PROCUREMENT IS PROHIBITED. The foregoing prohibition applies notwithstanding any reference to MIL-STD- 81381 wire that may be made in any of the drawings or specifications for this procurement. SAE-AS22759 latest revision series wire shall be used in lieu of MIL-STD-81381 wire in any place where MIL-STD-81381 wire is cited in this procurement. Any questions concerning this requirement should be directed to the NSWC Crane Division Technical POC.

3.1.5 Packaging shall be in accordance with MIL-STD-2073-1E.

3.2 TU CONTAINER The following requirements and paragraph 3.3.6 are specific to the production of TU Containers built to Drawing 770E001.

3.2.1 TU Containers shall mitigate shock and vibration to a maximum allowable limit of 15 g’s.

3.2.2 The Contractor shall complete test requirements specified in Paragraph 3.3.

3.2.3 The Contractor is required to ensure one third (1/3) unit of desiccant (MIL-STD-3464E, Type II non-dusting) per cubic foot of container interior volume shall be placed in desiccant holder of each TU Container at time of shipment.

3.2.4 The Contractor shall use the shock mount specified on Drawing 770E001 for the shock mitigation system of this container. No other shock mount may be substituted, no other mount is an approved alternate mount.

3.2.5 The Contractor shall affix a nameplate that includes a Unique Identification (UID) marking as referenced in the drawing package for Drawing 770E001, and in accordance with MIL-STD-130N, per Paragraph 3.1, on each TU container. The Contractor shall contact the NSWC Crane Division Technical POC for the alphanumeric sequential serial number group that makes up part of the UID. The UID will be included on the nameplate in data matrix format.

At the time of delivery, the Contractor shall report the bar code data for all items marked under this paragraph.

CDRL A001, Bar Code Report / UID Plan.

3.2.6 WELDING. (Aluminum). The Contractor shall use proper controls to prevent melt through or burn through.

The Contractor shall ensure welder qualifications are to ANSI/AWS D17.1:2001. The Contractor shall ensure that filler for welding 6061 alloy shall be 4043, and filler for welding 5000 series alloys to themselves or to 6061 shall be 5356 or 5556. Welding and weld inspection shall be in accordance with MIL-W-22248A, Class 4, except that:

(A) visual inspection shall include 5X (5 power) magnification when a suspect condition is to be examined beyond the capability of normal vision; and

(B) critical and major welds may be subjected to further non-destructive testing (such as dye penetrant inspection) as prescribed by the buying activity.

3.2.7.1 CLEANING. The Contractor shall ensure that parts to be welded are chemically cleaned to remove surface soils such as oils, waxes, grease, inks, etc. The Contractor shall not use uninhibited alkaline solutions such as sodium hydroxide in cleaning.

3.2.7.2 DEOXIDIZING. The Contractor shall ensure that cleaned parts are chemically deoxidized NO MORE THAN 10 CONSECUTIVE DAYS (240 hours) PRIOR TO WELDING to remove thick surface oxide films. [If the material or work is exposed to an outdoor environment, this time limit shall be reduced to a maximum of 3 consecutive days (72 hours), to account for atmospheric effects.] The Contractor shall apply mechanical cleaning methods (per 3.2.7.4) just prior to the actual start of welding, to remove any re-oxidation or residual thin oxide films.

3.2.7.3 CHEMICAL TREATMENT. The Contractor shall apply an acid deoxidizing treatment by either immersion or brushing/wiping. The Contractor shall use one of the following deoxidizers: nitric acid, sulfuric chromic, phosphoric chromic, or equivalent solutions. Sodium hydroxide solutions shall not be used. The Contractor shall ensure that 100% solution coverage of the area to be welded is applied, which includes an area extending at least 2 inches from the weld site, or ending at any closer adjacent edge.

3.2.7.4 MECHANICAL MEANS. Immediately prior to welding, the Contractor shall apply mechanical cleaning methods to previously chemically treated weld areas to assure removal of residual or reformed oxides, if any.

Acceptable methods of mechanical cleaning include stainless steel wire brushing, scraping, filing, or sanding.

However, the Contractor shall not use abrasives containing iron and its oxides, steel wool and wire, and copper alloy based wire, which may become embedded with galvanically active metals and accelerate corrosion of aluminum alloys. The Contractor shall ensure that mechanical methods are vigorous enough to adequately remove any residual oxide films, but gentle enough to avoid forming an excessively rough surface in the comparatively soft metal underneath. The Contractor shall ensure that welding and welder qualifications meet AWS D1.2/D1.2M:2008 standards. Additionally, the Contractor shall ensure that cleaning preparations are in accordance with MIL-DTL- 5541F and paragraph 3.2.7.2.

3.3 QUALITY ASSURANCE – TU Container

3.3.1 FIT CHECK. The Fit Check specified in paragraph 3.3.4 must be successfully completed for the initial container from the contractor. Quality Assurance (QA) Inspections are to be completed by the Contractor for every TSS Turret Container, as detailed in paragraph 3.3.5 and listed in Appendix A of this Statement of Work. The container shall be tested in accordance with paragraphs specified herein, using processes recommended in SAE APR1967 Rev B, to ensure shock and vibration does not exceed the allowable limit of 15 g’s.

3.3.2 GOVERNMENT FURNISHED PROPERTY. For the Fit Check of the initial TU container referenced in 3.3.1, the Contractor shall ship the TU container to a site designated by the Government upon completion of the initially built container. The Government will ensure a TSS turret assembly (part number 79705501) and top plate assembly (part number 85000742) are available at the designated site for installation in the TU container as part of the Fit Check process. The Fit Check of the initial TU container will be witnessed by NSWC Crane or DCMA as determined at the time of the Fit Check. If the TU container passes the Fit Check, the container will remain at the Government designated site for immediate use. If the TU container does not pass the Fit Check, the container will be returned to the Contractor for repairs, corrections and/or changes.

3.3.3 INSPECTION. Inspection for compliance with Drawing 770E001 and specifications referenced therein will be conducted by the NSWC Crane or DCMA as required by each Delivery Order (DO).

3.3.4 FIT CHECK LOCATION. The Fit Check will be conducted by the Government at a site and facility to be determined by the Government. The Contractor should plan for the fit check to take approximately one week.
