SPECIFICATIONS

Procurement Specification for

MK44, MK49, MK50 Gun Weapon Systems Weather Covers

1. Scope

This specification contains performance, design, and quality assurance requirements for weather covers used to alleviate the maritime environmental effects on three small arms weapon systems when they are not in use. The weapon systems are the weapon stations of the MK49 MOD 0 Gun Weapon System and the MK50 MOD 0 Gun Weapon System as well as the MK44 MOD 3 Gun Weapon System including its individual components.

2. Applicable Documents

(Reference Only) Kongsberg Drawing; 1ICD60201887-06 No Rev, Interface Weapon Station MK50 MOD0 GWS

NAVSEA Drawing; 53711-7520827 Rev B, Cover (minigun)

NAVSEA Drawing; 408JXN00667-Rev 2. MK44 GWS Support Kit

3. Requirements

3.1 Description

The covers used over the weapon stations are intended to help reduce the adverse effects of the maritime environmental atmosphere. These will include rain, freezing rain, high and low temperatures, humidity, direct sunlight (UV radiation), wind, and salt water both from direct hydraulic force as well as overspray.

3.1.1 Construction Characteristics: Each respective cover shall incorporate the following characteristics:

a. Breathable, so as to not generate or retain moisture under the cover.

b. Double reinforced at wear points to reduce ripping or tearing from wind and hydraulic induced stresses.

c. Seams reinforced by double stitching.

d. Zipper pull apart abatement by using straps or Velcro.

e. Exterior Black Color.

f. Exterior material type to be made of Sunbrella fabric (16oz).

g. Added interior material or coating to add waterproofing backing.

3.2 Performance

3.2.1 Wear Resistant: The weapon stations may be susceptible to 60 mph relative wind speeds and therefore the covers should not be so loose as to catch the wind. Likewise, the sharp corners on the weapon stations may wear inside the cover poking holes to the exterior. Extra reinforcing material shall be used in those locations.

3.2.2 Water Proof: The weapon systems when covered will still be susceptible to hydraulic forces induced by wave slap. Similar, rain and sea spray are always present around the weapon stations. Therefore, the cover shall keep water of any kind from gathering inside or under the cover.

3.2.3 Sunlight resistant: Direct sunlight is expected to be on the cover of the weapon station throughout day light hours. The cover should be fade resistant as well as not degrade because of the sunlight. Sunbrella fabric as called out in paragraph 3.1.1 is acceptable as the outer cover material.

3.2.4 Chemical resistant: The weapon stations will be maintained with grease lubricating many areas on the gun mount that may get on the cover. Likewise, biological excrement will be present on the cover which must be resistant to degradation as a result. Sunbrella fabric as called out in paragraph 3.1.1 is acceptable is acceptable as the outer cover material.

3.2.5 Zippers: A zipper will be used to close up the cover allowing for easy installation of the cover on the weapon station, and the zipper itself shall be capable of carrying the pull apart loads when installed. As with the fabric, the zipper will also need to be resistant to maritime environmental conditions. Straps and/or Velcro will also be used to help relieve pressure on the zipper.

3.2.4 Seams: Seams will be double stitched to keep them from pulling apart. Where no forces are present to do so, seams can be single stitched. The stitching material like the covers and the zipper shall not degrade because of the environmental and biological environment and shall be of sufficient strength to maintain integrity when installed on the weapon stations.

3.3 Design

3.3.1 Construction: The drawings listed in section 2.0 are provided for basic size and shape including the larger of the weapons that may be employed on the weapon stations.

Each perspective contractor may report to NSWC Crane to take measurements or for fit checks. Weapon systems and weapons will not be available to send to contractor locations.

3.3.2 Fit: The final cover should have a reasonable tight fit, but also shall be easily installable by a single person within 2 minutes. Each respective weapon system will be covered at a minimum and in the case of the MK44, the feed chute as well. Longer covers shall also be fitted when mounted on the stand as referenced in paragraph 2. For stand installations, the cover should reach to the top of the deck mounting flange and may also include straps or Velcro to pull tight. Up to 2 straps to draw in the material may be used on the stand covers. Any mechanical fasteners (loops, snaps, latches, etc.) need to be survivable in the maritime environments. In all, 7 different covers may be procured with one of those covers being available in 3 lengths:

a) MK49 Weapon Station only.

b) MK49 Weapon Station on stand.

c) MK50 Weapon Station only.

d) MK50 Weapon Station on stand.

e) MK44 Weapon Station only

f) MK44 Feed Chute only (4’, 8’ and 11.5’)

g) MK44 Support Kit

4.0 Verification

First Article Inspections

The contractor will be required to send a product sample prior to contract award. The product sample will be installed on the respective weapon system and checked for wear points, seam and zipper pulling, and will have the material verified. Changes to better fit or to alleviate weak spots can be made prior to the production obligation based on recommendations from the product sample.

(b) Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed, or otherwise furnished to the successful offeror, results in a binding contract. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day award is dated. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor's date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term "working day" excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.

(End of clause)

CNIN-NOTICE-0002 NSWC CRANE GENERAL PROCUREMENT INFORMATION (APR 2014)

1. HANDLING OF INFORMATION BY CONTRACTOR SUPPORT PERSONNEL

Contractors are hereby notified that contractor support personnel within the NSWC Crane Contracting Department may be handling Bid and Proposal or Quote data as well as other correspondence and documentation concerning this action. Non-disclosure statements have been executed by all contractor support personnel participating in the process and are maintained by NSWC Crane.

