About this file
This is a Technical Ordering Data (TOD) attachment for a federal contract specifying the manufacture and delivery of nickel-copper alloy seamless pipe.
The contract requires the vendor to manufacture 19,656 inches of 1-inch nominal outside diameter pipe with 0.179-inch nominal wall thickness (NPS 1, SCH 80, seamless, Level 1) in accordance with MIL-DTL-23520 and MIL-DTL-23520E specifications. The material must be Class IV (4) finish, descaled, with maximum lengths of 20 feet preferred over 24 feet. The vendor is responsible for metal removal when applicable and must provide liquid penetrant treatment. All pipe must be ultrasonically inspected per MIL-DTL-23520 and MIL-STD-2132, with the vendor notifying the purchasing agent four weeks in advance to allow Portsmouth Naval Shipyard personnel to witness testing. Each piece requires 100% ultrasonic examination of the outside diameter surface to verify wall thickness compliance. Material must be permanently marked on each end with the material designation code "NCF," manufacturer's name or trademark, a vendor traceability number linked to all test data, and any specification-required information. Cleanliness requirements follow Section 3.2 of the Individual Repair Part Ordering Data (IRPOD) and MIL-STD-23520 paragraph 5.1. Preservation and packaging must comply with ASTM D3951 and MIL-DTL-23520, with material shipped in wooden boxes constructed of 2-inch thick by 6-inch wide planks, banded with metal straps for pipes 6 inches in outside diameter or larger. Government inspection is required during manufacture and prior to shipment, with Procurement Quality Assurance involvement. The vendor must submit procedure approvals for ultrasonic testing (MIL-STD-2132), alloy identity verification (MIL-STD-2132), and liquid penetrant testing (MIL-STD-2132) prior to use, along with material certifications per the IRPOD requirements. Higher-level contract quality requirements apply per FAR 52.246-11, supplemented by NAVSEA calibration system and quality management requirements, and the Government Inspector Equipment standard.
