANSWER 23: Yes, Section L has been revised to indicate that the Cost Narrative may be submitted in Adobe Acrobat (.pdf) format.
QUESTION 24: Would the Government consider excluding the Subcontract Management Plan (SMP) from the 15 page Volume II limit?
ANSWER 24: The Government believes that the 15 page limit for the Management Proposal (Volume II) is sufficient.
QUESTION 25: The estimates provided in Section L Factor 3 Cost Proposal do not include the Offeror’s material handling/G&A burden. Is the intent for the Offeror to include applicable burdens in the amounts for ODCs entered into Section B? Please clarify.
ANSWER 25: Offers shall abide by Section L which states “[e]ach offeror may apply appropriate burdens in accordance with their disclosure statements” with respect to the provided estimated ODCs.
QUESTION 26: Solicitation Section L, Factor 3 states that the offeror’s proposed ODCs shall be included in Section B of the offer against each appropriate ODC CLIN. The referenced statement seems to contradict the instructions in Section B ODC CLINs where it states: “OFFERORS ARE NOT TO PROPOSE COST/PRICING FOR THIS CLIN.” Please clarify.
ANSWER 26: Offerors are to propose to the CLINs as appropriate unless a CLIN description states that offerors are not to propose to that CLIN. For CLINs that offerors are not to propose to, the Government has provided an estimated maximum amount for those CLINs.
QUESTION 27: Please verify that the proposed subcontractor Overall Cost Summary should include a breakout of man-hours and overtime by both prime and subcontractors. Do the subcontractor Cost Summaries need to include the prime hours, or is this a requirement for just the Prime Cost Summary.
ANSWER 27: The Overall Cost Summary should include a breakout of overtime by both prime and subcontractors total costs including fee. The man-hour breakdown in the Overall Cost Summary is for prime only. The Overall Subcontractor Cost Summary is for the subcontractor costs only.
QUESTION 28: In the description for Supplies and Services for CLIN1001, it indicates that the work is “in accordance with SOW paragraph 3.3. However, in SOW paragraph 3.3, the table that cross references applicable CLINs, CLIN 1001 is not included. Please correct/clarify.
ANSWER 28: The CLIN description for CLIN 1001 has been updated to reflect the appropriate SOW paragraphs.
QUESTION 29: The SOW states that Contractor employees shall not visit or contact ships without prior NSWC Crane written approval for any work performed under this SOW. What is the specific office to make a request and receive the appropriate authorization under this contract at NSWC Crane?
ANSWER 29: Approval for work performed under the SOW and the awarded contract will be provided via a delivery/task order signed by a procuring contracting officer.
QUESTION 30: Please confirm that the Offeror is to not enter amounts in Section B and submit for Sample Task Order 01 as shown in Attachment 15, and Sample Task Order 02 as shown in Attachment 16.
ANSWER 30: Offerors are to submit the required information outlined in Section L for the Sample Task Orders.
QUESTION 31: The Sample Task Order 02 description of Supplies/Services in Attachment 16 indicates that “MSC SAwS T-AO Install” will be performed. However, in the RFP Section B
CLIN 1001 description of Supplies/Services, it indicates that performance includes “MSC SAwS T-AO Install/Deinstall”. Is it the intent that labor for Sample Task Order 02 be priced for install only?
ANSWER 31: The Sample Task Order 02 CLIN 1001 is for installation as indicated in the CLIN descriptions. There are no deinstallations in any sample task order.
QUESTION 32: CLIN 2001AB and 2002AB reference MSC T-AO. However, CLIN 2001 work is “MSC T-AKE Prep Work Labor”. Please clarify/correct.
ANSWER 32: Corrected.
QUESTION 33: The CLINs indicate that a total number of installation/deinstallation actions will take place over the “contract’s entire period of performance.” In order to provide a realistic estimated price and take into account the Government’s request that encourages Offerors to include a reasonable escalation factor (Section L), it would be beneficial to understand the number of installations/deinstallations for each CLIN that will occur in each year of performance. Request the Government provide an estimate of the number of actions for each referenced CLIN by performance year.
ANSWER 33: The Government is only able to provide the total number of installation/deinstallation actions over the contract’s entire period of performance.

Offerors with significant subcontractors (10 percent or more of the total proposed cost) shall also submit one (1) past performance reference for said subcontractor(s). The contracts identified should demonstrate in-depth knowledge and successful implementation of contracts, of similar scope and complexity to this solicitation. Similar scope and complexity means have performed most of the types of support efforts identified in the SOW for this solicitation. The identified contracts can be with the Federal, commercial, or other customers. The Government reserves the right to limit or expand the number of references it decides to contact, and to contact other references than those provided by the Offeror. The Government reserves the right to use contract performance data obtained from other sources, such as the Government’s Federal Awardee Performance and Integrity Information System (FAPIIS) database.
Offerors are encouraged to supply contract reference information for which they are the prime contract holder or provide detailed clarification to the extent of which they contributed as a subcontractor to the referenced contract.
