About this file

This is a Request for Quote (RFQ) for fastener manufacturing services to support Portsmouth Naval Shipyard operations. Vendors must email quotes to Sarashea Thibodeau at sarashea.thibodeau.civ@us.navy.mil and be registered in the System for Award Management (SAM) database to be considered for award.

Vendors must possess the 2021 Portsmouth Naval Shipyard C. R. Gilbert / E. F. Dickson Fastener Program Manual and satisfy technical confidence requirements by either holding a Basic Ordering Agreement that complies with MIL-I-45208 or ISO 9001/9002 with STR-ISO 9000 Supplement A, B, or C, or by providing applicable Non-Destructive Testing and/or Coating procedures along with evidence of quality compliance. The Government will award to the responsible vendor offering the best value using a Lowest Price Technically Acceptable (LPTA) evaluation methodology based on four factors: Technical Capability, Delivery Schedule, Price, and Past Performance. The requested delivery schedule is 45 weeks after receipt of raw materials from the vendor's supplier, with no Government-Furnished Materials involved. Vendors must provide their lowest pricing for all line items; failure to price all items will result in quote rejection. Past Performance evaluation will consider information from Federal, State, and local Government agencies, Better Business Bureaus, CPARS, PDREP, and SPRS databases, with vendors demonstrating no past performance information rated as Acceptable and those receiving Unacceptable ratings eliminated from further consideration. Vendors should include at least three relevant projects or contracts performed within the last five years in their proposal submissions.
