About this file

This is a Technical Ordering Data (TOD) attachment for a federal supply contract specifying the manufacture and delivery of nickel-copper alloy seamless pipe.

Product Specifications and Requirements: The contract calls for 8,448 inches (704 feet) of 1-inch seamless pipe manufactured from nickel-copper alloy (UNS N04400) per MIL-DTL-23520. The pipe must meet specific dimensional requirements with a 1.315-inch outside diameter and 0.179-inch nominal wall thickness at NPS 1 inch, Schedule 80. Manufacturing must conform to MIL-DTL-23520E standards and include Class IV finish (Descaled or Bright Annealed). Maximum lengths of 20 feet are preferable to the standard 24 feet, and the vendor must perform metal removal when applicable. The material must undergo 100% ultrasonic inspection of the outside diameter surface to verify wall thickness compliance, with testing procedures conforming to MIL-DTL-23520 and MIL-STD-2132.

Quality, Inspection, and Compliance Requirements: All finished pipe must be ultrasonically examined and tested for alloy identity per MIL-STD-2132, with liquid penetrant examination also required. Material certification, procedure approvals, ultrasonic test procedures, and calibration standards must be submitted for approval prior to use, with ultrasonic certification submitted no later than two weeks before inspection. Each piece requires permanent marking on both ends with material designator code "NCF," manufacturer identification, vendor traceability number, and any specification-required information. Government inspection is required during manufacture and prior to shipment, with participation from Portsmouth Naval Shipyard personnel in witnessing ultrasonic tests. Packaging must use wooden boxes constructed of 2-inch thick by 6-inch wide planks for 6-inch OD and larger pipe, with metal strapping on exterior. The contract incorporates ASTM D3951-18 for commercial packaging and applies higher-level quality requirements per FAR 52.246-11 with NAVSEA calibration and quality management system requirements.
