N00164-14-T-0240 CLARIFICATIONS DOCUMENT
Feed Chute for the MK44 must be open at both ends Feed Chute for the MK44 will be attached while covered The curve for the Feed Chute(s) can change after the feed chute cover is installed. The feed chute cover must be able to allow for this change in curvature.
All weapon systems could be stored hot. However, the weapon station covers do not have to compensate for that condition.
For the MK 44 tool bag, the inserts do not have to be clear MK 49 and MK50 – Two separate covers, the weapon system itself and the stand will need covers individually that can interconnect. One piece cover will be acceptable as well.
MK49 and MK 50 covers must allow for cables. The connectors for these cables are at a 90 degree angle and the cables are fed into the stand.
When installed, the long covers should not ride up on the stands. The covers also cannot be air tight, as the material selection requires air flow to keep condensation from occurring.
See vendor Q&A below:
1) Kongsberg Drawing not provided.
This drawing is proprietary to this company and the Government does not the right to release.
2) Mini Gun shown without a top sight?
Correct, Navy minigun applications do not include sights or they are removed before being covered. Do not have to worry about it.
3) Do covers need to allow for deflection elevation? Or locked while in storage? What position will they be stored in?
The positions that are being measured are the normal stowage positions and should be what the covers are to be made for. We assume the cover will be loose enough to allow for the weapon to be moveable while covered, albeit may not be the best fit in different positions. That's fine. Design for what was measured.
4) Prepare for Future DLA stockage? NSN? Cots?
To date no future plans to turn the contract over to DLA, or to get an NSN assignment. All the systems measured yesterday are project managed at NSWC Crane for respective customers, and we serve as a stock point for them.
5) Recommendation for final designs and drawings after tech data development?
N00164-14-T-0240
After we procure the first articles and they are tested here at Crane, we will make recommendations accordingly for production runs. After a baseline is agreed upon, we will procure covers per respective part numbers. Only a generic drawing will be made listing the OEM as a source of supply via the contract number. As feedback from the fleet come in, there will probably be a need for revisions as well which may open the opportunity to renegotiate the price if additional costs are incurred by the OEM as a result of these changes.
6) Use the same MILSPECs as the GWS Kit for all covers? - shipping - marking - Materials (except cover) -stitching No marking is considered needed for these covers. No special shipping requirements are needed. Stitching material is to be determined by the OEM to meet the survivability requirements as listed in the specification. Only the outer material is mandated, and use of the SEAMARK trademark fabric combination that uses the Sunbrella material as an outer fabric is authorized as long as air can be circulated inside (under) the cover when placed on the respective weapon station.
QUESTION PERTAINING TO THE STATEMENT OF WORK
7) SUNBRELLA only manufactures one 16 oz. per yard material as called for in paragraph 3.1.1.e. This material is known as "SUNBRELLA SeaMark". "SUNBRELLA SeaMark" is an acrylic fabric backed by a waterproof vinyl material. The vinyl backing layer makes the "SUNBRELLA SeaMark" material unbreathable. As the requirements of paragraph 3.1.1.a. stipulate that the cover material must be breathable, the cover must allow for air flow when installed. I have attached a document with the results of my research into "Sunbrella 16.
Q: In light of the non-breathable nature of the "Sunbrella SeaMark material is the specification writer willing to reconsider the use of another material that is breathable and has the same strength, durability, UV resistance, and has the same warranty as the "SUNBRELLA SeaMark" material?
No we are not changing material. The SeaMark brand is a combination of the Sunbrella fabric and a vinyl waterproofing material. I was in error when I thought the 16oz designation was only for the outer material, not for the SeaMark combination.
However, the breathable still stands. The way the specification stands, they can use the SeaMark material combination and as long as they do not totally enclose the bottom of the weapon stations covers, air flow can still move under the cover. We just don't want them to be able to totally enclose the weapon stations, making a balloon basically, where trapped humidity allows for water to condense.
8) Is commercial packaging preferred? Or is there a specific requirement for the level of protection and packing of these items?
Commercial practice is acceptable
