About this file

This document contains instructions for submission and evaluation criteria for a Request for Quote (RFQ) issued by the U.S. Navy for fastener manufacturing services. Vendors must email offers to Ina Nason at ina.nason.civ@us.navy.mil and must be registered in the System for Award Management (SAM) database to be considered for award. The solicitation requires vendors to possess the 2021 Portsmouth Naval Shipyard C. R. Gilbert / E. F. Dickson Fastener Program Manual and either hold a Basic Ordering Agreement satisfying MIL-I-45208 or ISO 9001/9002 with STR-ISO 9000 Supplement requirements, or provide evidence of compliance with these quality standards along with applicable non-destructive testing and coating procedures. The requested delivery schedule is 45 weeks after receipt of raw materials from the vendor's supplier, with no government-furnished materials involved. Vendors must submit their lowest pricing terms for all line items, with failure to price all items resulting in rejection of the entire quote.

The Government will evaluate quotes using a Lowest Price Technically Acceptable (LPTA) approach based on four factors: technical capability, delivery schedule, price, and past performance. Technical capability must receive an "Acceptable" rating for the vendor to proceed; vendors lacking the required Fastener Program Manual or possessing insufficient technical documentation will receive an "Unacceptable" rating. For delivery schedule and price evaluations, vendors must demonstrate the ability to meet the 45-week timeline and provide complete pricing. Past performance will be assessed using information from Federal, State, and local agencies, better business bureaus, and electronic databases including CPARS, PDREP, and SPRS. Vendors with no past performance information will be rated as "Acceptable," while those receiving an "Unacceptable" rating based on recent and relevant performance will be eliminated from further consideration. Past performance relevance is measured within five years from the solicitation issuance date and must be similar in scope and complexity to the fastener manufacturing effort required.

INSTRUCTIONS FOR SUBMISSION

Offers shall be emailed to Ina Nason at ina.nason.civ@us.navy.mil. Vendors will be required to submit a quote that will be evaluated in accordance with the specifications provided in this request-for-quote.

System for Award Management (SAM): Vendors must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/.

Technical Confidence Submission:

Vendors must possess a 2021 Portsmouth Naval Shipyard C. R. Gilbert / E. F. Dickson Fastener Program Manual and either:

1. Hold a Basic Ordering Agreement that satisfies applicable procedure requirements and Higher Level Contracting Quality Requirements of (1) MIL-I-45208 or (2) ISO 9001/9002 with STR-ISO 9000 Supplement A, or B, or C; or

2. Provide the following:

i) Any Applicable Non-Destructive Testing and/or Coating procedures (only if/when required by the technical data for individual fasteners); and

ii) Evidence, such as certificates, of compliance with the Higher Level Contracting Quality Requirements of (1) MIL-I-45208 or (2) ISO 9001/9002 with STR-ISO 9000 Supplement A, or B, or C.

Delivery Schedule:

Offerors must indicate whether they minimally meet the requested delivery schedule of 45 weeks after receipt of raw materials by the vendor from their supplier (GFM or Government-Furnished-Materials will not be involved). If no offeror can meet the requested delivery schedule, the Contracting Officer may decide to resolicit under revised delivery terms.

Price:

Please provide your lowest pricing terms for the items being requested.

Past Performance:

The Contracting Officer will utilize any available information, public or otherwise, to evaluate Vendor Responsibility.

The vendor should include in their proposal submission at least three (3) previous projects or contracts for the Vendor and any subcontractors that have been performed within the last five (5) years and are relevant to the effort required by this solicitation. The Government will only evaluate projects or contracts that have been performed.

EVALUATION

The Government will award a delivery order resulting from this solicitation to the responsible vendor whose quote offers the best value to the government. Quotes will be evaluated based on the Lowest Price Technically Acceptable

(LPTA):

1. Technical Capability

2. Delivery Schedule

3. Price

4. Past Performance

Technical Capability:

The Government must be able to definitively ascertain that the offeror has the ability to meet the technical requirements of manufacturing the requested fasteners from the Portsmouth Naval Shipyard Fastener Program Manual, Dated September 2021.

Technical Capability Confidence Ratings Rating Description

Acceptable

The Offeror is a Basic Ordering Agreement holder, who possesses a Portsmouth Naval Shipyard C. R. Gilbert / E. F. Dickson Fastener Program Manual and has satisfied applicable procedure requirements and Higher Level Contracting Quality Requirements of (1) MIL-I-45208 or (2) ISO 9001/9002 with STR-ISO 9000 Supplement A, or B, or C; or

The Offeror possesses a Portsmouth Naval Shipyard C. R. Gilbert / E. F. Dickson Fastener Program Manual and has provided the following:

i) Technically acceptable Non-Destructive Testing and/or Coating procedures (only if and when required by the technical data for the individual fasteners); and

Portsmouth Naval Shipyard has no record of distributing a 2021 Portsmouth Naval Shipyard C. R. Gilbert / E. F. Dickson Fastener Program Manual to the Offeror. PNSY is the owner and sole authorized distributor of the program manual, therefore vendors cannot appropriately quote without possessing a BOA Book.

Delivery Schedule:

The Government seeks to award to a vendor that can meet its requested production schedule.

Delivery Schedule Ratings

The Offeror’s quote proposes the ability to meet the requested delivery schedule

The Offeror’s proposed Delivery schedule does not meet the schedule requested by Government

Price:

Pricing data will be evaluated as Lowest Price Technically Acceptable. Failure to include pricing for all line items shall be cause for rejection of the quote for all line items.

Past Performance:

The Government will consider vendor responsibility information obtained from sources including Federal, State and local Government agencies, better business bureaus, published media and electronic databases including, but not limited to, Contractor Performance Assessment Reporting System (CPARS), the Product Data Reporting and Evaluation Program (PDREP), and the Supplier Performance Risk System (SPRS) in order to determine whether a vendor’s past performance information indicates potential risk to delivery under this contract. Vendors with no past performance information in the systems will be rated as “Acceptable”. A vendor that receives an “Unacceptable” rating will no longer be considered for further competition or award

Past Performance Confidence Ratings

Based on the Offeror’s recent/relevant performance record, the Government has reasonable confidence that the Offeror will successfully perform the required effort.

Based on the Offeror’s recent/relevant performance record, the Government has an unacceptable lack of confidence as to whether the Offeror may be able to successfully perform the required effort.
