VENDOR QUESTIONS AMENDMENT 3

Vendor Questions with Answers

Question: We don't have basic or estimated volumes to work with, so we don't know what startup materials costs will be, and can't provide the best value possible if we had an idea of what volume discounts to apply. I understand its an IDIQ but is there any approximate estimate?

Answer: See page 21 of the original solicitation which gives minimum and maximum quantities for each CLIN per delivery order.

Question: Also we had an issue with some of the drawings as they only matchup to a few of the items.

We are missing some details. I only have drawings matching up to items 3, 12, 13, 15, 16 and 17 on the SOW. Many of the cables are listed as South Bay, BIW cable systems, Okonite cable or Brand‐Rex, these are smaller shops that are usually more expensive then our materials suppliers.

Answer: All drawings and specifications are listed in the attachments or SOW needed to propose on this solicitation.

Question: We have a large commercial volume so get great prices due to bulk discounts from all the big manufacturers. The companies above won't quote their materials to anyone else, so we were going to build to drawing and provide alternate options with the same salient characteristics. We can't do that with the data we have so far, we are missing info.

Answer: All drawings and specifications are listed in the attachments or SOW needed to propose on this solicitation. All minimums and maximums for each CLIN by contract and delivery order are listed in the solicitation.

Question: All awards [in previous awards] had strict 200 foot/reel requitrements, +5/‐0% because of the connectorization. GP66 as it is written has no length requirements (FA lengths are not ordering lengths), thus if the max release of 1000 feet is made, a vendor could submit 50 x 20 and fulfill the the requirements, but they are not what NSWC desires.

Answer: No variation will be added to solicitation N00164‐13‐R‐GP66. See revised CLIN descriptions with Multiple length requirements.

Question: The RFP does not expressly state QPL material, just made In Accordance With. This suggests that the Navy could entertain Off‐Shore commercial products which could obstensibly pass a First Article Test and be under contract, while the legitiate QPL manufacturers who maintain the highest quality standards are denied. This is supported by HQ‐M‐2‐0011 by a waiver of First Article for supplies 'substantially identical'.

Answer: See note # 15 under Section B notes of Amendment 0003.

Question: Like above unusable short lengths could be provided since no lengths are noted. In fact it appears that 'bulk' lengths of all clins could be provided which means the Govt would contract for a huge amount of unwanted scrap.

Answer: See revised CLIN descriptions with Multiple length requirements.

Question: In referencing Mil‐DTL‐915, the spec calls for a variation in quantity of +10/‐10%. I can not find any permissible variation in quantity. Thus the requirement is for exact clin quantities, the unit pricing will be hugely bloated, and with scrap lengths.

Answer: No variation will be added to the solicitation N00164‐13‐R‐GP66.

Question: The clin min/max Value Table on Pages 20 ‐21 only note a guarantee purchase of any size for clin 0002. I have contacted the suggested manufacturers of supplied drawings and they can not provide a price array without a minimum guarantee purchase by the Government. Thus the Government is suggesting a cost for the contractor to submit First Article Testing without any promise to purchase not sure if this qualifies as a a contract as nothing could be purchased.

Answer: See note #16 under Section B notes of Amendment 0003.

Question: Some of the drawings are for items which require new manufcturing production and no product exists by the qualified manufacturer. A sample would not be available until a release is made to begin production. But on Page 47... 52.209‐3 suggests that First Article reports are to be submitted 15 days after the award dates. It is impossible to submit a First Article specimen within 15 days of award when it takes 4 months to make a sample.

Answer: See revised clause 52.209‐3 on Amendment 0003.

Question: Finally, 52.216‐19 notes order combinations up to $ 2,500,000.00. I do not see anywhere the minimum guaranteed dollar amount for a contractor entering a 5 year commitment. It is unreasonable for the Government to hold a contractor fixed firve year arrangements while the contractor has tremendous exposure with subcontractors without any assurances of purchases.

Answer: See note #16 under Section B notes of Amendment 0003.