2. BUSINESS HOURS

NSWC Crane Division allows flexible working hours for its employees. The core time when all employees are scheduled to work is 9:00 am to 3:00 pm (local time).

3. TAX EXEMPTION

Section 39(A) and Section 6 of the Indiana Gross Income Tax Act of 1933, specifically exempts NSWC Crane Division as a government activity from any payment of sales and use taxes.

The assigned Exemption Number is 0018103400015

4. VENDOR SURVEY

NSWC Crane Contracting Department’s mission is to provide responsive, best-value contracting and acquisition support for all customers, accomplished in partnership with industry, academia, and other Government activities, while maintaining the public's trust and fulfilling public policy objectives. In an effort to continually improve our services, the Contracting Office is conducting a survey of our vendors. Your comments will help us determine if we are accomplishing our mission and provide recommendations for ways to improve our processes. Please consider taking the time to complete the survey which can be accessed at the following address:

http://www.navsea.navy.mil/nswc/crane/working/contracting/Lists/Vendor%20Survey/overview.aspx.

5. NSWC CRANE VISITOR INFORMATION: PORTABLE ELECTRONIC DEVICE POLICY

NSWC Crane has implemented full compliance with the NAVSEA Access and Movement Control Instruction 5510.2C, dated 7 August 2012, which restricts the use of portable electronic devices (PEDs) in all NAVSEA spaces. In accordance with NSWC Crane Policy Letter 14-02 dated 20 March 2014, all government civilian, military and contractor personnel assigned to NSWC Crane and all visitors are prohibited from bringing any device or equipment capable of recording, transmitting or exporting photographic images or audible information of any kind into NSWC Crane spaces . This policy prohibits all personal electronic devices other than personal cell phones. For the purpose of this policy, “spaces” include outdoor ranges and test areas.

NSWC Crane areas will be clearly marked. Prohibited devices include: MP3 players, e-readers, digital recording devices, laptop and tablet computers, and/or other electronic devices not provided by the government or specifically authorized. One-way pagers are allowed for fire, safety and security purposes. These devices can be used in non-NSWC Crane areas.

6. RAPIDGate NSA/NSWC CRANE INSTALLATION ACCESS NSA/NSWC Crane is implementing the Navy Commercial Access Control System (NCACS) projects. The NCACS is the standard identity management and perimeter installation access control solution for the access management of vendors, contractors, suppliers and service providers who are not authorized a Common Access Card (CAC). The rationale for implementation of this system is to increase security while reducing impacts to the contractor community by improving efficiencies for base entry.

A new protocol being implemented to fulfill this NCACS requirement is the RAPIDGate system. The system meets Presidential Directive (HSPD-12) requirements by providing background checks of contractor personnel.

A personal badge that affords base access (and/or multiple base access) for one year will be issued to each Contractor employee that meets background check criteria. While Contractors are not required to participate in this program, those Contractors who choose not to participate will be required to obtain daily passes for base access.

For contracts which include the FAR 52.204-9 Personal Identity Verification of Contractor Personnel or will otherwise require frequent access to the Naval Support Activity (NSA)/NSWC Crane site, contractors should consider taking advantage of the benefits available from the RAPIDGate program. A Government Sponsor is required to validate a Contractor’s request for RAPIDGate access, and shall be the Contracting Officer’s Representative (COR). If there is no COR, then the Government Sponsor is the Contracting Officer.

The Government does not guarantee the contractor’s successful enrollment or the successful enrollment of any contractor employees in the RAPIDGate program. Significant delays may result from choosing to access the installation by obtaining a one day pass. The Government will not be held responsible for any access delays associated with using the daily pass process. Please address any questions or concerns regarding RAPIDGate to the COR or the local Base Security Office personnel listed below.

NSA/NSWC Crane RAPIDGate Primary Program Point of Contact is Jon Thomas, and can be reached at Jon.M.Thomas@Navy.mil or at 812-854-5642.

PROMPT PAYMENT CONSTRUCTIVE ACCEPTANCE

Constructive Acceptance as defined in the Prompt Payment Act and Paragraph (a)(5)(i) of the Prompt Payment Clause (FAR 52.232-25) is hereby changed from the 7th day to:

(i) For the sole purpose of computing an interest penalty that might be due the Contractor, Government acceptance is deemed to occur constructively on the 14 day after the Contractor delivers the supplies or performs the services in accordance with the terms and conditions of the contract, unless there is a disagreement over quantity, quality, or Contractor compliance with a contract provision. If actual acceptance occurs within the constructive acceptance period, the Government will base the determination of an interest penalty on the actual date of acceptance. The constructive acceptance requirement does not, however, compel Government officials to accept supplies or services, perform contract administration functions, or make payment prior to fulfilling their responsibilities.

(f) If the Government does not act within the time specified in paragraphs (b) or (c) of this clause, the Contracting Officer shall, upon timely written request from the Contractor, equitably adjust under the Changes clause of this contract the delivery or performance dates and/or the contract price, and any other contractual term affected by the delay.

(g) The Contractor is responsible for providing operating and maintenance instructions, spare parts support, and repair of the first article during any first article test.

(h) Before first article approval, the acquisition of materials or components for, or the commencement of production of, the balance of the contract quantity is at the sole risk of the Contractor. Before first article approval, the costs thereof shall not be allocable to this contract for (1) progress payments, or (2) termination settlements if the contract is terminated for the convenience of the Government.
