SUMMARY OF CHANGES - REVISED
SUMMARY OF CHANGES
Q4: Standard 7 of Factor 1 states: "Describe how you develop and validate the System Operator and Maintenance Manual. Provide a copy of the system operation and maintenance manual(s)." Could the customer clarify if they consider the Operator and Maintenance Manual, in these cases, to be one in the same (including those repair parts and procedures that are performed by the operator), and that just one manual meeting the requirement of SOW 3.7.4.1/CDRL A009 is required with the proposal? Section
3.1.1 of the Statement of Work mentions only an Operator's Manual to be delivered with the bid samples/proposal.
A4: Yes, they are one in the same
Q5: CDRL A009 ‐ COTS Manual (Operator), block 16 specifies a draft delivery of the manual 30 days after award, 30 days for customer review and 30 days to incorporate changes. Will a draft version of the Operator's Manual therefore be accepted with initial deliveries under the contract until the final manuals have been reviewed and approved by the customer?
A5: A draft manual will be allowed for the delivery of 10 LRIP systems within 30 days after contract award.
Q6: Will the customer also clarify that the technical repair manual referenced in Standard 8 is the same as the Sub‐Assembly Repair Maintenance Manual referenced in SOW 3.7.4.4/CDRL A011, and is required after award and not with the bid samples/proposal?
A6: Yes, the manuals are one in the same and it is not required as part of the proposal. Although, if a draft version is available it would be beneficial to the Government for review in evaluating the offeror’s capability to provide a Technical Repair Manual.
Q7: CDRL A013 ‐ Proposed Spare Parts List mentions R‐level spare parts. Will the customer please provide a definition of R‐level?
A7: Per the Statement of Work (SOW) paragraph 3.7.6.1 , (b) Sub‐Assembly repair including image intensification tubes, housings, eyepieces, objective lens, electronic switches, etc. IAW CDRL A013 are considered R‐Level parts or Repair Level Parts and shall allow for the Government to repair the BNVD to the lowest sub‐assembly level.
Q8: Does the 30‐day turnaround time specified in 3.7.1 of the SOW include CLS repairs?
A8: Contractor Logistic Support Repairs are not required for this solicitation. The Government intends to conduct all Non‐Warranty Repairs on the BNVD system. Reference the request for a Technical Repair
N00164-14-R-JQ22
Standard located in paragraph 3.7.4.4 and CDRL A011 referred to as the Maintenance Repair Manual which are one in the same.
Q9: Did the customer intend the offeror to include the same information in response to Factor 3, CNIN‐ L‐0003 SUBCONTRACT DATA REQUIRED (6410) as what will be provided in response to Subfactor D of Factor 1? The descriptions for both in the solicitation are nearly identical.
A9: The intent for Sub‐Factor D is to discern the extent of participation of small business concerns. As such the same information may be submitted.