Failing to provide enough detail for a referenced contract for which the offeror was a subcontractor may result in the offeror’s references being determined not relevant.
For each contract, the offeror shall identify at least one of the following customer POCs: Program Manager; and PCO or COR. Offeror shall provide a matrix identifying the following information for each of the Present/Past Performance Questionnaires (Attachment 5 in Section J) sent to references of the prime and subcontractors, as applicable:
Organization/Customer
POC
Brief Description of Procurement Contract Number Telephone Number of Organization/Customer POC Email Address of Organization/Customer POC
Completed Present/Past Performance Questionnaires shall be submitted directly to jason.j.clark@navy.mil. Under no circumstances shall the questionnaires submitted to the offeror’s references be returned to the offeror. Offerors shall exert its best efforts to ensure that at least two POCs per relevant contract submit a completed Present/Past Performance Questionnaire directly to the Government. Any information provided by the offeror’s references is subject to verification/validation by the Government during the evaluation process. In the event references are not received by the close of the solicitation, the Government may make contact and follow up with the listed references identified on the Contractor Present/Past Performance Data matrix.
Offerors shall complete a narrative of each past performance reference submitted detailing the following:
a) Description and dates of work performed on the referenced contract.
b) Description of how the scope for the referenced contract relates to this effort in scope and complexity.
c) Description of the significant achievements, challenges or obstacles encountered and overcome during contract performance, to include measures taken to overcome any challenges or obstacles.
Factor 3: Cost Proposal (Volume IV)
Technical information SHALL NOT be submitted as part of the cost proposal. The requirements of this section apply equally to the offeror and any proposed subcontractors regardless of subcontract type. The prime contractor has the responsibility to ensure that ALL SUBCONTRACTORS provide information at the same level of detail as required in this section regardless of the subcontract pricing arrangement. If subcontractors do not comply, this will be viewed as indicative of the prime contractor’s inability to control subcontractor performance and could impact the Management Proposal (Factor 1 Subfactor B) evaluation result.
The Cost Proposal shall consist of the Cost Narrative, Overall Cost Summary, and Cost Summaries for Sample Task Orders 01 and 02. The Overall Cost Summary shall be in the format provided as Attachment 6 in Section J. The Cost Summary for Sample Task Order 01 shall be in the format provided as Attachment 8 in Section J. The Cost Summary for Sample Task Order 02 shall be in the format provided as Attachment 9 in Section J. The offeror shall provide sufficiently detailed information as to allow the Contracting Officer to determine the reasonableness of the proposed costs. The submitted cost summaries shall include ALL formulas that demonstrate how rates and burdens were applied. All proposed costs shall be in whole dollars. The level of effort in Section B for CLIN 6001 includes both prime and subcontractor labor. Should there be any discrepancy between the pricing submitted in Section B and the Cost Summaries/Cost Narrative documentation, the offeror’s Section B pricing will take precedence. For cost realism purposes, the higher cost will be used.
Offerors are advised that proposing lower level replacement in technical labor categories for CLIN 6001 without substantial justification will be an indication that the offeror does not have a clear understanding of the technical labor needed to support the effort and appropriate upper adjustments may be made by the Government.
Offerors are encouraged to propose a reasonable escalation factor for both Service Contract Act (SCA) and Non- SCA positions consistent with company practices and estimated future increases in wages. The basis for the escalation factor shall be addressed in the Cost Narrative. Although updated wage determinations will be included in future modifications to the resulting cost-reimbursable contract, the clause at 52.222-43 (SCA – Price Adjustment) does NOT apply due to this requirement not being fixed price, time-and-materials, or a labor-hour service contract as prescribed in FAR 22.1006(c)(1).
The Cost proposal shall reflect actual labor rates expected to be expended to satisfy the requirements of this effort (such as actual hourly rates for named personnel if such rates will be the basis for billing under the resultant contract). Offerors are advised that the Government will be requesting rate check information from their respective cognizant DCMA offices. Depending on the completeness or currency of recommendations received, offerors may be requested to provide copies of actual payroll data to substantiate current direct labor rates as well as indirect budgets to support proposed rates. This advisory note is provided so that offerors and their team members can have such documentation readily available if requested.
If the offeror has a Forward Pricing Rate Agreement (FPRA) with DCAA, a copy shall be furnished in addition to the cost proposal. If an offeror does not have an FPRA, the offeror shall provide rationale within the cost narrative as to how direct labor rates were calculated.
The Government Level of Effort by labor hours and labor category for CLIN 6001 is provided as Attachment 13 in Section J. Labor category descriptions for CLIN 6001 can be found as Attachment 14 in Section J. The labor category descriptions are provided for informational purposes only, and offerors shall make their independent assessment of labor categories applicable to the Service Contract Act Wage Determination found as Attachment 12 in Section J.
The level of effort provided is for work directly supporting the requirement of this contract and DOES NOT include contract administration or program management hours for prime or subcontractors. If any hours will be charged directly for program management, contract reporting and administration by any tier contractor it must be added to the specified level of effort list in Attachment 13.
